Section C - Descriptions and Specifications
STATEMENT OF WORK
1. Background:
This procurement is for Standard CMMI Appraisal Method for Process Improvement (SCAMPI) for the Naval
Surface Warfare Center Philadelphia Division (NSWCPD).
2. Overview:
2.1. The SCAMPI must be conducted by a CMMI Institute certified Lead Appraiser. This effort is for two people, both of whom shall be CMMI Institute certified as lead appraisers. The remaining team members will be from within the NSWPD organization.
2.2. The Certified SCAMPI Lead Appraiser shall lead the organization’s team of appraisers in the appraisal of one or more process areas, using information collected from presentations, documents and interviews to determine an organization’s process capability and/or maturity level in accordance with the CMMI for
Development Version 1.3 and the SAFE, V1.2 Safety Extension to CMMI-Dev v1.2. The appraisal shall be conducted in accordance with the Standard CMMI®Appraisal Method for Process Improvement
(SCAMPI) A, Version 1.3: Method Definition Document Handbook. The effort consists of:

SCAMPI A consists of three phases and several essential processes, as listed below:
3. Detailed Effort
3.1. Phase 1: Plan and Prepare for Appraisal
3.1.1. Analyze Requirements. All other planning, preparation, execution, and reporting of results proceed from this initial activity according to the phase and processes outlined. Because of the significant investment and logistical planning involved, considerable iteration and refinement of planning activities should be expected in Phase 1. With each subsequent phase, the amount of iteration will decrease as data are collected, analyzed, refined, and translated into findings of significance relative to the model.
3.1.2. A team of experienced and trained personnel performs a SCAMPI A over a period of 3 weeks –
September 4-21.
3.1.2.1. Preparing the team requires that the team members receive
SCAMPI Appraisal Team training and Detailed Appraisal
Planning training by authorized trainers. This is two days of training to be conducted prior to the SCAMPI A.
3.1.2.2. Preparing the team also requires that up to 8 team members receive CMMI Institute’s
Introduction to CMMI training for appraisal team members by authorized trainers. This is three days of training to be conducted prior to the SCAMPI A.
3.1.3. During the appraisal, the appraisal team verifies and validates the objective evidence provided by the appraised organization to identify strengths and weaknesses relative to the CMMI model. Objective evidence consists of documents or interview results used as indicators for implementation and institutionalization of model practices.
3.1.4. Before the Conduct Appraisal phase begins, members of the appraised organization typically collect and organize documented objective evidence. The information-processing “engine” of the appraisal is thus fueled by the objective evidence already available, saving the appraisal team the time and effort of a discovery process. This advance preparation by the appraised organization is key to the most efficient execution of the method. Analysis of preliminary documented objective evidence provided by the appraised organization plays an important role in setting the stage for appraisal execution. This analysis will be conducted by the internal SCAMPI team. If substantial data are missing at this point, subsequent appraisal activities can be delayed or even cancelled if the judgment is made that continuing appraisal activities will not be sufficient to make up for the deficiency.
4.1.4.1 A full Team Artifact Review is the preliminary analysis performed by the appraisal team (which includes the organizational team members and the two lead appraisers who are also team members.)This is nine days of effort to be performed prior to the SCAMPI A,but after the
SCAMPI Appraisal Team training and Detailed Appraisal Planning is completed.
3.1.5. The collection of documented objective evidence by the appraised organization in advance of the appraisal not only improves appraisal team efficiency, but also offers several other benefits to the organization. These include: improved accuracy in appraisal results delivered by external appraisal teams (i.e., clear understanding of implemented processes, strengths, and weaknesses), a detailed understanding of how each project or support group has implemented CMMI model practices, and the degree of compliance and tailoring of organizational standard processes assets and resources for monitoring process compliance and process improvement progress.
3.2. Phase 2: Conduct Appraisal
3.2.1. In Phase 2, the appraisal team focuses on collecting data from the appraised organization to judge the extent to which the model is implemented. Integral to this approach is the concept of coverage, which implies (a) the collection of sufficient data for each model component within the CMMI model scope selected by the sponsor, and (b) obtaining a representative sample of ongoing processes (spanning the lifecycle phases consistent with the model scope of the appraisal.) For a benchmarking appraisal methodology, this means collecting data and information on all the CMMI model practices for each process instantiation being appraised within the organizational unit. The data-collection plan developed in Phase 1 undergoes continuous iteration and refinement until sufficient coverage is achieved.
