2. BACKGROUND
Project P-715 Marine Corps Live Fire Training Range Complex (MCLFTRC) is located on Andersen Air Force Base (AAFB) North West Field (NWF), in the U.S. Territory of Guam. The project provides four (4) live fire training ranges and supporting structures as identified below.

b. 25 firing lane Known Distance Pistol Range (KDPR)
c. 11 firing lane Modified Record Firing Range (MRFR)
d. 25 firing lane Non Standard Small Arms Range (NSSAR)
2. Structures:
a. Entry Control Point Utility Building
b. Entry Control Point Gate House
c. Range Maintenance Building

j. NSSAR Building
k. Surface Radar Site East and West
To complete training range operations in support of Marine Corps, DPRI MARFORPAC has identified Telephony as the secondary form of communications in support of MCO P3550.10 for range safety and range control operations. MARFORPAC has tasked NSWC Corona to design and expand the telephone service to P-715 MCLFTRC using the existing telephony system architecture and common equipment defined by system owner, NCTS. NSWC Corona has identified the only viable option to be interoperable with existing Avaya Communication Manager IP telephony software is to use Avaya Branch Gateway and common brand name network switches, Extreme Network, are currently deployed in existing telephony system.
3. REQUIREMENTS
Under this Statement of Work (SOW), the NSWC-C is tasking the Execution Agent (Contractor or Contractor Partnership) to deliver a turnkey solution for the Telephony system in P-715 Marine Corps Live Fire Training Range Complex (MCLFTRC). The Execution Agent will also provide project management services required to properly execute the project.
Scope of Works
1. P-715 Area Distribution Node (ADN)
ADN will be used as a distribution point to provide voice services to all end user buildings within P-715 training range complex. Contractor shall procure, install, integrate, and config one (1) Avaya G450 Gateway and associated equipment that is capable of supporting the following:
a. Minimum of 96 analog lines and 24 digital phone lines
b. Minimum of 24 COOP lines in the event of CM6/7 heartbeats cannot be detected. Call in progress shall continue function without interruption.
c. Ability to manage G450 in-band and out-of-band through ERS4850 using Guam Enterprise
Government Network (GEMNET) workstation.
d. Properly ground telephony equipment to the customer provided grounding system
2. End User Buildings NCTS BCO will be the primary party providing voice service from the ADN to the end user buildings once Avaya G450 Gateway is operational. NCTS will perform cross patching and install phones and patching cable at each desk. Contractor may be required to provide assistance in troubleshooting if NCTS BCO encounters technical difficulties.
