Self Defense Test Ship, CIWS MK 15 Mod 21 Block 1B Baseline 2 and SeaRAM MK 15 Mod 31 Performance Test and Evaluation Test Support:

Manned Aircraft for Tracking Exercises with NEMESIS Differential Global Positioning System and Time-Space-Position Information Data Collection

STATEMENT OF WORK

1. INTRODUCTION

Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) seeks support for operational testing of evolving Self Defense Test Ship (SDTS) DDG 1000, CVN-78, CIWS MK 15 Mod 21 Block 1B Baseline 2 and SeaRAM MK 15 Mod 31 system enhancements and upgrades commencing February 2020. Part of the operational verification test requirements for the respective system upgrades is the conduct of manned aircraft (target) tracking exercises (TRKEX) performed to verify system alignment, measure system/sensor acquisition, tracking, and system engagement performance. Controllable manned aircraft sorties (flights) operating with pre-scripted flight scenarios (TRKEXs) and equipped to collect Differential Global Positioning System (DGPS) Time-Space-Position Information (TSPI) are required during the planned performance tests of the subject SDTS (DDG 1000, CVN-78 and ESSM Block 2 baseline configurations), CIWS and SeaRAM Ship Self Defense Systems.

2. SCOPE

This task requires support for 10 aircraft services, referred to as sorties, at designated east and west coast locations. Air services include TRKEX event planning, helicopter support for personnel and data transfers, aircraft coordination with Federal Aviation Administration (FAA) as well as passive and active NEMESIS Differential Global Positioning (NDGPS) System support. Task also requires helicopter support in the Port Hueneme area, not to exceed three trips. One trip for transfer of equipment not to exceed 200 pounds in weight and two trips for personnel transfers to/from any location stated below.

These services are integral to Test and Evaluation TRKEXs conducted in support of SDTS, CIWS MK 15 Mod 21 Block 1B Baseline 2 and SeaRAM MK 15 Mod 31. Testing accomplished with Self Defense Test Ship (SDTS) shall be pier side at Port Hueneme and on or near Point Mugu Sea Test Range. Testing accomplished in support of CIWS and SeaRAM shall be at the G6 Site within NAS China Lake, GEORGE Range and US Navy fleet homeport locations including Norfolk, VA, San Diego, CA, and Bremerton, WA.

3. APPLICABLE DOCUMENTS (GFI)
