b) Additional minimum requirements include Consultative Committee for Space Data Systems (CCSDS) packetized telemetry support, Chapter 10 over UDP (CH10oUDP) decimation capabilities, Telemetry over Internet Protocol (TMoIP), and publishing data over network in user specified formats. These essential capabilities ensure additional interoperability requirements with other RDT&E Standard Missile Program telemetry systems and our own sub-systems. This is the only real-time correlating source selection system with 100% interoperability certainty. As mentioned in paragraph 5(c) below, the ramifications of using a system that does not meet the strict interoperability specifications of this particular mission would result in increased cost, and both schedule and time impacts to our program sponsor. The impact would result in PA44 not meeting critical data delivery requirements specified in Mission Operations Requirements documentation.
c) The NetAcquire H40 A-CSS is compatible and augments the information technology capabilities. It is the only equipment with this type of function approved by the Cyber Security Division (CSD) under the valid information assurance (IA) certifications for certain Standard Missile Programs. Any other equipment would invalidate the current certification.
Moreover, recertification lead-times would cause unacceptable delays in fulfilling the scheduled mission requirements. These lead-times for adding new equipment to our current certification can take to receive approval.
d) This acquisition is in support of an Acquisition Category I (ACAT-I) Program. By not meeting our agreed objectives due to use of inadequate products can cause the mission to be delayed while troubleshooting for lack of interoperability.
The associated cost to the government of identifying a potential alternate product, field testing it, re-training staff, and transitioning all products to the new system is extremely large. An RFI would be required to prepare, publish, and evaluate responses. If the product were to fail in an event, each mission will have employees supporting (labor per event estimated at ).
In addition, the cost of operating the ship: fuel, shipboard crew , wear & tear, etc. will be in excess of per event. There is an associated cost with reserving the range for use, estimated at a minimum of per event.

Ser 02/1784 after the required delivery date. Weapons tested onboard are slated for deployment onboard Aegis Destroyers, each of which costs over to build and field for the US Navy.
6. Description of Efforts Made to Solicit Offers from as Many
Offerors as Practicable
As part of market research, the technical capabilities equipment from and were reviewed. It was determined that these products lacked capabilities necessary to meet the governments requirements because they are not compatible with existing equipment with regards to form, fit and function, and do not satisfy the minimum needs as addressed in paragraph 5. A Sources Sought on 13 June 2022 with a closing date of 24 June 2022 to express ase the A-CSS and to request interested parties submit a capabilities statement. Zero (0) responses were received.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated cost to the Government for the supplies covered by the J&A will be fair and reasonable.
8. Actions to Remove Barriers to Competition
For the reasons set forth in Section 5, Corona Division, Contracts Department has no plans at this time to compete future contracts for the types of supplies covered by this J&A. If another potential source emerges, Corona Division will assess whether competition for future requirements is feasible.
