Section C - Descriptions and Specifications

1.0 Introduction

This specification and all documents referenced herein contain the detailed requirements for (1) 60 Ton, Scroll Type, Water Cooled Chiller (FTCW-CH-01).

The 60 Ton, Scroll Type, Water Cooled Chiller shall provide chilled water at a temperature of 42°F to 52°F (with 47°F nominal) when receiving chilled water at a flow rate of 195 GPM at a maximum temperature of 59.1°F and cooling tower water at a 40°F minimum/85°F maximum temperature and 30 psig nominal. The Chiller will be installed indoors on a Government provided site at the Naval Surface Warfare Center, Philadelphia Division (NSWCPD), Philadelphia Naval Base, Philadelphia, PA, and will be operated by NSWCPD.

2.0Scope
2.1Equipment and Services to be provided
The water cooled Chiller shall be a complete, skid mounted package suitable for an industrial application and shall be constructed in accordance with the best commercial practices. It shall be the Seller’s responsibility to furnish equipment suitable and complete in details for the services intended. In addition, the supplied system shall be in compliance with the latest applicable regulations of applicable industry standards such as the National Electrical Manufacturers Association (NEMA), Institute of Electrical & Electronics Engineers (IEEE), American National Standards Institute (ANSI), American Society of Mechanical Engineers (ASME), American Society of Heating, Refrigeration, and Air Conditioning Engineers (ASHRAE), Underwriters Laboratories (UL), and American Refrigeration Institute (ARI).

The Seller shall be responsible for delivery of each of the following to NSWCPD in Philadelphia:

The Technical Requirements for the 60 Ton, Scroll Type, Water Cooled Chiller are listed in Section 5.0. The quotation forwarded in response to this Specification should specifically address each Technical Requirement line item, describing how compliance is met, exceeded or an alternative method of compliance proposed. This will enable the reviewer(s) to directly verify compliance to this Specification.

2.2Warranty
The Seller shall warrant all items provided under this specification against faulty workmanship and/or defective materials for a period of at least twelve (12) months from the date of delivery.
2.3Equipment and Services to be provided by NSWCPD
NSWCPD shall be responsible for the following items:

1. Prepare the site for placement of the furnished equipment at the test site location.

2. Install the Chiller and make necessary power and water interface connections.

3. Install relief valve discharge piping to the outdoors from the chiller refrigerant relief valves.

3.0 Applicable Documents

The latest applicable industry standards, such as NEMA, IEEE, ANSI, ASME, ASHRAE, UL, and ARI for design and testing of the Chillers shall be utilized.

4.0 Release for Manufacture

The Seller shall submit the following documents to the Government, for approval, prior to obtaining a Release for Manufacture:

Final Outline, Detail, and Electrical Drawings (Section 6.1)

Final Inspection and Checkout Test Plan (Section 7.0)

5.0Technical Requirements
5.160 Ton, Scroll Type, Water Cooled Chiller

To follow are requirements that shall be satisfied by the provided 60 Ton, Scroll Type, Water Cooled Chiller.

A. Performance
· 60 Ton Rated Capacity.

· System shall be capable of outputting chilled water at a temperature of 42°F-52°F (with 47°F nominal) when receiving chilled water at a flow rate of 195 GPM at a maximum temperature of 59.1°F and cooling tower water at a 40°F minimum/85°F maximum temperature. If Seller’s proposed equipment is unable to accommodate the minimum cooling tower water temperature of 40°F, the Seller shall provide a suitable recirculation system consisting of a temperature controlled three-way valve and a circulating pump. The pressure upstream of the pump is anticipated to be 30 psig.

· Chiller shall be capable of the following:

1. 1. Cooling the chilled water from 85˚F to 47˚F within 1 hour assuming a total chilled water system volume of 500 gallons and a flow rate of 195 GPM.

2. 2. Operating in standby condition with little or no heat being added to the chilled water.

3. 3. Delivering 47˚F chilled water continuously at 15% to 100% of the chiller rated capacity.

· The water pressure drops through the condenser and the evaporator shall be less than 6 psi at the required flow rates.

· The Chiller will be installed indoors on a Government provided site.

· Seller shall state the minimum chilled water system volume required to prevent rapid compressor cycling or other conditions that would result in erratic operation of the Chiller.

B. Compressors
· Hermetically sealed scroll type.
C. Evaporator
· Brazed–plate type.
D. Condenser
· Shell and tube type.

· Corrosion resistant material

E. Piping
· Corrosion resistant material.

· Best commercial practice.

F. Refrigerant
· R-410A.

· Units to shall be charged with refrigerant at the factory and shipped with full charge.

G. Electrical and Controls
· The system shall be configured from the factory for a 480V, 3 phase, 60Hz power system source that is expected to operate at 460V nominal.

· Electrical panels shall be located on the Chiller skid and shall contain a microprocessor controller providing operating and equipment protection controls plus motor starting equipment. The electrical panels shall be factory wired, operationally tested, and ready for operation.

· Chiller electrical panels shall be provided with individual compressor breakers, individual compressor contactors, and a single circuit breaker system disconnect that will provide a Chiller unit electrical system with a minimum short circuit interrupting rating of 65,000A at 480V.