3.2.2. Upon determining that sufficient coverage of the CMMI model and organizational unit has been obtained, appraisal findings and ratings may be generated. Goal ratings are determined within each process area, which collectively can be used to determine a capability level rating for the individual process areas, as well as a process maturity rating for the organizational unit.
3.2.3. Phase 3: Report Results
3.2.3.1. The Appraisal Team Lead provides the findings and ratings to the appraisal sponsor and the organization. These artifacts become part of the appraisal record, which becomes protected data in accordance with the Appraisal Disclosure Statement. The level of protection and the plan for the disposition of appraisal materials and data is determined in Phase 1 in collaboration with the sponsor.
3.2.3.2. The Appraisal Team Lead forwards the completed appraisal data package, which includes a subset of the contents of the appraisal record, to the CMMI Institute who adds it to a confidential database for summarization into overall community maturity and capability level profiles, which are made available to the community on a semi-annual basis.
4. Detailed Effort
4.1. The SCAMPI will be conducted on 5-10 programs from across the NSWCPD organization from Sept 4-
21. It will be conducted in Philadelphia. The appraisal team lead and team members must be on site for the SCAMPI Appraisal Team training, Detailed Appraisal Planning training, the CMMI Institute’s
Introduction to CMMI training for appraisal team members, the Full Team Artifact Review and the
Appraisal. The lead appraiser must be familiar with the Navy organization and ship systems.
4.2. The period of performance for this work is August 1 – September 21, 2018
4.3. The lead appraiser will prepare and conduct the pre-appraisal brief prior to the appraisal, to inform the organization of the intent and scope of the appraisal and address the organization’s concerns and questions.
4.4. The lead appraiser will prepare and conduct the post appraisal brief to the organization to provide the results of the appraisal and the path forward.
4.5. The lead appraiser will submit the report results using the CMMI Institute process to the CMMI Institute and provide to the NSWCPD ESG Head NLT 30 days after the close of the review. CDRL A001
4.6. The lead appraiser shall respond to any additional questions posed by the CMMI Institute about the report.
If there are any issues the lead appraiser shall work with the sponsor to resolve the issues.
4.7. The appraisal will be conducted using the Software Quality Institute (SQI) Appraisal Assistant tool. The tool will be provided by the government and utilized on government computers, by government employees. These tools will be used to complete the Process Implementation Indicator Documents
(PIIDS), document interview statements and produce data and graphs for the out brief to upper management, as well as the report to the CMMI Institute and ESG Head.
4.8. The appraisal team will review artifacts generated by the various programs as they developed engineering systems in accordance with the NSWCPD Systems Engineering Processes (SEP).
4.9. During the SCAMPI, the lead appraiser will direct the interviews and work with the team to review the results of the interviews and support documentation to reach an evaluation of the implementation of the organization’s SEP.
5. Personnel Qualifications:
5.1. The lead appraiser and team appraiser must be CMMI Institute certified lead appraisers. Provide the name of the company, the appraisers and documentation that they have been certified as lead appraisers by the
CMMI Institute.
5.2. Led a successful SCAMPI A on DOD and/or Navy organization. For all appraisals cite organization appraised, date of the appraisal and the results.
5.3. Led a SCAMPI A on at least one organization of similar size and complexity to NSWCPD, approximately
2000 people, across 5 departments, 67 programs under the CMMI model, 5-10 to be assessed. Cite the organization appraised and provide a description of the size and complexity of the organization and the programs.
5.4. Led a SCAMPI A that included an assessment of the organization’s safety program to ensure compliance with the SEI, SAFE, V1.2 Safety Extension to
CMMI-Dev v1.2. Cite the organization appraised, or provide evidence that training in the safety extension was conducted.
5.5. Experience with SQI Appraisal Assistant. Cite the appraisals that used the software package.
5237.102-90 Enterprise-wide Contractor Manpower Reporting Application (ECMRA)
The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Naval Surface Warfare Center Philadelphia Division via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:
(1) W, Lease/Rental of Equipment;
(2) X, Lease/Rental of Facilities;
(3) Y, Construction of Structures and Facilities;
(4) D, Automatic Data Processing and Telecommunications, IT and Telecom-Telecommunications Transmission
(D304) and Internet (D322) ONLY;
(5) S, Utilities ONLY;
(6) V, Freight and Shipping ONLY.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year

