NOTES TO OFFERORS
1. Pricing instructions for First Article Test Waiver requests are provided in Section M, clause HQ M-2-0011 Waiver Of First Article Requirements (Contractor Testing) (NAVSEA) (JUL 2000).
2. If a First Article Test Waiver is not granted, the government will accept the First Article Test Unit as the Production Unit upon successful completion and government acceptance of all First Article Testing requirements.
3. When First Article Testing is required, the Contractor shall accomplish first article testing on unit one of CLIN 0001 as specified in this contract. At least 30 calendar days before the beginning of each of the first article tests, the Contractor shall notify the Contracting Officer, in writing, of the time and location of the testing so that the Government may witness the tests.
4. Offerors may request a First Article Test Waiver in accordance with Section M, clause HQ M-2-0011 Waiver Of First Article Requirements (Contractor Testing) (NAVSEA) (JUL 2000). If a First Article Test Waiver is requested, please provide supporting documentation, to include first article test reports, with Offer B of proposal submission. Offer B is required when requesting a First Article Test Waiver in accordance with Section M, clause HQ M-2-0011 Waiver Of First Article Requirements (Contractor Testing) (NAVSEA) (JUL 2000).
5. The Government reserves the right to have a representative present for First Article Testing or to request an independent testing facility, Government or Contractor, verify all submitted first article test results before granting any offeror first article approval.
CLAUSES INCORPORATED BY FULL TEXT
HQ B-2-0004 EXPEDITING CONTRACT CLOSEOUT (NAVSEA) (DEC 1995)
(a) As part of the negotiated fixed price or total estimated amount of this contract, both the Government and the Contractor have agreed to waive any entitlement that otherwise might accrue to either party in any residual dollar amount of $500 or less at the time of final contract closeout. The term "residual dollar amount" shall include all money that would otherwise be owed to either party at the end of the contract, except that, amounts connected in any way with taxation, allegations of fraud and/or antitrust violations shall be excluded. For purposes of determining residual dollar amounts, offsets of money owed by one party against money that would otherwise be paid by that party may be considered to the extent permitted by law.
(b) This agreement to waive entitlement to residual dollar amounts has been considered by both parties. It is agreed that the administrative costs for either party associated with collecting such small dollar amounts could exceed the amount to be recovered.

Section C - Descriptions and Specifications
SPECIFICATION
1.0 SCOPE
The Ships Service Diesel Generator Lube Oil Filter Housing is for an existing Fairbanks Morse OP type diesel engine installed on LSD-41 class ships. This statement of work provides the requirements for the required filter housings. These filter housing assemblies are identified as NAVSEA part number 802-7613205-1.
1.1 Technical Data Package
The Contractor shall use this specification to produce the required First Article and all other production units.
1.2 First Article Testing
One of the filter housings ordered shall be fabricated for use in First Article Testing (see para. 4.3).
1.3 Production
The Contractor shall begin design and production of the First Article and Production Unit ship sets ordered, from contract award. Once First Article Testing has been completed, and test reports accepted and approved by the Contracting Agency, the Contractor shall correct any manufacturing or parts defects exposed during First Article Testing on the production units ordered or on any units previously accepted by NSWC due to late completion of first article testing.
1.4 Critical Manufacturing Points (CMP)
Naval Surface Warfare Center (NSWC) or a NSWC designated agent will review and inspect ongoing manufacturing efforts at the critical points listed below during manufacture of the First Article as well as at any time during manufacture of the filter housings.
Critical Manufacturing Points (CMP) are defined as:
a. at a point where the detailed drawing development for the filter housings are approx. 50 percent complete,
b. at a point where the detailed drawing development for the filter housing is 100 percent complete,
c. after unit fabrication is 75 percent complete
d. after final assembly
e. at the start of each of the first article tests
f. at the final unit inspection following completion of shock and vibration testing.
g. at the start of production unit, final first article unit conformance/acceptance testing prior to unit delivery
The Contractor shall notify NSWC one week prior to reaching the above CMPs.

