Box 9090 Everett, WA, 98206 for the purchase of Installation Digital Video Disc (DVD), user licenses, additional

Metrology/Team Equipment Asset management (MET/TEAM) user licenses, MET/TEAM database, and software module. This action is being initiated by the Measurement Science (MS) Department, Code 013 in support of the

United States Marine Corp (USMC) Fleet Marine Forces (FMF) Calibration Laboratories. This J&A shall be effective from the date of approval to the end to the contract term. The solicitation number for this procurement is

N64267-16-R-0377.

3. Description of Supplies/Services

The Data Analysis Control Group (DACG) is a collection of hardware and software used by USMC FMF Calibration

Laboratories and includes a Calibration Management System and associated software. The Calibration Management

4. Statutory Authority Permitting Other Than Full and Open Competition

10 U.S.C. 2304(c)(1). Only one responsible source and no other supplies or services will satisfy agency requirements in accordance with FAR 6.302-1(c).

J&A Number: 50,003

5. Rationale Justifying Use of Cited Statutory Authority

The U.S. Navy has a need to replace existing software currently operating within the Calibration Management

System and working in conjunction with other management systems including the USMC legacy maintenance management system. The Government recently transitioned to a new maintenance management system and the existing software supporting this system is no longer operating at the capacity required for optimal performance. The

Government requires FLUKE MET/TEAM software to replace existing calibration management software for FMF

Calibration Laboratories. Based upon market research conducted by the requiring technical activity the FLUKE

MET/TEAM software was tested by the Government and determined to possess the capability to operate within the strict security requirements of the DACG standalone environment and functions with the hardware and software listed within the DACG DoD Information Assurance Certification and Accreditation Process (DIACAP) accredited package. The Government would incur approximately $437,648.00 in duplicated costs if new software was tested and integrated into existing DACG configurations. Procurement of any other software would require a First Article

Test (FAT) and approximately 4,000 labor hours to reconfigure and test the new software within the existing DACG software configurations. The requiring technical activity also estimates a FAT would take approximately eight (8) months to conduct based on the previous FAT associated to the FLUKE software. Furthermore, changes to DACG software configurations would require Independent Validation and Verification audits (IV&V). A Field User

Testing (FUT) to verify the validity of data recorded and the ability to meet USMC TI-4733-35 and TI-4733-OD/1 requirements for Calibration Laboratories and Measuring Test Equipment would also be required. According to the requiring technical activity, a FUT can take up to an additional 60 days to complete.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

A Sources Sought Notice was posted on FEDBIZOPPS (FBO), indicating the Government’s intent to sole source this requirement to Fluke. The posting was issued on 15 September 2015 and closed on 1 October 2015. Fluke responded to the sources sought notice on 1 October 2015. According to market research, the items are available for purchase directly from Fluke, and those items are not available through distributors or other resellers. No other vendors expressed interest in this requirement.

7. Determination of Fair and Reasonable Costs

The Contracting Officer will use price analysis, commercial pricing, and historical cost estimating relationships from previous procurements to determine that the final price to the Government is fair and reasonable. The Engineering

Requirements Officer (ERO) will be utilized to analyze, evaluate and negotiate the detailed pricing data. The

Contracting Officer has determined that the anticipated cost to the Government for supplies covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Competition

For reasons set forth in Paragraph 5, NSWC Corona Division has no plans at this time to compete future contracts for the types of supplies covered by this document. If another potential source emerges, NSWC Corona Division will assess whether competition for future requirements is feasible. The Contracting Officer is not aware of any specific actions that would further remove barriers to competition.