(a) NAVSEA may use a file room management support Contractor , hereinafter referred to as "the support
Contractor ", to manage its file room, in which all official contract files, including the official file supporting this procurement, are retained. These official files may contain information that is considered a trade secret, proprietary, business sensitive or otherwise protected pursuant to law or regulation, hereinafter referred to as “protected information”. File room management services consist of any of the following: secretarial or clerical support; data entry; document reproduction, scanning, imaging, or destruction; operation, management, or maintenance of paper-based or electronic mail rooms, file rooms, or libraries; and supervision in connection with functions listed herein.
(b) The cognizant Contracting Officer will ensure that any NAVSEA Contract under which these file room management services are acquired will contain a requirement that:
The support Contractor not disclose any information;
(2) Individual employees are to be instructed by the support Contractor regarding the sensitivity of the official contract files;
(3) The support Contractor performing these services be barred from providing any other supplies and/or services, or competing to do so, to NAVSEA for the period of performance of its contract and for an additional three years thereafter unless otherwise provided by law or regulation; and,
(4) In addition to any other rights the Contractor may have, it is a third party beneficiary who has the right of direct action against the support Contractor , or any person to whom the support Contractor has released or disclosed protected information, for the unauthorized duplication, release, or disclosure of such protected information.
(c) Execution of this contract by the Contractor is considered consent to NAVSEA's permitting access to any information, irrespective of restrictive markings or the nature of the information submitted, by its file room management support Contractor for the limited purpose of executing its file room support contract responsibilities.
(d) NAVSEA may, without further notice, enter into contracts with other Contractor s for these services. Contractor s are free to enter into separate non-disclosure agreements with the file room Contractor . (Please contact Director, E Business Division for Contractor specifics.) However, any such agreement will not be considered a prerequisite before information submitted is stored in the file room or otherwise encumber the government.

PD-C01-ON-SITE SAFETY AND ENVIRONMENTAL AWARENESS TRAINING (SEPTEMBER 2017)
(NSWCPD)
(a) The contractor shall strictly adhere to Federal Occupational Safety and Health Agency (OSHA) Regulations, Environmental Protection Agency (EPA) Regulations, and all applicable state and local requirements.
(b) The contractor shall ensure that each contractor employee reads the documents entitled, “Philadelphia Division
Environmental Policy and Commitment” and “Philadelphia Division Occupational Safety and Health Policy
Statement” within 30 days of commencing performance at Naval Surface Warfare Center Philadelphia Division
(NSWCPD). These documents are available at:

(c) The contractor shall ensure that each contractor employee who will be resident at NSWCPD completes the
Environmental Management System (EMS) Awareness training within 30 days of commencing performance at
NSWCPD. This document is available at:
(d) The contractor shall certify by e-mail to Paul Breeden (paul.breeden@navy.mil) that on-site employees have read the “Philadelphia Division Environmental Policy and Commitment” and taken the EMS Awareness training within 30 days of commencing performance at NSWCPD. The e-mail shall include the employee name, work site, and contract number.

(e) The contractor shall ensure that each contractor employee who will be resident at NSWCPD completes the
Voluntary Protection Program (VPP) Awareness Training within 30 days of commencing performance at NSWCPD.

(f) The contractor shall certify by e-mail to Al D’Imperio (albert.dimperio@navy.mil) that employees have read the
“Philadelphia Division Occupational Safety and Health Policy Statement” and taken the VPP awareness training within 30 days of commencing performance at NSWCPD. The e-mail shall include the employees name, work site, and contract number.
(g) The contractor shall submit their OSHA 300 Logs (injury/illness rates) within 30 days of commencing performance at NSWCPD for review by the OSH Office (Al D’Imperio). If a contractor’s injury/illness rates are above the Bureau of Labor Statistics industry standards, a safety assessment will be performed by the OSH Office to determine if any administrative or engineering controls can be utilized to prevent further injuries/illnesses, or if any additional Personal Protective Equipment (PPE) or training will be required.
(h) The contractor shall post their OSHA 300 Logs in a conspicuous place where employee notices are customarily posted immediately upon commencing performance at NSWCPD.
(i) Applicable contractors shall submit Total Case Incident Rate (TCIR) and Days Away, Restricted and Transfer
(DART) rates for the past three years within 30 days of commencing performance at NSWCPD for review by the
OSH Office. A contractor meets the definition of applicable if its employees worked 1,000 hours or more in any calendar quarter on site and were not directly supervised in day-to-day activities by the command.
(j) The contractor shall report all work-related injuries/illnesses that occurred while working at NSWCPD to the
OSH Office.
(k) The contractor shall ensure that all contractor work at NSWCPD is in accordance with the OSH Program Manual

The Contractor shall not ship directly to a military air or water port terminal without authorization by the cognizant
Contract Administration Office.
Except when the Material Inspection and Receiving Report (MIRR) (DD 250) is used as an invoice, the Contractor shall enter unit prices on all MIRR copies. Contract line items shall be priced using actual prices, or if not available, estimated prices. When the price is estimated, an "E" shall be entered after the price.
All data to be furnished under this contract shall be delivered prepaid to destination(s) at the time(s) specified on the
Contract Data Requirements List(s), DD Form 1423.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)
(a) Definitions. As used in this clause--
Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.
Document type means the type of payment request or receiving report available for creation in Wide Area
WorkFlow (WAWF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall--
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training
Course and use the Practice Training Site before submitting payment requests through
WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data
Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

