QUESTIONS AND ANSWERS
In paragraph 3.5.2.4 Supported Video Formats: you mention Legacy Products 15 to 68KHz Horizontal Freq. Could you please be more specific as to what formats you require within this frequency range?
In paragraph 3.5.3.7 Color: you mention MIL-DTL-5541F which applies to aluminum and aluminum alloys. Is there any objection to the use of stainless steel in the construction of the display and/or the mounting brackets?
A statement of work is referenced in the sol, I do not find it in the FBO listing please post or further identify amongst existing documents.
Why do you want an led backlight? What is wrong with the existing cold cathode fluorescent backlight? Mercury?
There is no luminance value given, please provide a luminance value in candelas/square meter.

QUESTION 5:
ANSWER 5:
Monitor should support 30 and 60KHz at a Horizontal Line Pixel Size of 1280 pixels per line.
No objection to using Stainless Steel in the construction or mounting brackets.
SOW was incorporated within the RFP, starting on page 5.
Antiquated technology, it is the purpose of this SOW to replace CRT and Fluorescent backlighting with LED backlight technology.
250 cd/m2 brightness or greater. This Display will have EMI glass and an LED Edge Lit Writing Surface over the top which may diminish brightness slightly and do not want to operate display at the upper limits.
There were three manufacturers of 17" tft lcd modules in 2002 and 2005 all of which are out of production; do you understand the dmsms issues of this new design with out of production parts?
You specify sync on green, which is very specific to two computer manufacturers.
Please identify the underlying computers to verify this sync choice.
You specify separate or composite sync, what exactly are the sync requirements of the underlying computer driving the video signal.
The timeline for design, fabrication, test and delivery are very aggressive. What is driving the 4 months delivery schedule?
Please acknowledge that the existing crt contrast adjustment cannot be used for the fixed contrast flat panel display.
Is the Technical Data Package available?
What are the values and configuration of the Display and Writing Surface Brightness Controls?

ANSWER 11:
QUESTION 12:
Yes, we fully understand DMS which is the whole purpose of this SOL. Market research shows that 17-inch LED backlit LCD monitors are readily available from several sources.
The Sync on Green standard is used throughout the U.S. NAVY. In these display consoles, the graphics processors and video generators are Navy proprietary, vice commercial.
For the purposes of this SOL, a Composite Sync where the Sync signal is combined with the GREEN Video Signal or RGsB, is required.
Fleet requirements such as diminished resources and high costs are driving a quick response and delivery to this solicitation. However, please indicate your proposed delivery schedule.
Contrast can be adjustable via a control on the Flat Panel Display but brightness will be adjustable externally from a potentiometer mounted on the console bezel assembly as per the drawing package. External controls for brightness and contrast are acceptable. With the monitor mounted and the Console Bezel installed...there will be no access to any controls on the Flat Panel itself which is why external wires will need to be provided to tie into the potentiometers on the Console Bezel Assembly.
The Technical Data Package includes the Statement of Work, the Technical Drawing and the Contract Data Requirements ListsA0001-A0006. All these items have been posted along with the solicitation.
What type of AC power input connector is required, such as 38999 type, IEC etc.?
What is the max depth requirement?
What if any is the dimming range requirement for the display brightness and writing surface?
What type of ambient lighting will the display be operating under?
What is the minimum max brightness requirement?
Does the Combat Display Console provide an EMI tight environment for the rear of the display unit? Or is the Display required to meet all of the EMI requirements as a standalone unit?
Are any of the video input signals interlaced?
Section L, item 2.6 (Volume IV – Price Proposal) of this solicitation, the bullet points jump from “c” to “e” under the Pricing Support Information section. Should there be a “d” in this portion of the instructions to bidders?

QUESTION 20:
Write Panel Dimmer (W1R5 AND W1R8)---RETAIN OPERATION FOR NEW LIGHTED WRITING SURFACE 8 Ohm, 12.5 W. Tactical Display Brightness (W1R2 AND W1R3)---RETAIN OPERATION FOR NEW FPD 25K, 1.4 W Min.
No Preference but must be able to handle Grade "A" Shock and Vibration certification.
6" Minimum Depth
0-100% Brightness range suggested, meaning operator should be able to turn down or dim to black in normal darken ship environment but illuminate sufficiently to operate in a fully lighted area for maintenance. Control should also be gradual, vice either all ON or all OFF.
Normal operating environment is under Red Lights or darken ship. However, maintenance will be under Fluorescent lighting.
0 to 100%
Concerning the rear of the display unit, there is an inner shroud and the back of the console itself that is believed to be an EMI tight environment. There is an EMI gasket around the legacy front bezel assembly so if the display has EMI glass...it should also be EMI tight in the front of the console as well.
NO - Tactical Video is 1075 Lines (1024 Displayed), 60 Hz, Non-interlaced.
