STATEMENT OF WORK

STATEMENT OF WORK

1.0 INTRODUCTION

The Naval Surface Warfare Center, Corona Division (NSWC Corona), Performance Assessment Department, Code 44 (PA44) requires two (2) portable telemetry (TM) antenna systems to be used in the ADVANCED TELEMETRY SYSTEM – CLASSIFIED/UNCLASSIFIED (ATS-C/U) in support of the Self Defense Test Ship (SDTS) Project.

2.0 BACKGROUND

The NSWC Telemetry Systems Branch (PA44) facility at Corona has a requirement to support the Program Executive Office (PEO) Integrated Warfare System (IWS3D) SDTS Telemetry System. The portable telemetry antenna systems are integral components of our shipboard portable ATS-C/U. Typical shipboard environment has been defined by section 3.5.9. These systems will be used to track and receive live missile and target telemetry radio frequency (RF) signals during events for this project. TM data is used in the performance and readiness assessment of fleet combat systems. The portable telemetry antennas will initially be installed semi-permanently, with the longer term use destined to become part of the NSWC Corona Portable Advanced Telemetry Acquisition System (PATAS) suite of portable telemetry hardware after it has been utilized for SDTS. It is therefore essential that components of these two antenna systems have some compatibility with existing NSWC Corona PATAS auto tracking systems. In order to meet these requirements, PA44 requires the portable telemetry antenna systems described in the below specifications. Sections below will identify requirements for components of the systems that shall be interchangeable with existing equipment. The antenna system is initially required to auto-track (RF) signals in L and S Bands (1435-1850 MHz and 2200-2400 MHz), but must be designed such that appropriate RF modifications to track in C-Band (4400–5150 MHz) are easily added, either by adding or swapping subassemblies, at a future date as frequency requirements evolve.

3.0 SPECIFICATIONS

The telemetry antenna systems being procured shall meet the following specifications:

The antenna control assembly shall provide all necessary controls to implement the modes described in the following sections. Unless otherwise stated, the modes listed below apply to both azimuth and elevation axis. Each control may use a title that is slightly different than the ones listed, but shall perform a substantially equivalent function.

3.9.7.1 Local

Operator shall have front panel control of all ACU functions. These functions shall be by means of a touch screen and hand-wheels.

3.9.7.2 Remote

An identical redundant ACU, physically remote from the local ACU or a remote computer running an ACU software package, shall be capable of controlling all local ACU functions. This mode shall be implemented via Ethernet. This link shall be full duplex and utilize the contractors’ interface and protocol format that shall be provided at delivery of the system. The system shall capable of responding to all remote commands, unless the command syntax is in error, or operational conditions will not allow the command to be executed. In these cases, the system shall notify the remote ACU as to why the command cannot be completed in layman’s terms and the error shall be logged. This mode shall also allow for the computer to query the local system for conditional status and for the local system to respond with the requested information. Should the interface link between to remote ACU and local ACU be severed, the local ACU will immediately default to standby mode of operation.

If a remote computer running the software package is required, the contractor shall provide the ACU software package, to be installed on an existing government owned computer.

3.9.8 Power Modes

3.9.9 Tracking Modes

3.9.9.1 Manual

When this mode is activated, drive power shall be applied and the position of the antenna shall be controlled by the position/rate controls. Rate or slew control shall be implemented as a momentary control, such that when the control is released, commanded action ceases and the antenna stops. This control shall be used in conjunction with a separate control that allows the angular rate to be continuously variable from 0 to 25 degrees per second. Position control is similar but shall move either / both axes to a desired position and stop within 0.1 degrees. Servo compensation shall be implemented at all times to reduce significant overshoot or lag.

3.9.9.2 Auto-track

This mode is also known as forced autotrack and enables the ACU to autotrack regardless of the receiver AGC level. This mode shall also be available to the operator and will override any previously selected mode. Servo compensation shall be implemented at all times to maintain the target within a 3 dB beamwidth without significant overshoot or lag.

3.9.9.3 Auto-Acquire

When the Auto-Acquire is activated the antenna system shall remain in the previous mode until a preset threshold value is exceeded by the selected receiver’s AGC/SSR voltage level. When the threshold is exceeded and the antenna enters the auto-track mode, an indicator shall show that the antenna is in the auto-track active mode. An AM/scanner reference demodulator system within the ACU shall convert the AM from the receiver(s) into a servo error signal for both the azimuth and elevation axes. This error will contain magnitude and direction information and steer the antenna onto the target source as long as there is an established AGC level in the acquire mode or AM signal if only in the auto track active mode. Logic shall be such that if the ACU drops from auto track mode, it will return to the previous mode.

3.9.9.3.1 Threshold Adjust

Controls shall be provided to allow the operator to adjust the input signal level at which the system switches from auto track acquire/enable to auto track mode. A hysteresis setting is also required to set a buffer between track enable and disable. Independent threshold settings are required for each of the four tracking receivers. A separate phase setting for each receiver is also required.
