STATEMENT OF WORK

Statement of Work (SOW) for “Medium-Door Ramp 9.125” Stroke Actuator”

1. INTRODUCTION

1.1 The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering and fleet support organization for the Navy’s ships, submarines, military watercraft and unmanned vehicles. This requirement is for NSWCPD Code 432, which is responsible for training, reliability evaluation and In-Service Engineering Support (ISEA) for the Advanced Weapons Elevator (AWE).

1.2 This contract is for materials only, as stated in Section 3. It does not create employment rights with the U.S. Government whether actual, inherent, or implied.

2. BACKGROUND

2.1 The AWE is a first-of-its-kind elevator designed to meet CVN 78 Class requirements for increased Sortie Generation Rates (SGR), improved survivability, and reduced manning. It is a cable-less elevator powered by Linear Synchronous Motors (LSMs). There are eleven (11) AWEs installed on CVN 78 Class that use LSMs to raise, lower and 'hover' the platform to transport weapons vertically within the ship. There are three critical technologies associated with AWE: (i) the elevator (platform, LSMs, and motor controller); (ii) the Weapons and Stores Elevator Electromechanical Actuators (WESEEAs); and (iii) the WESEEA Controllers. The WESEEA Controllers operate 117 powered trunk closures (i.e. doors and hatches). Operating these trunk closures requires a total of 634 WESEEA, consisting of twenty-four (24) design variants, and thirty-three (33) WESEEA Controllers, consisting of five (5) design variants.

2.2 NSWCPD has a requirement to build an AWE Land Based Engineering and Training Site (LBETS) that will integrate the three (3) critical technologies associated with the AWE. The LBETS has been designed to be representative of the AWE shipboard configuration. Critical to the success of the LBETS is the procurement and installation of the Advanced Weapons Elevator Lead Unit (LU), a representative quantity and representative selection of Weapons Elevator Stores Elevator Electro-Mechanical Actuators (WESEEA), and a WESEEA controller.

3. REQUIREMENTS/SUPPLIES

3.1 This effort is to secure materials to support the NSWCPD LBETS. Contractor shall deliver an actuator as indicated in Table 1. This item will be used by the Advanced Weapons Elevator (AWE) Systems and Stores Elevator (SE) Systems to operate elevator powered doors, hatches, ramps, dogs, and securing devices. The WESEEA are used to raise, lower, open and close doors and hatches, extend, retract dog and un-dog.

Serial number within the part, lot, or batch number means a combination of numbers or letters assigned by the enterprise to an item that provides for the differentiation of that item from any other like item within a part, lot, or batch number assignment.

Serialization within the enterprise identifier means each item produced is assigned a serial number that is unique among all the tangible items produced by the enterprise and is never used again. The enterprise is responsible for ensuring unique serialization within the enterprise identifier.

Serialization within the part, lot, or batch number means each item of a particular part, lot, or batch number is assigned a unique serial number within that part, lot, or batch number assignment. The enterprise is responsible for ensuring unique serialization within the part, lot, or batch number within the enterprise identifier.

Type designation means a combination of letters and numerals assigned by the Government to a major end item, assembly or subassembly, as appropriate, to provide a convenient means of differentiating between items having the same basic name and to indicate modifications and changes thereto.

Unique item identifier means a set of data elements marked on items that is globally unique and unambiguous. The term includes a concatenated unique item identifier or a DoD recognized unique identification equivalent.