2.4 Order of Precedence
In the event of a conflict between the text of this specification and the references cited herein (except for related associated specifications, or specification sheets), the text of this specification takes precedence. Nothing in this specification, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.
3.0 DETAIL REQUIREMENTS
3.1 Characteristics
3.1.1 General
Filter housings shall be a commercial "off-the-shelf' design modified for Navy service - shock and vibration qualified, and as otherwise specified herein. Each filter housing shall be designed to contain 15 elements conforming to Fed Spec F-F-351F, Type IV, Class 4 and Fed Spec Sheet PIN DD351/7-4. The filter housing design selected shall be suitable for continuous use for long periods of Naval service conditions. Reliability in service and accessibility of all parts for inspection, maintenance and repair shall be paramount. Filter housing features and aspects not specified herein or otherwise by the customer shall be to the contractor's normal commercial standards. The filter housing shall have the overall configuration shown in Figure 1. These filter housing assemblies are identified as NAVSEA part number 802-7613205-1.
3.1.1.1 Configuration Changes
Any modifications to a previously qualified design Filter housing shall be the basis for repeating first article testing (see para. 3.2.1) of the entire unit or component. The Contractor may request from the procuring activity a waiver of all or part of the first article tests. The request shall provide a technical rationale for the waiver. The procuring activity shall make the final determination on the waiver request. Engineering change proposals will also be required for any system design changes made to previously approved system or component designs.
3.1.2 Life. The filter housing frame and all non-replaceable parts shall be suitable for a life of 20 years.
3.1.3 Space. The filter housing dimensions shall not exceed the dimensions indicated in Figures 1.
3.1.4 Design.
3.1.4.1 Design pressure. The filter housing shall be designed for 150 psig.
3.1.4.2 Design temperature. The filter housing shall be designed for 250°F.
3.1.4.3 Hydrostatic test pressure. The filter housing shall be hydrostatically tested to 225 psig.
3.1.4.4 Structural Design. The filter housing shall be designed in accordance with ASME Boiler and Pressure Vessel Code, Section VIII, Unfired Pressure Vessels.
3.1.4.5 Fluid Characteristics. The lube oil characteristics are as follows:

3.1.4.6 Filter Elements. The filter housings shall be designed to contain 15 elements conforming to Fed Spec F-F-351F, Type IV, Class 4 and Fed Spec Sheet PIN DD351/7-4 with a 5 micron nominal particle retention. Filter element shall not be provided with the filter housing. The clearance between elements and the elements and the body of the filter housing shall be at least 5/16.”
3.1.4.7 Allowable pressure drops. The filter housing maximum pressure drops shall not exceed 3.0 psi at 450 GPM and 180OF when operating with the lube oil specified paragraph 3.1.4.1 and filter elements specified in paragraph 3.1.4.2.
3.1.4.8 Maintainability. The filter housings shall be designed such that element removal and installation can be accomplished without special tools. Filter housing head removal and filter replacements shall be accomplished with standard open end and box wrenches.
3.1.4.9 Mounting of elements. Means shall be provided for mounting the filter elements in the filter housing so as to be unaffected by shock or vibration and to allow removal without disconnecting the inlet and outlet piping. A hold down device shall be provided for holding the elements securely in place. The device shall be designed such that oil will not leak by the filter element. The device shall be independent of the of the filter cover.
3.1.4.10 Filter covers. A removable filter cover shall be provided to obtain access to the filter housing for removal of the elements. The overall filter housing cover height shall not exceed the dimension detailed in Figure 1. Filter cover shall be held in place with swing-type hold down bolts or clamps which shall be attached to the filter body. Means for lifting the cover, such as handles or eyebolts shall be provided.
3.1.4.11 Sump. A sump area not less that 2” deep shall be provided below the elements for collection of water and sediment.
