PR: FY19-13475
STATEMENT OF WORK
1. Introduction.
NSWC PHD Virginia Beach Detachment requires periodic preventive maintenance and field support services for audiovisual systems identified in Section 4.3 below to support Video Teleconference (VTC) Systems.
2. Scope.
The purpose of this Statement of Work is to procure preventative maintenance and field support services to support Video Teleconference (VTC) Systems at NSWC PHD Virginia Beach Detachment. The vendor will include renewal of manufacture maintenance entitlements video teleconference equipment under Whitlock Enhanced Core Services program in accordance with Section 4 below. Additionally, the requirement will be for a one base year period with options to extend for up to four one option year periods.
3. Applicable Documents/Government Furnished Information
The Government shall provide the Vendor with last known configuration data files. The Vendor shall also obtain the critical configuration files from the devices listed in Section
4.3. Reverse engineering is not covered under the scope of this effort.
4. Technical Task
4.1 The Vendor shall provide field service support with
dispatching available Monday – Friday during the hours of 0800 – 1700. The following field service support shall be provided as needed during the contract year period utilizing certified audiovisual field service technicians:
Access to service desk support, parts identification for replacement/repair/procurement and service coordination
Unlimited phone support Guaranteed 2 hour phone response and 8 hour emergency on-site response Semi-Annual Preventive Maintenance Checks & Services
(PMCS)
No additional charge for labor on repairs performed on-site and in Whitlock depot facilities
No charge for transportation of equipment to effect in-shop repair
No charge for installation of firmware and software up-dates on system components as needed to restore existing system functionality. Associated cost of firmware/software is not included unless otherwise specified in this scope of work.

4.2 The Vendor will perform preventative maintenance as needed or at a minimum of twice during the contract year period utilizing certified audiovisual field service technicians.
Preventative maintenance consists of the following:
Perform a detailed inspection and testing of selected system components- technical review for component failure
Perform mock presentation test using full audio & video system capabilities
Successfully complete an audio and video point-to-point and bridge call as applicable to the Customer’s operation
Perform a complete operational checkout of the system functions via user control interface
Adjust audio levels and EQ as required to optimize response for voice and program sound reinforcement
Upgrade equipment firmware as needed Reload system software, if required to restore functions or update code changes as required Open and clean all filtering systems: Professional cleaning of record / playback heads, screens, projector lenses, CD and DVD lenses and other critical surfaces, as needed
Lubricate all moving parts as recommended by manufacturers Perform geometry and color balance adjustments on projection equipment as required for optimum image quality Perform detailed inventory of system components with model numbers and serial numbers on initial preventive maintenance visit. Include any spare equipment available
Verify inventory present on subsequent preventive maintenance visits and report missing or damaged hardware on PM Report
Dust and clean surfaces of all rack and podium equipment
Document lamp runtime and general condition of projection equipment
Identify and repair any faulty wiring or connections in the system and correct other operating conditions that are not within industry standards
Open service tickets on any outstanding issues
