Source Selection Information—See FAR 2.101 and 3.104 be the same length as (or multiples of) the most common word length in the format and shall occur in a fixed position in the minor frame.
Parraid, LLC OMEGA NExT software is the only software of its kind available in the market which is capable of meeting all of PA44’s shipboard ATS-C/U requirements. Specifically, Parraid, LLC OMEGA NExT software provides support for Flight Analysis tools, such as IRIG 106 (Inter-Range Instrumentation Group, standard document 106) Chapter 10 raw data, HDF-5 (Hierarchical Data Format version 5), Parquet and CSV (Comma-Separated Values). In addition, this software decommutation tool replaces typical large telemetry data processors not recommended for shipboard use.
Parraid, LLC’s OMEGA NExt software is compatible with PA44’s G2 telemetry data recorder units previously procured and currently being operated and utilized by PA44 to support testing.
The Parraid, LLC software and hardware warranties ensure that all new and pre-existing equipment will be updated and maintained ensuring that all recorders are operable throughout the lifespan of the FLTIII program. Parraid, LLC is the only brand authorized to provide software license, software warranty, and hardware maintenance warranty for G2 telemetry data recorder units. Additionally, Parraid, LLC is the only brand with the required technical expertise and infrastructure to produce, integrate, and test these recorder units.
Knowledgeable individuals in PA44 reviewed information available on other similar items, including reviewing products on recently awarded contracts, and determined that no other products could meet government’s minimum needs.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
A Sources Sought Notice was posted on System for Award Management’s (SAM) website on 18 July 2023 to express the Government’s intent for the purchase of the brand name Parraid, LLC. The posting closed on 26 July 2023. Two responses were received. One response was from Parraid, LLC, the original equipment manufacturer (OEM), with a capabilities statement.
Another response was from an interested vendor that did not provide authorized reseller information from Parraid, LLC. The contract specialist did not find the second company capable as they are not an authorized reseller for the brand Parraid, LLC.
The contract specialist contacted the OEM, which stated they have authorized resellers and distributors for their products.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated costs to the Government for the items covered by this Justification will be fair and reasonable.
8. Actions to Remove Barriers to Competition
Corona Division will continue to perform market research to identify capable sources for future requirements related to this effort and if another potential source emerges, Corona Division will assess whether full and open competition is feasible.