3.2 Environmental conditions.
3.2.1 Vibration. The filter housing shall be designed so that it will not be damaged or cause to malfunction either by internally excited vibration, such as flow induced vibrations, or by environmental vibration frequencies up to and including 25 cycles per second (cps). The filter housing, frame, plates and all parts and appurtenances shall have a natural frequency above 25 cps assuming that the filter housing support structure remains rigid, and the filter housing is filled with water on both sides. The unit shall be capable of passing a type 1 vibration test in accordance with MIL-STD-167 without damage, permanent deformation, or any detrimental effect which would interfere with the subsequent operation, integrity or life of the filter housing.
3.2.2 Mechanical Shock. The filter housing shall be designed to resist damage or malfunction resulting from mechanical shock. Section 6.4 of MIL-S-901 provides design guidance for shock considerations. The filter housing shall be capable of passing a type A shock test in accordance with MIL-S-901 for Grade A, Class I equipment without damage, permanent deformation, or any detrimental effect which would interfere with the subsequent operation, integrity or life of the filter housing. In order to consider acceptance of leakage, the capacity of the pressurized water source must be sufficient to maintain pressure under the influence of leakage. One filter housing of the total order shall be shock tested in accordance with MIL-S-901. The proposed shock test procedure and shock test results shall be submitted to NSWCCD for approval.
3.3 Operating conditions.
3.3.1 Operating Pressure. The filter housing normal operating pressure will be 90 psi.
3.3.2 Operating Temperature. The filter housing normal operating temperature will be 180°F.
3.3.2 Operating Flow Rate. The filter housing normal operating flow rate will be 450 GPM.
3.4 Connections and appurtenances.
3.4.1 Inlet and outlet connections. The lube oil inlet and outlet connections to the filter housing shall be 5” NPS with a 150 psi pressure rating. Flange outside dimensions, drilling and flange finish requirements shall be in accordance with the requirements of MIL-PRF-20042F dated 13 May 2015 for 5” NPS 150 psi flanges. Flange locations shall be as detailed in Figure 1.
3.4.2 Drain and Vent Connections. Drain and vent connections shall be located as detailed in Figure 1. One drain connection shall be located as to drain the lower part (lube oil outlet section) of the housing. The second drain connection shall be located to drain the upper (lube oil inlet section) of the filter housing, below the elements. All vent and drain connections shall be 1-1/6”-12 UN-2B (dash 12) threaded ports in accordance with SAE J1926-1.
3.4.3 Foundation. Filter housing shall be provided with adequate supports for securing to a foundation, and shall be designed to be supported independently of any attached piping. Foundation bolt holes shall be located as detailed in Figure 1.
3.4.4 Identification plates. Identification plates shall be provided in accordance with type A or B (except that plastic is prohibited) of MIL-P-15024 and MIL-P-15024/5. Use of equivalent commercial materials in lieu of those listed on MIL-P-15024 shall be subject to approval of the customer. The identification plates shall be capable of passing but need not be subjected to the test procedure of MIL-P-15024 and MIL-P-15024/5. The identification plates shall carry the following information:
Manufacturer's service part number.
National stock number (allow 20 spaces) Name of manufacturer.
U. S. Navy contract number Date of manufacture Manufacturer's serial number Design pressure and temperature
3.5 Materials. The filter housing shall be fabricated from carbon steel materials in accordance with the ASME Boiler and Pressure Vessel Code, Section II and VIII. All pipe sections used in the construction of the filter housings shall be seamless in accordance with ASME B36.10 and ASTM A-106. Pipe fittings and pressure vessel plates shall be in accordance with ASTM A 234 and A 516 Gr 70.
3.5.1 Copper-silicon Fasteners
Copper-silicon and silicon-bronze fasteners shall not be used.
3.5.2 Mercury
Filter housings shall contain no mercury in any form. No mercury-bearing instruments or equipment, except for mercury-vapor lighting, that might cause contamination shall be used in the manufacture, fabrication, assembly, or testing of any material. In the event of any accident involving mercury contamination of the material being furnished or suspicion of such contamination, notify procuring activity immediately.
