JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity:
Naval Surface Warfare Center, Corona Division (NSWCCO), Contracts Department, Code 0222
2. Description of the Action Being Approved
This justification authorizes the award of a Firm-Fixed-Price (FFP) contract on a sole source basis for Video
Coordinate Digitizers (VCD) (Model 6214) in support of the Weapons Impact Scoring Set (WISS) projects under the cognizance of the NSWCCO Range Systems (RS) Department to Instrumentation Technology Systems (ITS), 19360
Business Center Drive, Northridge, CA 91324-3547.
3. Description of Supplies/Services.
NSWCCO, RS Department, Code RS32, has a requirement for 21VCDs (Model 6214) for use at various WISS ranges.
WISS is an electro-optical training system designed to improve aircrew proficiency in the delivery of air-to-ground ordnance and ship’s crew operational proficiency in the delivery of ship-to-shore gunfire. By computer processing impact video taken of the target area, the WISS determines the position of ordnance impacts relative to a known target location. The VCD interfaces with the WISS by quantizing points of interest on a split screen video raster. This proposed contract is to procure the following equipment:

The total estimated value of the contract is $168,000. Funding is provided by United States Air Force (USAF) Air
Combat Command in support of the WISS program.
The Government’s minimum needs have been verified by the certifying technical and requirements personnel.
4. Statutory Authority and Regulatory Authority Permitting Sole Source:
10 U.S.C. 2304(c)(1). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency
Requirements in accordance with IAW FAR 6.302-1(a)(2).
5. Rationale Justifying Use of the Cited Authority.
The WISS is a government owned and developed system using proprietary government developed software. As part of the development of the WISS, software code was written specifically for the integration of the ITS 6114 VCD in 1997.
Due to recent information assurance policies, the Air Force is required to upgrade their existing scoring systems to
Windows 7. The WISS Version 4 is currently fielded on multiple Air Force Tactical Training Ranges (AF TTR) and is now undergoing an upgrade from Windows XP to Windows 7 to address information assurance requirements. It has been determined that the currently fielded ITS 6114 VCD units are not compatible with Windows 7, and will need to be replaced by the ITS 6214 VCD. The upgrade is a seamless replacement for the WISS software and does not incur any additional requalification costs. The WISS will become inoperable once the Windows XP computers are removed from service as the VCD is a critical component to the system. Without this component, the WISS cannot process the video information necessary to generate the impact data.
Using a product other than the specified ITS Model 6214 VCD would cost the government an estimated total of
$1,018,700 due to required redesign of the WISS controller software. Additionally, it is estimated that it will take approximately 30 months to field a replacement for the WISS Controller software. Both estimates are based on the actual duration and costs required to develop as well as test the software for the ITS 6114 VCD. Redesigning the controller software would directly impact the ability to train personnel prior to deployment and induces an unacceptable delay in NSWCCO's mission to provide scoring support. The following provides a basis of the costs associated to redesign the WISS controller software if another product was used:

The above costs are based upon a Senior Engineer, fully burdened. The above costs are not expected to be recovered through competition based on the projected dollar value of the requirement.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
In accordance with DFARS 206.302-1, a Sources Sought notice along with a Statement of Work was posted on March
24, 2016 on the Federal Business Opportunities (FEDBIZOPS) website. One (1) response was received from a vendor interested in distributing the required product. However, according to ITS, the company does not have any current authorized distributors. The proposed contract was also synopsized on the FEDBIZOPS website on April 20 th
, 2016.
No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than ITS to provide the required supply.
7. Determination of Best Value.
The Contracting Officer will use price analysis, including but not limited to historical cost estimating relationships from previous procurements to determine that the final price to the Government is fair reasonable. Assistance from the Requiring Technical Activity may be also utilized to analyze, evaluate and negotiate based upon detailed Data
Other Than Certified Cost or Pricing Data. The Contracting Officer has determined that the anticipated cost to the
Government for the supplies covered by the J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
If this product is required in the future, NSWCCO will conduct further market research to assess any new technological variations in the market place which would meet the requirement. Assuming that another potential source emerges, NSWC Corona will assess whether competition for future requirements is feasible.
