About this file
This justification and approval document outlines a sole source award for the procurement of Universal Switch Corporation RF multicouplers, input/output signal adapters, digital switching arrays, and signal distribution amplifiers. The Naval Surface Warfare Center Corona Division requires these products from Universal Switch Corporation to support telemetry testing for multiple projects at various test ranges and open ocean testing. The center posted a sources sought notice on November 1st with a closing date of November 11th but only received a response from Universal Switch Corporation, which stated it does not have any authorized resellers. As no other offers were received and Universal Switch Corporation is the only supplier that can meet the design requirements for compatibility, form factor, and redundant remote control, this sole source award is deemed to be in the best interest of the Navy. The contracting officer determined the anticipated costs to be fair and reasonable.

JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity
The Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center, Corona Division (Corona Division), Contracts Department, Code 0221.
2. Description of the Action Being Approved
Award of a Firm-Fixed-Price(FFP), supply contract on a sole source basis for the procurement of Universal Switch Corporation (USC) RF Multicouplers (Part Numbers: MCU1-D8NRAR-13187 and
MCU1-Q4NRAR-13191), Input/Output Signal Adapters (PN(s): AP32BI- S5-10 and AP32BO-S5-10), Digital Switching Array (PN(s):
S5120FX-36-2, AP256-32BI-700, AP256-32BO-700, CA134-002, CA124-
010, MAC4-512X-2 and RWP 5.0) and Signal Distribution Amplifier (PN(s): LS16A-13196, LS16A-0000020, LS16-D09, LS16-A30). This J&A shall be effective from the date of approval to the end of the contract term.
3. Description of Supplies/Services
Corona Division Telemetry Systems Branch (PA44) has a requirement to provide a telemetry system capable of supporting testing for multiple projects at various test ranges as well as broad open-ocean testing. In order to meet this requirement, the Government will procure equipment from Universal Switch Corporation which are used on the Advanced Telemetry System - Classified/Unclassified (ATS-C/U). The table below specifies the manufacturer parts and specifications for this sole source requirement:
The Input/Output Signal Adapter Panels AP32BI-S5-10/AP32BO-S5-10 are used to expand an existing USC Matrix Switch system at
, consisting of like modules. The current USC Matrix Switch system is compatible only with these proprietary USC Input/Output Signal Adapter Panels.
The Digital Switching Array must be able to route digital Transistor-to-Transistor Logic (TTL) Clock & Data signals. This USC Digital Switching Array meets our requirement for two (2) 192x384 size digital matrix switching system with limited contiguous rack space one (1) 5U (8.75) in front and four (4) 5U in back of the rack, per system. Other large Matrix Switch options use Input/Output panels of 14U (24.5) of contiguous rack space for a 256x256 matrix systems. The PA44 192x384 matrix array requirement would need two (2) 14U Input/Output Panels, which is not compatible with the PA44 telemetry system design requirements. In addition, PA44 has a redundant remote control requirement of software and physical master array control over Ethernet. The USC Digital Switching Array is the only component that meets both redundant remote control and form, fit, and function requirements.
The USC Signal Distribution Amplified (SDA) is required at PMRF/B720 for digital/analog signal processing. USC SDA is the only brand that meets the digital/analog signal processing requirements. The SDA digital card must amplify DC TTL Clock and Data signals from voltages as low as 1V P-P to 4V P-P. The analog card must have DC Offset functionality and be able to double the voltage amplitude of a DC TTL Clock and Data signal
Use of a similar product would cause lack of compliance with the PA44 system requirements and would hinder the telemetry system design causing it to be inoperative resulting in failure of mission requirements. Therefore, this sole source procurement is in the best interests of the Navy.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
A sources sought notice was posted on System for Award Managements (SAM) website on November 1, 2022 with a closing date of November 11, 2022 to express the governments intent to purchase USC components and to request interested parties submit a capabilities statement. One interested party responded to the notice, and that company was USC. The Contracts Specialist contacted USC to request additional information on the availability of authorized resellers. In response, USC responded that it does not have any authorized reseller of its products. No additional market research was conducted because it is not practicable for any company other than USC to provide the required supplies for the reasons discussed in paragraph 5 above.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated costs to the Government for the items covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Competition
For the reasons set forth in Paragraph 5, Corona Division has no plans at this time to compete future contracts for the types of items covered by this document. If another potential source emerges, Code 02 will assess whether competition for future requirements is feasible.