3.5.3 Magnesium and Aluminum
Magnesium and magnesium alloys shall not be used in any component. Aluminum and aluminum alloys shall not be used for water-wetted applications.
3.5.4 Cadmium Plating
Cadmium plating shall not be used on any component.
3.5.6 Plastics
Toxic materials such as polyvinyl chloride (PVC), chlorinated polyvinyl chloride (CPVC), polybutadienes (PB), polyethylene (PE), and acrylonitrile-butadiene-styrene (ABS) shall not be permitted to be used in any component of the Filter housing because of fire hazard.
3.5.7 Lead
Lead and its compounds shall not be used.
3.5.8 Recycled, Recovered, or Environmentally Preferable Materials Recycled, recovered, or environmentally preferable materials shall be used to the maximum extent possible provided that the material meets or exceeds the operational and maintenance requirements, and promotes economically advantageous life cycle costs.
3.6 Fabrication
3.6.1 Welding and Brazing
Welding and inspection of pressure vessels, castings and piping shall meet the requirements of publication, NAVSEA S9074-AR-GIB-010/278. Joint design shall meet the requirements of MIL-STD-22D dated 31 January 1984. There shall be no pockets, crevices, porosity, or notches, which could become points of stress concentrations. Silver brazed piping joints are not permitted. Requirements for nondestructive testing shall conform to publication, NAVSEA T9074-AS-GIB-010/271. Welding procedure and welder performance qualifications shall be accomplished in accordance with publication, NAVSEA S9074-AQ-010/248.
3.6.2 Casting Inspection and Repair
Inspection and repair of castings shall meet the requirements of sections 12 and 13 of publication, NAVSEA S9074-AR-GIB-010/278. Requirements for nondestructive testing shall conform to publication, NAVSEA
T9074-AS-GIB-010/271.
3.6.3 Mounting plates
The mounting plate used to mount the filter housing shall not contain pockets where moisture can accumulate.
3.6.4 Threaded Parts
Threaded fasteners shall be in accordance with Mil. Spec. MIL-DTL-1222J dated 8 December 2000. Fasteners may be either a nickel copper, corrosion resisting steel, or grade 5 or 8 alloy steel where bolting strength is paramount. Nickel copper (Monel) 400 alloy ASTM fastener systems in accordance with ASTM F467 and 468 maybe used as an alternate to Mil. Spec. Mil. Spec. MIL-DTL-1222J dated 8 December 2000. Nickel copper aluminum (K-Monel) 500 alloy ASTM fastener systems in accordance with ASTM F467 and ASTM F468 maybe used as an alternate to Mil. Spec. Mil. Spec. MIL-DTL-1222J dated 8 December 2000 provided the materials are in accordance with Fed. Spec. QQ-N-00286F dated 29 November 1990. Stainless steel ASTM fastener systems in accordance with ASTM F593 and 594 may also be used as an alternate to Mil. Spec. Mil. Spec. MIL-DTL-1222J dated 8 December 2000 provided fasteners are passivated in accordance with ASTM A380. Grade 5 or 8 alloy steel ASTM fastener systems in accordance with ASTM A354 and 563 may also be used as an alternate to Mil. Spec. Mil. Spec. MIL-DTL-1222J dated 8 December 2000. In addition, ASTM A563 inspection lot sizes and sampling shall be modified to require 2 samples per lot for 50 pieces or less lot sizes, and 3 samples for lots with 50 or more pieces. The complete lot shall be rejected if 1 nut fails to meet the test criteria. Straight thread O-ring ports shall meet the requirements of SAE J1926-1. The use of non-standard threaded fasteners is prohibited. All threaded fasteners and u-bolts/clamps shall be sized properly to all at least 2 threads and no more than 5 threads are exposed past the nut.
