PURCHASE DESCRIPTION

Specification of UV Stimulator for Southwest Tactical Training Range (SWTTR) El Centro

1. INTRODUCTION

The Naval Surface Warfare Center (NSWC) Corona Division (CORDIV) in support of the Southwest Tactical Training Range (SWTTR) Electronic Warfare (EW) operations at El Centro has a requirement to procure a dedicated Ultra Violet (UV) missile warning system stimulator. The stimulator provides training for defending against aircraft missile threats that emit a UV signature as part of their employment. The UV missile warning system stimulator will be referred to herein as UVS.

2. BACKGROUND

Currently, training at El Centro utilizes a UVS on loan from Marine Corps Air Station (MCAS) Yuma. At times, the equipment is not available to El Centro personnel, which negatively impacts support to missions. Due to high usage of the UVS, major maintenance is required on average every 2 years. The major maintenance cycle takes approximately 1 year, which depletes units available at both ranges compounding the issue. Failure to procure a dedicated UVS for El Centro will result in continued sub-optimal training at SWTTR El Centro and Yuma.

The SWTTR El Centro range is seeking a Commercial-off-the-shelf (COTS) UVS. A dedicated stimulator for El Centro would increase the range capability to support EW missions and alleviate overuse of the MCAS Yuma UVS.

3. REQUIREMENTS

Below is a list of specifications for the UVS that fulfill the SWTTR requirements. The unit must be a COTS type equipment; a proven production item without the need for any non-recurring engineering. Table 1 summarizes the separate requirements by Contract Line Item Number (CLIN):