HQ G-2-0009 SUPPLEMENTAL INSTRUCTIONS REGARDING INVOICING (NAVSEA) (APR 2015)
(a) For other than firm fixed priced contract line item numbers (CLINs), the Contractor agrees to segregate costs incurred under this contract/task order (TO), as applicable, at the lowest level of performance, either at the technical instruction (TI), sub line item number (SLIN), or contract line item number (CLIN) level, rather than on a total contract/TO basis, and to submit invoices reflecting costs incurred at that level. Supporting documentation in Wide
Area Workflow (WAWF) for invoices shall include summaries of work charged during the period covered as well as overall cumulative summaries by individual labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of other direct costs (ODCs), materials, and travel, by TI, SLIN, or CLIN level. For other than firm fixed price subcontractors, subcontractors are also required to provide labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of ODCs, materials, and travel invoiced. Supporting documentation may be encrypted before submission to the prime contractor for WAWF invoice submittal. Subcontractors may email encryption code information directly to the Contracting Officer (CO) and Contracting Officer Representative (COR). Should the subcontractor lack encryption capability, the subcontractor may also email detailed supporting cost information directly to the CO and COR; or other method as agreed to by the CO.
(b) Contractors submitting payment requests and receiving reports to WAWF using either Electronic Data
Interchange (EDI) or Secure File Transfer Protocol (SFTP) shall separately send an email notification to the COR and CO on the same date they submit the invoice in WAWF. No payments shall be due if the contractor does not provide the COR and CO email notification as required herein.
Section H - Special Contract Requirements
PD-H04 CONTRACTOR PERSONNEL SECURITY REQUIREMENTS (NOV 2017 )
a. In accordance with SECNAV M-5510.30 Chapters 5 and 6, all Contractor personnel that require access to
Department of Navy (DON) information systems and/or work on-site require an open investigation or favorable adjudicated T3 by the Department of the Navy, Central Adjudication Facility (DOD CAF). Investigations should be completed using the SF-86 Form and the SF-87 finger print card. An interim clearance may be granted by the company Security Officer and recorded in the Joint Personnel Adjudication System (JPAS) in accordance with the
NISPOM (DOD Instruction 5220.2M). An open or closed investigation with a favorable adjudication is required prior to issuance of a badge providing access to NSWCPD sites and buildings. If an unfavorable adjudication is determined by DISCO all access will terminated.
For Common Access Card (CAC) card personnel shall have a completed or open investigation that has been favorably adjudicated or a final security clearance. Only contractor personnel that require access to a DoD system that is CAC enabled will be issued a CAC card as documented in the DD 1172-2. Contractors will not be issued
CAC cards for the sole purpose of gaining access to government facilities.
b. Contractor personnel that require a badge to work on-site at one of the NSWCPD sites must provide an I-9 form to verify proof of citizenship. I-9 form should be signed by the company Facility Security Officer or the company
Human Resource Department. In addition to the I-9 form, Contractors must bring the ID that is listed on the I-9 form to the NSWCPD Security Officer at the time of badge request to verify U.S. citizenship.
c. A T1 investigations will be completed on any contractor that does not have a favorable adjudicated investigation in JPAS and is requesting swipe/non-swipe access to our buildings in excess of 120 days. Any contractor that has unfavorable information that has not been favorably adjudicated by Department of Defense Central Adjudication
Facility (DOD CAF) will not be issued a badge.
d. Within 30 days after contract award, the Contractor shall submit a list of all Contractor personnel, including subcontractor employees, who will have access to DON information systems and/or work on-site at one of the
NSWCPD sites to the appointed Contracting Officer Representative (COR) via email. The Contractor shall provide each employee's first name, last name, contract number, the NSWCPD technical code, work location, whether or not the employee has a CAC card and/or swipe card, the systems the employee can access (i.e., NMCI, RDT&E), and the name of the Contractor's local point of contact, phone number and email address. Throughout the period of performance of the contract, the Contractor shall immediately provide any updated information to the COR when any Contractor personnel changes occur including substitutions or departures.
e. Once contract performance is complete the contractor shall return the CAC card to the COR. If the contractor will be performing services for NSWCPD under a different DoD issued contract, the COR may authorize the contractor to retain the CAC card until those services are complete. Notification to the NSWCPD Security Office must be provided via by the COR via an email with contractors name and the new contract number.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