3.6.5 Painting
Filter housing external carbon steel components shall be coated or painted before assembly in accordance with the following:
a. External nonmetallic and internal nonferrous surfaces shall not be painted.
b. The total paint system shall last a minimum of 20 years without blistering, cracking, pealing, or flaking and be suitable for the system fluid and temperature specified.
3.7 Safety
The unit shall be designed so as to be free of personnel hazards. All safety features shall be such that their functions cannot be inadvertently degraded or negated during operation, storage, shipping, handling, or maintenance. All parts, components, and assemblies of the filter housing shall be free from sharp edges, burrs, protruding surfaces and other harmful extraneous material. Means shall be provided to ensure against damage to wires and cables from contact with rough or irregular surfaces and sharp edges.
3.7.1 Human Engineering
The unit design shall incorporate the human engineering requirements of ASTM F1166. Lifting devices for the filter housing cover are not required. Lifting handles or fittings are required.
3.8 Storage and De-preservation.
3.8.1 The vendor shall recommend storage requirements (packaging, conditions, periodic maintenance, etc.).
3.8.2 A set of instructions covering the de-preservation of the filter housing shall be furnished.
3.9 Provisioning Data
Provisioning data shall be provided for the first production filter housing in the contractor’s format. All lines, symbols, letters and numerals shall be readable and in accordance with industry standard.
3.9.1 Provisioning Technical Documentation
The provisioning documentation shall include all user replaceable parts and shall include a breakdown of the unit’s assemblies and sub-assemblies down to the individual replaceable parts.
3.9.2 Provisioning parts list
The provisioning parts list shall include piece part information on all user replaceable parts. CAGE and part number information shall be for the actual manufacturer of the complete finished part as used in the filter housing. Data required for each item as follows:
a. Manufacturer’s CAGE
b. Manufacturer’s Part Number
c. Nomenclature
d. Unit Price
e. Remarks (mandatory change-out or other part information)
3.9.3 Supplementary provisioning technical documentation
Supplementary provisioning technical documentation shall be provided for each item on the provisioning parts list. Supplementary provisioning technical documentation is technical data used to describe parts of equipment. It consists of specifications, standards, drawings, photographs, sketches, descriptions, assembly and arrangement drawings, schematic diagrams, wiring and cabling diagrams needed to indicate the physical characteristic, actions and function of the item. Supplementary provisioning technical documentation shall be provided in the following order of precedence:
a. Government or recognized industry specifications or standards (identification only, copies are not required).
b. Commercial drawings.
c. Commercial catalogs or catalog description.
d. Sketches or photographs with brief descriptions of dimensional, material, mechanical, electrical, or other descriptive characteristics. When sketches or photographs are provided for an assembly, a parts list shall also be provided.
3.10 Drawings
Drawings shall be prepared in accordance with ASME Y14.1, Y14.2, Y14.3, and Y14.5 and all text written in the English language. All drawings shall be completely legible and suitable for microfilming/reproduction.
3.10.1 Types of Drawings
The following types of drawings shall be prepared.
3.10.1.1 Outline Drawing
An external arrangement drawing shall be prepared that shows all necessary external views of the filter housing and shall include the center of gravity, weight (dry and operating), and all external dimensions required for reproduction of ship’s machinery arrangement drawings. These drawings shall provide guidance to the shipyard in designing the foundation structure for installing the unit. It shall show connection of the unit to the external piping including chemical cleaning, vents, and drains. All lifting lugs or eyebolts and their dimensional openings shall be shown on the drawing.
3.10.1.2 Assembly Drawing
The Top Assembly drawing shall identify by correspondence number and date, the acceptance for Navy shock and vibration. Liberal use of enlarged views or sections shall be made. Subassembly drawings conforming to the above shall be furnished to aid in the clarity of individual components. The drawings shall be such that a thorough understanding of the design material selection and construction of the apparatus may be obtained without reference to related detailed drawings.
