Statement of Work Jacksonville Primary Flow Calibration Standard

1. Introduction: This requirement is for the installation and training of One (1) Compuflow M/N CFP-400N High Range, Primary Flow Calibration Standard, that is Government Furnished Equipment (GFE) that is located in Jacksonville, FL.

2. Background: On 20 April 2015 the US Government awarded contract number N64267-15-C-0018 to Compuflow Solutions LLC. for the modernization of flow metrology at three (3) depot level calibration laboratories. The installation of one (1) M/N CFP-400 manufactured by Compuflow Solutions LLC. could not be performed at Naval Air Station (NAS) Jacksonville, Fleet Readiness Center Southeast, Southeast Regional Calibration Center Jacksonville, FL due to physical plant improvements that were behind schedule and blocking the installation of any flow calibration standards. This system is now stored but not installed at the fore mentioned facility. Once installed this CFP-400 will be used by civilian and military personnel in a shore-based depot level laboratory for calibration of a wide variety of liquid flowmeters. Flowmeters requiring calibration include but are not limited to: turbine flowmeters, variable area flowmeters, positive displacement flowmeters, and Coriolis type flowmeters. The CFP-400 once installed shall at a minimum have an operational range of 0.4 to 400 gpm for performing calibration of assigned workload.

5. Performance Requirements: The Flow Calibration Standard shall function as specified below:

5.1 Flow Range. The High Flow Piston Prover Flow Calibrator shall be capable of generating, controlling, and measuring fluid flow in the range of 0.4 to 400 gpm, using a single direction measurement stroke operation.

5.2Viscosity. The Flow Calibration Standard shall be capable of generating flow of fluids to the flow range requirements with viscosities from 0.7 to 100 centistokes.

5.3 Input pressure. The Flow Calibration Standard shall operate on pressure between 100 to 125 psig. Maximum required input pressure shall not exceed 125 psig.

5.4 Measurement uncertainty. The Flow Calibration Standard as a complete system, shall be capable of generating, measuring, and displaying liquid flow rates with a total uncertainty, (Coverage factor of 2 IAW NIST Technical Note 1297), not to exceed 0.05 % of indication.

The latest edition of Microsoft Excel shall be installed on the Piston Prover Flow Calibrator controllers.

5.8 Calibration methodology. The preferred calibration methodologies for the Flow Calibration Standard shall be through both a fluid draw type method and dimensional measurement type method. Fluid draw will involve collection of a sample of fluid to determine the amount of fluid displaced over the number of pulses collected from the linear encoder. Dimensional measurement will involve measurement of the piston cylinder internal diameter using an internal micrometer and verification of the linear encoder to determine the pulse count per unit length. The ability to use either or both methods is necessary due to the current support structure for the systems. The system software shall support both of the above methods.
