ESSENTIAL CHARACTERISTICS

The Naval Medical Logistics Command has a requirement for one (1) dental prosthesis design/manufacturing system, computer-aided [25-104] for Third (3rd) Dental Battalion, U.S. Naval Dental Clinic (NDC) Okinawa, Japan and one (1) dental prosthesis design/manufacturing system, computer-aided [25-104] for Twenty-Third (23rd)

Dental Company, NDC Twentynine Palms.

The CAD/CAM system for 3rd Dental Battalion, U.S. Naval Dental Clinic (NDC) Okinawa, Japan shall include a light scanner and computer-aided design (CAD) software. The CAD/CAM system for Twenty-Third (23rd) Dental

Company, NDC Twentynine Palms shall include a light scanner, CAD software, dental implant milling units, a three-dimensional (3D) dental printer, and a sintering furnace.

The light scanner shall be able to scan models and impressions into software to be used for planning of orthognathic surgeries, in surgical guides for reconstruction, and for implant planning. The light scanner shall have an accuracy of at least 10 microns. The system shall allow for the scanning and exporting of Standard Triangle Language (STL) files for CAD/CAM milling. The light scanner shall quickly scan multi-unit implant frameworks and create three dimensional (3D) digital images. The light scanner shall be capable of impression scanning and shall be able to scan full size articulators. The light scanner shall use calibrated articulator scanning. The light scanner shall utilize a static scan table that does not require rotation or inversion of the model, yet allows for manual cast removal during the scan process without disrupting the scan workflow. The light scanner shall not require fixtures, jigs, or adhesives to secure the cast to the scan table when scanning models. The system shall include CAD software capable of collecting data from the light scanners. The software shall be able to integrate the data sets from the light scanner into one digital implant model. The system shall be able to utilize scans made with the currently-installed Sirona

CEREC Omnicam. The system shall include a computer, monitor, keyboard, and mouse.

The systems shall include an open source solution that allows for in-house use or exportable files to other Naval

Medical Treatment Facilities (MTFs) for manufacturing custom guides, reconstruction plates, and bone graft matrices. The open source solution shall allow for data to be transmitted between all subcomponents. The system shall include all necessary software for transferring images from acquisition scanning units to the milling units. The system software shall allow for output of implant interfaces in designed restorations. The system shall be able to provide and apply manufacturing protocols for dental implants including crowns, bridges, copings, abutments, abutment bars, inlays, and onlays. The system shall have a preloaded template library of common dental implants connections including, but not limited to: standard hex, external hex, 3.25mm, 3.4mm, 4.1mm, 4.3mm, 5.0mm, 6.0mm, engaging, and non-engaging.

The system provided to Twenty-Third (23rd) Dental Company, NDC Twentynine Palms shall include a dental implant milling unit. The milling unit shall be capable of dry and wet milling. The milling unit shall be capable of milling via 5 axes. The milling units shall be able to mill Zirconia, Poly (methyl methacrylate) (PMMA), glass ceramic, wax, and titanium. The milling unit shall process titanium blanks to fabricate custom abutments. The milling unit shall have a minimum of 12 tool capacity and shall feature an automatic tool changer. The milling unit shall include a dust collector vacuum system, water pump, and an air compressor. The milling unit shall be compatible with the existing computer aided manufacturing (CAM) milling strategies utilized at the Twenty-Third

(23rd) Dental Company, NDC Twentynine Palms.

The Twenty-Third (23rd) Dental Company, NDC Twentynine Palms system shall include a 3D dental printer for producing dental models. The printer shall include a ultra-violet (UV) post-curing unit, a material mixer, a resin tray kit, and a printer pedestal.

The Twenty-Third (23rd) Dental Company, NDC Twentynine Palms system shall include a programmable sintering furnace in order to sinter a variety of zirconia materials. The system shall have a quick firing program with a minimum high-temperature of 1600ºC. The systems shall include installation, calibration, and on-site training. The power requirement is 110 V, 60 Hz.

Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system, such that OEM warranty and service are provided and maintained by the

OEM. All software licensing, warranty, and service associated with the equipment/system shall be in accordance with the OEM terms and conditions.

The system, including claims made for the product, shall be compliant with Food and Drug Administration (FDA) regulations, with respect to marketing and delivering medical products for use in the United States of America.

These requirements shall apply even if delivery is requested outside of the United States of America. The system shall be installed in compliance with OSHA requirements.

Upon delivery, the vendor shall be responsible for uncrating the unit/system, transporting it through the facility to the location of intended use for installation, and removing all trash created in this process. If interim storage is required, the vendor shall make arrangements for the storage.

CONTRACTOR SUPPORT

NOTICE: NAVY USE OF SUPPORT CONTRACTOR FOR CONTRACT CLOSEOUT FUNCTIONS

Naval Medical Logistics Command uses two private contractors in support of the contract closeout process. Those companies are Contracting Resources Group (CRG) of Federal Hill, MD, doing business under the authority of the

Small Business Administration’s 8(a) program, and the Ability One Program, doing business under the authority of the Javits-Wagner O’Day Act(41 U.S.C. § 47).

The contract closeout process includes activities such as processing deobligation modifications, obtaining contractor and requiring activity concurrence, preparing the DD-Form 1594 (Contract Completion Statement), and preparing closed files for archiving. Support contractors may perform additional administrative duties, including filing and processing simple administrative modifications. Performing these functions require the contractor employees to have access to the contract file. Therefore, information you provide to the Government or information already in the possession of the Government may be viewed by these support contractors in the course of performing contract close-out functions. The information that may be made available to the contractor may include pricing and technical proposals and performance information.

Naval Medical Logistics Command has signed Non-Disclosure Agreements with each support contractor employee and has required both contractors to provide a Conflict of interest Mitigation Plan to ensure these employees are firewalled from all business development activity.

By submission of a proposal in response to this solicitation, the offeror and its subcontractors consent to access of their business sensitive/confidential or proprietary data by the Government’s support contractor personnel in order to perform close out services.