3.10.1.2.1 List of Materials
The assembly drawing shall contain a list of materials showing the names of parts with identifying numbers and materials of all parts. The identifying numbers shall also be shown adjacent to the part shown in the various views, with arrows pointing to the parts. Each item shall be easily located with a find number in a minimum of two views.
3.10.1.3 Detailed Drawings
Component arrangement and sectional drawings shall contain sufficient information that discloses a design approach suitable to support the manufacture of a production prototype and lists all of the component parts and material specifications. The drawings shall be completely dimensioned, with finishes and welding symbols indicated as required for manufacture.

a. Provide design information to ensure conformance to requirements of this specification, including compatibility with ship and ship systems.
b. Evaluate performance and maintenance capability.
c. Enable shipyard installation without contractor’s assistance.
d. Enable naval ship and shore activities to repair and maintain the item without assistance from the original contractor.
3.10.1.5 Final Drawings
Final submitted drawings and associated lists shall be to the level that provides engineering definition sufficiently complete to support the purposes listed above without resorting to additional product design effort, additional design data, or recourse to the original design activity, and the specific requirements in this specification. As-built dimensional drawings shall be submitted with each unit.
4.0 QUALITY ASSURANCE PROVISION
4.1 Responsibility for Inspection
Unless otherwise specified in the contract, the Contractor is responsible for the performance of all inspection requirements specified herein. Except as otherwise specified in the contract, the Contractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein. NSWC reserves the right to perform any of the inspections set forth in the contract where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements. Any inspections performed by NSWC shall not relieve the Contractor of its responsibility for quality assurance and for providing filter housings, which conform to the contract requirements.
4.1.1 Quality Program Requirements
The Contractor shall provide and maintain a quality system that, as a minimum, conforms to the requirements of ASQ/ANSI/ISO 9001:2015 and supplemental requirements imposed by the resultant contract. Conformance with these requirements shall not be construed as relieving the Contractor of final responsibility to furnish equipment and services meeting specification requirements. Utilization of a material review board requires the written approval of NSWC.
4.2 Classifications of Inspections
The inspection requirements specified herein are classified as follows:
a. First article inspection (see para. 4.3).
b. Conformance inspection (see para. 4.4).
4.3 First Article Inspection
First article inspection shall consist of examinations and tests specified herein. For designs not previously approved for U.S. Navy shipboard use, a design review meeting shall be held prior to initial manufacturing of the unit to evaluate the design and review the calculations and analysis for the filter housing. This design review meeting does not absolve the manufacturer of responsibility for meeting the requirements of this specification.
4.4 Conformance Inspection
Conformance inspection shall be performed on all filter housings prior to delivery and shall consist of applicable examinations and tests specified herein.
4.5 Examination Tests
Each filter housing shall be examined and tested for compliance with the requirements specified in Section 3. Any necessary redesign or modification following failure to meet the specified requirements shall receive particular attention for adequacy and suitability. This element of inspection shall encompass all visual examinations and dimensional measurements. The Filter housing shall be checked (by the procuring activity representative) with respect to material, finish, construction, assembly, dimensions, weight, and marking of identification and description plates. This examination shall be limited to those inspections that can be performed without disassembling the unit in such a manner that its performance, durability, or appearance would be affected. Parallel or combined testing is permitted, provided the intent of any test is not compromised.
4.5.5 Hydrostatic Pressure
The filter housing shall be subjected to a hydrostatic pressure test of 1-1/2 times the design pressure. Test pressure shall be successfully held for 30 minutes before visual inspection. There shall be zero leakage in all areas.
4.5.6 Shock
The assembled filter housing shall meet the shock requirements specified in 3.2.2 and shall be shock tested in accordance with Mil. Spec. MIL-S-901D dated 17 March 1989. Testing shall be performed by a Government certified test facility.
4.5.6.1 Acceptance Criteria
The filter housing shall meet the acceptance criteria contained in Mil. Spec. MIL-S-901D dated 17 March 1989 for grade A equipment. During shock testing, no parts shall come adrift to create a missile hazard to personnel or contiguous apparatus, or otherwise constitute a personnel hazard as a result of the shock. The Filter housing shall also be fully operational after each shock test. After each test, the cartridge filters shall be inspected for potential leak-by.
