(a) As part of the negotiated fixed price or total estimated amount of this contract, both the Government and the Contractor have agreed to waive any entitlement that otherwise might accrue to either party in any residual dollar amount of $500 or less at the time of final contract closeout. The term "residual dollar amount" shall include all money that would otherwise be owed to either party at the end of the contract, except that, amounts connected in any way with taxation, allegations of fraud and/or antitrust violations shall be excluded. For purposes of determining residual dollar amounts, offsets of money owed by one party against money that would otherwise be paid by that party may be considered to the extent permitted by law.
(b) This agreement to waive entitlement to residual dollar amounts has been considered by both parties. It is agreed that the administrative costs for either party associated with collecting such small dollar amounts could exceed the amount to be recovered.

DESCRIPTION AND SPECIFICATIONS
SALES TAX EXEMPTION
The contractor is hereby advised that the United States Government and Agencies thereof are exempt from State and Local Government tax by virtue of Article 6 of the United States Constitution. No exemption certificate is required.
STATEMENT OF WORK
1. SCOPE:
This requirement for Piston Prover Primary Liquid Flow Calibrators, will be a three (3) year procurement for two
(2) new high flow-rate systems, for one (1) new low flow rate system, three (3) upgraded high flow rate systems currently existing in US Navy inventory and seven (7) low flow rate system upgrades of existing low flow rate measurement systems. The Procurement will have one base year and two option years. All work shall be performed in accordance with Calibration Standard Specifications (CSS) 06-167 (April 2013) for new systems and CSS 06-168 (April 2013) for upgraded systems.
2. BACKGROUND:
The Piston Prover Primary Liquid Flow Calibrator is a device that provides calibration data on intermediate lab calibration standards, equipment used to calibrate support equipment. It generally is found in two configurations, high flow rate or low flow rate measurement systems. This kind of proving system is a typical item of calibration equipment for a depot level laboratory. Such systems have a larger physical foot print than the calibration equipment they test so as to include subsystems for verifying or creating the test conditions that the intermediate level standards operate under in their usual work stations. This includes but is not limited to the necessity for verification of temperature throughout the volumetric range of the intermediate calibration standard.
3. APPLICABLE DOCUMENTS:
3.1 CSS 06-167 (April 2013) for new systems.
3.2 CSS 06-168 (April 2013) for upgraded systems.
4. REQUIREMENTS:
4.1 The Table 4-1: Base Year Requirements for New and Upgraded Systems describes the systems expected to be installed no later than (NLT) 364 days post contract award.

Supporting documentation in Wide Area Workflow (WAWF) for invoices shall include summaries of work charged during the period covered as well as overall cumulative summaries by individual labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of other direct costs (ODCs), materials, and travel, by TI, SLIN, or CLIN level. For other than firm fixed price subcontractors, subcontractors are also required to provide labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of ODCs, materials, and travel invoiced. Supporting documentation may be encrypted before submission to the prime contractor for WAWF invoice submittal.
