STATEMENT OF WORK
GE Aviation Digital Services Discovery Workshop
Introduction
The Naval Surface Warfare Center (NSWC), Corona Division, Readiness Assessment Department, Code AR10 is tasked with assessing the applicability and accuracy of the General Electric (GE) Predix platform and Asset Performance Management application (APM) for the purpose of predicting:
a) Material readiness during future deployment periods
b) Maintenance requirements during future CNO maintenance availability periods
Some example indicators of the above are:
1. Number, and deviation from mean, of days with C3/C4 CASREPs while deployed
2. Number, and deviation from mean, of 4790/2K maintenance jobs while deployed
3. Number, and deviation from mean, of Departures from Spec while deployed
4. Deviation from mean of the class average Operational Availability while deployed
5. Number, and deviation from mean, of Technical Assistance Visit Requests while deployed
6. Cost and man-hour requirements, and deviations from mean, for a CNO availability
7. Number, and deviation from mean, of 4790/2K maintenance jobs screened to a CNO availability
Some of the predictors of the above indicators are:
1. Ship/system age
2. Building, homeport, and CNO availability yards
3. System health as indicated by the Integrated Condition Assessment System (ICAS) data
4. Historic material readiness, including failure rates and time since failure
5. Ship employment such as time at sea, time since last CNO availability, deployment Fleet, deployment tempo and duration
6. Manning Fit and Fill
7. Class Maintenance Plan completion, including tanks and voids
The proposed assessment approach will be to:
1. Utilize a cloud-based data repository of historic ICAS data, failure data, tech assist demands, employment, inspection, CNO availability work packages, and ship age, builder, homeport, and other data
2. Develop Digital Twins of notional DDG class ships consisting of six critical systems using the GE Predix cloud-based platform and APM web application.
3. Connected the GE Predix platform to the cloud-based data repository and develop predictive models
4. Evaluate the applicability of information provided by the Digital Twin to answer a) and b) above
5. Evaluate the accuracy and confidence of information provided by the Digital Twin for past ship deployments and CNO availabilities
6. Phase II will incorporate lessons learned and additional systems (TBD)
In support of this, NSWC Corona desires to engage with GE Predix and APM subject matter experts in a Discovery Workshop. The purpose of the Discovery Workshop is to learn how to align Predix and APM capabilities with project objectives, identify the ideal solution, and determine the path to the ideal solution.
Scope
A Discovery Workshop for the GE Predix platform and Asset Performance Management application (APM). The workshop must focus on exploring vision, framing problems and success metrics, and gathering outcomes to transform digital capabilities. GE User Experience Design experts will facilitate the discussion between subject matter experts and translate the initially identified problem from its current state into a feasible, viable and desirable future state. The engagement will consist of preparatory teleconference calls, on-site engagement at a GE facility designed to host Discovery Workshops, and delivery of documents and 6other artifacts related to the workshop.
Government attendance will consist of five (5) personnel with required subject matter expertise in Navy maintenance data for the identified systems, expertise in data science, and computer science engineers. Government will also provide sample data sets if requested.
Requirement
The workshop will be broken down into four phases (each taking approximately one business day to execute):
Identify - highlighting the pain points, Explore - ideating solutions to mitigate pain points, Envision - defining the ideal state, and Capture - synthesizing recommendations to progress towards ideal state
For the workshop described above, GE Aviation Digital Services will:
1. Ensure a 50-50 ratio of government to contractor attendees. GE attendees will provide subject matter expertise in the GE Predix platform, APM application, software engineer, user interface/interaction design, and a User Experience Facilitator.
2. Lead two 1-hour prep calls to set expectations and develop an agenda. Agenda to be delivered one week before workshop
3. Address the problems and define business value through GE’s methodology carried out by design experts Incorporate input from GE User Experience facilitators to back-cast project timeline mock-ups Utilize GE subject matter experts to validate the feasibility of potential solutions
3.1. Establish and rank potential pilot solutions from both value and feasibility
3.2. Analyze the adequacy between the capabilities of GE Digital and the nature of the problem/datasets available
3.3. Identify any additional datasets to be built or captured to better address the problem
3.4. Provide recommendations for next steps regarding potential proof of concept or MVP (minimum
Viable Product) design and/implementation.
Provide one synthesis report within thirty (30) days of the Workshop.
3.5. Include documentation of requirements established for potential future monitoring and diagnostics systems
3.6. Include digitized synthesis from ideation during workshop
3.7. Begin materializing data in a format that can be shown as either graphic modeling (user interfaces), interaction design (user experience), or the initial development to work toward an application.
TRAINING LOCATION:
A mutually agreed upon GE facility designed to host Discovery Workshops.