4.5.6.2 Post Examination
After shock testing, if the tested filter housing will be delivered to the navy for ship installation, the filter housing shall be disassembled and checked dimensionally for acceptance within the manufacturer’s tolerance criteria. The unit shall be refurbished and hydrostatically tested as specified in para. 4.5.5 before shipment.
4.5.7 Vibration
The assembled filter housing shall meet the vibration requirements specified in 3.2.1 and shall be tested in accordance with MIL-STD-167-1A dated 2 November 2005. More than three interruptions during the endurance portion of the test, in any one axis, will require retesting after the problem has been resolved. The filter housing shall be pressurized during testing using freshwater.
4.5.9 Maintainability
The filter housing shall meet the requirements for maintenance and repair as specified in para. 3.1. The manufacturer shall demonstrate, as part of the first article testing, the maintenance procedures and removal of parts from the unit for repair and the time required for accomplishment.
4.5.10 Data Collection, Analysis and Corrective Action
R&M Data Collection, Analysis and Corrective Action (DCACA) program shall be performed. The R&M DCACA Program applies to all equipment procured by this statement of work. The DCACA program shall commence when an equipment undergoes any test activity and shall continue through final Filter housing acceptance. The R&M DCACA program shall include:
| a. Documentation of all malfunctions according to the following definition: Malfunction event - an event in which an item does not perform its intended function, regardless of impact on equipment or system performance or the method and duration of restoration. | |
| b. Analysis of each malfunction or technical problem with emphasis on pattern malfunctions to include identification of repaired, replaced or adjusted item, circumstances surrounding the malfunction, malfunction symptoms, and probable cause of malfunction. | |
| c. Classification of malfunction events as failures or non-failures according to the following definitions: Failure - any malfunction or combination of malfunctions that prevents an equipment or system from operating in one or more modes of operation in accordance with the performance requirements. Non-failure - any malfunction or combination of malfunctions that is not classified as a failure shall be classified as a non-failure. | |
| d. Classification of failure based on its relevancy. Relevant and non-relevant failure definitions shall be as specified in MIL-HDBK-781D dated 1 April 1996, paragraph 4.7, modified as follows: |

Failure due to wrong or missing parts is relevant unless clearly in a non-relevant definition.
A transient failure, which is non-repetitive and does not require repair, is non-relevant. The second such failure and any additional failures of this type shall be considered relevant.
Failure of a serial or redundant item, as the direct result of failure of another serial item, is non-relevant. However, a failure of a redundant item that causes failure of a series item or the entire redundant function shall be considered a relevant failure. Failures are not multiple unless they are independent.
| e. Statement for each malfunction of the immediate corrective action and recommendation, if different, for permanent corrective action. | |

4.5.11 Welding Inspection
All stages of welding and brazing shall be subject to full-time inspection by the procuring activity representative to ensure manufacturer compliance with the requirements of publication, NAVSEA S9074-AR-GIB-010/278 and ASME Section IX. Such inspection shall not relieve manufacturer of his responsibility to provide quality materials and workmanship. Butt-welded pressure boundaries with design pressure over 300 psig shall receive radiograph inspection in accordance with publication, NAVSEA S9074-AR-GIB-010/278. All welded seam high pressure seawater or brine piping shall be 100 percent Radiographic Test (RT) inspected and approved in accordance with publication, NAVSEA T9074-AS-GIB-010/271. Repairs to any pressure boundary shall be in accordance with publication, NAVSEA S9074-AR-GIB-010/278 and shall be accomplished following purchaser approval. Subsequent non-destructive testing (NDT) shall be to publication, NAVSEA T9074-AS-GIB-010/271 requirements.
