Description

The Naval Surface Warfare Center, Corona Division is hereby issuing a Request for Information

(RFI) from all potential sources to provide information, comments and questions regarding interest in a commercial or modified commercial stand-alone Automated Dead Weight Piston

Gauge solution, hereafter referred to as ADWP that is capable of generating, controlling and measuring pressure from 0.25 psia to 50,000 psig. This is a Request for Information (RFI). This is not a request for solicitation. Additional requirements are specified in the system performance requirements listed below.

Key interest areas for information and questions include: current products that are capable of meeting or can be modified to meet the requirements below; questions or issues concerning the government specifications.

Comments regarding a solution (commercial or modified commercial) that may deviate slightly from the requirements in the draft specification should be included, as well as details of existing products that may be able to be modified to meet the specification.

The government’s specific interests are as follows:

- Interested companies who may have a system or suite of systems commercially available.

- Interested companies who have an existing commercial system(s) capable of being modified to meet the specification as listed below.

When responding to this RFI, please provide general product information on what the baseline model would include. A list of questions may be submitted to clarify the descriptions of system(s) sought.

NOTE: The government is not interested in a full developmental solution at this time.

mailto:chelsea.tikotsky@navy.mil

Please forward any comments, questions, and concerns regarding the specification or general interest information to: Chelsea Tikotsky at (951) 393-4715, chelsea.tikotsky@navy.mil.

The ADWP will be used in shore-based facilities and must conform to CLASS 3 requirements as listed in MIL-PRF-28800. Equipment will also be subjected to operational conditions aboard both military and commercial land, sea and air vehicles during periods of transportation and storage. The ADWP will be used to calibrate precision analog and digital pressure indicating equipment.

System Performance requirements. The ADWP system solution shall include all necessary components and accessories to generate, control and measure pneumatic pressure in the range of

0.25 psi absolute pressure to 15,000 psi gauge pressure, and all necessary components and accessories to generate, control and measure hydraulic pressure up to 50,000 psi gauge pressure as specified in a through d below. The uncertainty shall have a level of confidence of 95 percent.

The uncertainty shall be calculated as a root-sum of squares (RSS) of the standard uncertainties of all the error contributors to the measurement system and processes, with an expanded coverage factor of 2 (K=2).

a. Pneumatic absolute pressure range: 0.25 psi to 21 psi; uncertainty: ±0.00025 psi

b. Pneumatic absolute pressure range: 21 psi to 55 psi; uncertainty: ±0.0005 psi

c. Pneumatic absolute and gauge pressure range: 1 psi to 15,000 psi; uncertainty:

±50 ppm

d. Hydraulic gauge pressure range: 1000 psig to 50,000 psig; uncertainty: ±50 ppm

The solution shall, to the maximum extent possible, be designed for unidirectional flow of the pressure media to prevent cross contamination of the ADWP components and the unit under test

(UUT).

Optional equipment/components are requested to enable the pneumatic system to calibrate pressure measuring instruments for use in both liquid oxygen (LOX) and gaseous oxygen (GOX) applications. The optional equipment/components shall be capable of maintaining the UUT in an oxygen clean state of cleanliness.

The solution must include all necessary hardware; pressure lines, fittings and adapters for a stand-alone system. It shall also include a manifold or other means for quickly connecting the

UUT’s.

Automation of the system shall include automated mass handling for both absolute and gauge pressure measurements. Automation shall also include the ability to communicate with and automatically control the UUT within its capability.

The Navy will require the ability to perform any applicable firmware updates (that may become available from the vendor).

The preferred candidate will be a unit that, to the maximum extent possible, can provide verifiable accuracy using a performance verification process with standard laboratory instruments. Additional equipment required for cross float comparison verification checks.

mailto:chelsea.tikotsky@navy.mil

The accuracy verification process shall not require connections to the Internet, additional software or other proprietary equipment or fixtures.

The anticipated solution will be a permanently installed system.
