STATEMENT OF WORK

1.0 INTRODUCTION

The Naval Air Systems Command (NAVAIR) Metrology and Calibration (METCAL) program has a requirement to procure firmware upgrades for the Rohde and Schwarz FSMR26-N Microwave Measuring Receivers. There are a total of 275 FSMR26-N systems procured on contract N63394-11-D-5062. The US Navy seeks to upgrade the firmware on 268 of those 275 systems. A total of 11 different capabilities are sought, ten (10) upgrades are commercially modified firmware components and one (1) firmware component is available as a commercial item upgrade. The US Navy requires a base procurement of 268 CD-ROMs/DvDs containing all of the seven (7) firmware capability upgrades. An option for an additional 268 CD-ROM/DvDs containing the remaining four (4) upgrades may be excercised by the Government.

2.0 BACKGROUND

The FSMR26-N is a Microwave Measuring Receiver procured from Rohde and Schwarz USA, Inc. The FSMR26- N has multiple uses as a Radio Frequency (RF) power meter, modulation analyzer, frequency counter and audio analyzer. There are a total of 94 Instrument Calibration Procedures (ICPs) that can be used with the FSMR26-N system to calibrate a wide range of intermediate level calibration equipment and support equipment used throughout the U.S. Navy. Examples of equipment calibrated by the FSMR26N include, but are not limited to, signal generators, radar test sets, step attenuators, transponder set test sets, coaxial directional couplers, modulation meters, radio test sets and noise generators. The workload serviced by the Microwave Measuring Receiver FSMR26-N in the NAVAIR METCAL inventory has grown in the last three (3) years due to more platforms assigning calibration work that needs to be performed by the FSMR26-N. By procuring select firmware upgrades for these systems the capabilities of the systems can be expanded and the probability that the systems will be used through their expected 12 to 15 year life span can be increased.

3.0 SPECIFICATIONS

3.1 Technical Requirements: The contractor shall provide CD-ROM(s)/ DvD(s) with firmware upgrades that can be loaded by the U.S. Navy at Government owned facilities. The Technical Requirements for the firmware upgrades are as follows in paragraphs 3.1.1 through 3.1.2

3.1.1 Base Procurement of Firmware Upgrades. The base award shall contain QTY 268 CD-ROM/DvD and updated technical manuals and technical data sheets as described in paragraph 3.2.

3.1.1.1 Set Average for Range Recalibration: This is a modified commercial item. In the standard TRFL mode, the numeric value of the average for the range recalibration is equal to the numeric value of the average for the level measurement. This modification shall set the average for the range recalibration independently of the level measurement average. The number of average shall be adjusted automatically such that the accuracy of the recalibration due to signal-to-noise ratio is similar in both ranges and within the specified accuracy for the range change. It shall work in both absolute and relative measurement modes.

3.1.1.2 Display Power Sensor Firmware Version: This is a modified commercial item. This modification shall provide the FSMR26-N with a control to display the power sensor’s firmware version on the front panel display.

3.1.1.3 Password protect Calibration Data: This is a modified commercial item. After supplying a password the operator shall be able to access the control functions to edit and reprogram the correction data of the power sensor.

The power sensor data shall be protected from altering by the password. Access to the power sensor calibration data shall only be available after entry of the valid password.

3.1.1.4 Signal Input On/Off External Signal Generator: This is a modified commercial item. This modification shall enable the FSMR26-N to control the RF signal on/off of the signal generator, including the signal generator Keysight E8257D, in NETWORK mode.

3.1.1.5 Trace Smoothing in Network Mode: This is a modified commercial item. This modification shall add trace smoothing function in NETWORK mode of the FSMR26-N.

3.1.1.6 Detector Setting: This is a modified commercial item. The current NETWORK mode interferes with the detector setting, leading to less than accurate measurements. This firmware upgrade shall prevent the NETWORK mode from influencing the detector setting.

3.1.1.7 Reproduce Trace at Beginning of Signal Sweep: This is a modified commercial item. In the NETWORK mode, the trace does not reproduce accurately on each sweep, especially in the beginning of the sweep. This firmware upgrade shall make the trace in NETWORK mode reproduce accurately when a sweep is repeated.

3.1.2 Option firmware upgrades. The option award shall include QTY 268 CD-ROM/DvDs with updated technical manuals and technical data sheets as described in paragraph 3.2.

3.1.2.1 Measurement Bandwidth: This is a modified commercial item. The measurement bandwidth of the standard AVIONICS mode is fixed. This modification shall provide the AVIONICS mode with the ability to select the measurement bandwidth as the operation of the DEMOD mode currently does. This modification shall allow for the measurement of signals with wide bandwidths or other influences that require a wider measurement bandwidth.

The modification shall work in both ILS and VOR.

3.1.2.2 Averaging in Audio Mode: This is a modified commercial item. This modification shall provide the averaging feature in AUDIO mode, similar to averaging in DEMOD mode. The results for the level and distortion shall be averaged.

3.1.2.3 Softkey to the MKR Menu in Audio Mode: This is a modified commercial item. This modification shall add the REFERENCE FIXED softkey to the MKR menu in AUDIO mode. This softkey shall be identical to the REFERENCE FIXED softkey in SPECTRUM mode

3.1.2.4 Option F5-K9: This is a commercially available item. This modification shall add the commercially available option FS-K9 to the base configuration of the MR. This option shall allow the FSMR26-N to display the RF power measured by an external power sensor without disabling RF spectrum view.

3.2 Logistics Requirements:

3.2.1 Operator/Service Manual(s) (CDRL T001). Quantity one (1) Operator/Service Manuals shall be shipped with each CD-ROM/DvD. Updated technical manual(s) for the operation and/or service of the upgraded FSMR26-N systems shall be provided in accordance with CDRL T001.

3.2.2 Technical Data Sheet. (CDRL E001). Quantity one (1) Technical Data Sheet shall be shipped with each CD- ROM/DvD. The data sheets shall reflect the changes to the FSMR26-N that occur due to the new firmware upgrades. Technical Data Sheet shall be provided in accordance with CDRL E001.

3.2.4 Warranty. The manufacturer shall provide the minimum commercial warranty for the upgraded firmware of at least one (1) calendar year from date of shipment of the firmware.

3.2.5 Warranty Sticker. Each shipment of upgrade firmware shall have a sticker enclosed for Government personnel to affix to the upgraded systems after installation.