5. PREPARATION FOR DELIVERY
5.1 Preservation and packaging, packing and marking. Prior to shipment, the entire interior surface of the filter housing and all surfaces of the internal parts and components shall be thoroughly cleaned with a suitable solvent, all surface rust removed, and dried in a manner to maintain required lube oil system cleanliness. The cleaning drying procedure along with the proposed method to verify complete dryness of the filter housing shall be submitted to the customer for approval. Following the cleaning, the entire interior surface of the filter housing and all surfaces of the internal parts and components shall be preserved with a corrosion preventive compound in accordance with MIL-PRF-16173E, grade 2. Any excess preservative in the bottom of the filter housing shall be removed. All openings into the filter housings shall be sealed with water tight plugs or sealed with pressure sensitive water proof tape and barrier material conforming to Mil-B-121. Flanged openings shall be covered with wood, metal or plastic covers. The filter housing assembly shall be sealed, crated, and marked to the following standard which provides the greater degree of protection:
(a) ASTM D 3951-82
(b) The contractor's standard practice for filter housings of this natur

To the extent that National Stock Numbers (NSNs) or preliminary NSNs are assigned by the Government for the identification of parts, pieces, items, subassemblies or assemblies to be furnished under this contract, the Contractor shall use such NSNs or preliminary NSNs in the preparation of provisioning lists, package labels, packing lists, shipping containers and shipping documents as required by applicable specifications, standards or Data item Descriptions of the contract or as required by orders for spare and repair parts. If, during the performance of this or any other contract, the contractor believes that any contract contains outdated or different versions of any specifications or standards, the contractor may request that all of its contracts be updated to include the current version of the applicable specification or standard. Updating shall not affect the form, fit or function of any deliverable item or increase the cost/price of the item to the Government. The contractor should submit update requests to the Procuring Contracting Officer with copies to the Administrative Contracting Officer and cognizant program office representative for approval. The contractor shall perform the contract in accordance with the existing specifications and standards until notified of approval/disapproval by the Procuring Contracting Officer. Any approved alternate specifications or standards will be incorporated into the contract.
HQ C-2-0063 USE OF NAVY SUPPORT CONTRACTORS FOR OFFICIAL CONTRACT FILES (NAVSEA) (APR 2004)
(a) NAVSEA may use a file room management support contractor, hereinafter referred to as "the support contractor", to manage its file room, in which all official contract files, including the official file supporting this procurement, are retained. These official files may contain information that is considered a trade secret, proprietary, business sensitive or otherwise protected pursuant to law or regulation, hereinafter referred to as “protected information”. File room management services consist of any of the following: secretarial or clerical support; data entry; document reproduction, scanning, imaging, or destruction; operation, management, or maintenance of paper-based or electronic mail rooms, file rooms, or libraries; and supervision in connection with functions listed herein.
(b) The cognizant Contracting Officer will ensure that any NAVSEA contract under which these file room management services are acquired will contain a requirement that:
The support contractor not disclose any information;
(2) Individual employees are to be instructed by the support contractor regarding the sensitivity of the official contract files;
(3) The support contractor performing these services be barred from providing any other supplies and/or services, or competing to do so, to NAVSEA for the period of performance of its contract and for an additional three years thereafter unless otherwise provided by law or regulation; and,
(4) In addition to any other rights the contractor may have, it is a third party beneficiary who has the right of direct action against the support contractor, or any person to whom the support contractor has released or disclosed protected information, for the unauthorized duplication, release, or disclosure of such protected information.
(c) Execution of this contract by the contractor is considered consent to NAVSEA's permitting access to any information, irrespective of restrictive markings or the nature of the information submitted, by its file room management support contractor for the limited purpose of executing its file room support contract responsibilities.
(d) NAVSEA may, without further notice, enter into contracts with other contractors for these services. Contractors are free to enter into separate non-disclosure agreements with the file room contractor. (Please contact Director, E Business Division for contractor specifics.) However, any such agreement will not be considered a prerequisite before information submitted is stored in the file room or otherwise encumber the government.