· The circuit breaker disconnect provided shall allow stranded copper cable connection with 75°C conductor temperature.

· The panel shall also include a control power transformer with primary and secondary fusing and microprocessor transformers with integral fusing. The panel shall have a hinged lockable door.

· Motors shall be induction type and shall be a standard frame unit.

· All compressor motors shall be fully protected from overload and shall include individual motor winding temperature sensors which interact with the microprocessor controller and motor contactors as required.

· The microprocessor control shall prevent more than one motor starting at a time and shall also control the compressor motors to maximize system efficiency and to prevent damage from excessive starting and stopping.

· If design implements multiple compressors, the lead and lag compressors shall automatically cycle. Cycle rate shall be user configurable.

· Chiller shall incorporate factory installed and wired flow switches in the leaving evaporator and leaving condenser water lines to prove adequate water flow prior to unit start.

· Microprocessor shall have the ability to communicate status and accept commands from an external control system using industry standard communication protocols.

· Chiller shall be capable of remote starting and stopping via contact closure from a remote source. Chiller skid shall source the voltage.

· Chiller shall indicate a fault condition to a remote location via a dry contact position. No preference on Open or Closed fault indication.

6.0Technical Data
6.1Drawings
Outline and Interface Drawings are required to include the following information: mounting dimensions, space requirements, weights, interface locations, center of gravity, lifting locations, electrical schematics and wiring diagrams, piping schematics and diagram, refrigerant fill requirements, and nameplate data. The microprocessor communication protocol and command and data message format are required. NSWCPD will review and approve the Seller’s Drawings prior to release for delivery.
6.2Technical Manuals
Three sets of technical manuals shall be forwarded not later than the delivery date of the equipment. Technical manuals shall consist of various technical data including: installation and start-up instructions, operating instructions, required maintenance, and any other technical information required to operate, repair, and maintain the 60 Ton, Scroll Type, Water Cooled Chiller.

7.0 Final Inspection and Checkout Test Plan

Testing of the equipment shall be performed by the Seller as follows:

A. Megger Test of Compressor Motor Insulation
· The compressor manufacturer shall perform a megger test of compressor motor insulation prior to assembly of the compressors. A certificate of compliance shall be provided for each compressor stating the successful completion of the megger test.
B. Final Inspection
· The Chiller shall have a documented post manufacturing inspection to confirm its suitability for service including identification of missing or loose hardware, proper mechanical fit up and completeness of electrical wiring.

· The inspection plan shall be detailed with results recorded.

C. Checkout Test
· The Chiller shall receive a checkout test to determine to the best of the Seller’s ability that all components, controls, and features are operating properly and all piping is free of leaks.

· Tests shall prove the Chiller is ready for operation. The checkout test plan shall be detailed with results recorded.

The Seller shall provide a copy of the Test Plan to the Government at least 2 weeks prior to planned Factory Testing. The Government reserves the right to witness Seller testing and to perform equipment inspections where such inspections are deemed necessary to assure supplies and services conform to the prescribed requirements.

8.0Delivery
8.1Shipping and Packaging
Equipment shall be packed for shipping in a manner which will ensure acceptance and safe delivery at destination. Seller is responsible for damage during shipment.
8.2Marking
Each package shall be marked with the Contract Number, Contract Item Number and Purchase Specification Number EHQ10882
8.3Receipt Inspection

Within thirty (30) days after delivery, NSWCPD will conduct a thorough receipt inspection of the equipment to verify satisfactory arrival condition and workmanship. Seller shall address any concerns including but not limited to exterior damage, internal cabinet cleanliness, loose hardware or electrical connections, unsatisfactory craftsmanship (sharp or rough surfaces, metal shavings, poor cable management), and missing components or documentation.

8.4Shipping Address/Point of Contact
All equipment and technical data specified in this document shall be delivered to the NSWCPD point of contact identified below. The point of contact shall provide instruction at time of delivery for specific location/placement of equipment.

All supplies hereunder shall be delivered with all transportation charges prepaid, in accordance with the clause hereof entitled "F.O.B. DESTINATION" (FAR 52.247-34) in accordance with the delivery instructions specified herein.

The Contractor shall not ship directly to a military air or water port terminal without authorization by the cognizant Contract Administration Office.

Except when the Material Inspection and Receiving Report (MIRR) (DD 250) is used as an invoice, the Contractor shall enter unit prices on all MIRR copies. Contract line items shall be priced using actual prices, or if not available, estimated prices. When the price is estimated, an "E" shall be entered after the price.

Section G - Contract Administration Data

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)

(a) Definitions. As used in this clause--

Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.

Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.

(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall--

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

(1) Document type. The Contractor shall use the following document type(s).

(4) Payment request and supporting documentation. The Contractor shall ensure a payment request includes appropriate contract line item and subline item descriptions of the work performed or supplies delivered, unit price/cost per unit, fee (if applicable), and all relevant back-up documentation, as defined in DFARS Appendix F, (e.g. timesheets) in support of each payment request.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
