JUSTIFICATION AND APPROVAL

OTHER THAN FULL AND OPEN COMPETITION

(Brand Name Only)

1. Identification of the agency and the contracting activity, and specific identification of the document as a “Justification for other than full and open competition.”

This justification is executed by the Naval Medical Logistics Command (NMLC), Fort Detrick, MD, on behalf of the Navy to meet Naval Expeditionary Medical Training Institute (NEMTI) requirements.

2. Nature and/or description of the action being approved.

The requirement is for a transportable CV-22 Osprey helicopter simulator trailer for NEMTI. The

Government intends on awarding a Firm, Fixed-Price (FFP) contract. The proposed manufacturer is

Innovative Tactical Training Solutions (ITTS), 13605 Rutland Rd, Goshen, KY 40026.

3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).

NMLC has a requirement for one (1) transportable CV-22 Osprey helicopter simulator trailer for NEMTI.

The simulator trailer shall have a tandem axle design equipped with a ramp for patient on-load/off-load and patient transfer. The cabin height, width, and length shall be equivalent to a CV-22 Osprey

Helicopter. The trailer dimensions shall not exceed 36’ 7” in length; 8' 9" in width; and, 9' 3" in height.

Ramp length shall not exceed 7’ and ramp width will not exceed 70”.

The simulator shall provide the capability to train medical personnel to administer medical aid and support within the interior of a CV-22 Osprey helicopter. The simulator shall have a sensory control unit, a panoramic camera to include an android control tablet, an integrated communication system kit, attached litter stanchions to accommodate 6 litters, and onsite new equipment training provided.

The sensory control unit shall be portable and reusable and shall allow for the introduction of sound, smoke, and water as environmental factors to enhance training realism. The environmental factors shall be controlled externally from training site via master controller. In addition, a high powered amplifier and speakers shall be included.

The panoramic camera shall be internally mounted and include Video Management Software (VMS).

VMS shall be based on an open standard and perform as an integrated system with functionality mirroring that of an IP network and management architecture. The VMS recording capability shall be based on a true open architecture that requires no proprietary recording hardware. It shall also allow for use of non-proprietary PC storage hardware that does not limit the storage capacity and shall allow for gradual upgrades of recording capacity.

The Integrated Communications System Kit shall include the ICS box, five (5) communication cords (15

ft. long, each) and five (5) headsets.

The simulator shall have a self-powered generator rated @ 570CC and 40 amps @240 volt single phase.

It shall have a 12 volt key start w/recoil starting system, engine 3600 RPM, and a 7 gallon fuel tank.

Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller for the proposed equipment, such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty, and service associated with the equipment shall be in accordance with the OEM terms and conditions.

4. An identification of the statutory authority permitting other than full and open competition.

The statutory exception permitting other than full and open competition for this acquisition is 10 U.S.C.

2304(c)(1) and FAR 13.106-1(b)(1)(i) soliciting from a single source, (e.g., brand-name).

5. A Demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.

The CV-22 CASEVAC simulator, manufactured by ITTS, is the only CV-22 Osprey helicopter training simulator on the market. Although there are other helicopter simulators on the market, the ITTS CV-22

CASEVAC simulator is the only training simulator designed to replicate the CV-22 Osprey helicopter utilized during real-life combat situations. Additionally, the ITTS CV-22 CASEVAC simulator is the only, transportable simulator; other helicopter simulators on the market are not mobile. Therefore, ITTS is the only manufacturer that can meet the minimum requirements of the Government.

6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart

5.2 and, if not, which exception under 5.202 applies.

Market research was performed, the results of which are in paragraph 8. This requirement will be posted to FedBizOpps in accordance with FAR 5.202. The Government will evaluate any responses received.

7. A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The Contracting Officer shall determine the anticipated cost to the Government of the equipment covered by this Justification and Approval will be fair and reasonable by conducting a price analysis before an award is made. In addition, the Government anticipates that the negotiated contract price will reflect a discount from the vendor’s commercial price list and will be determined fair and reasonable.

8. A description of the market research conducted (see Part 10) and the results, or a statement of the reason market survey was not conducted.

Market research was conducted in March/April 2018. Research included references and information derived from Internet searches such as Google, GSA Advantage and the WAWF e-Business Suite/EDA.

Although multiple helicopter simulators were identified, the CV-22 CASEVAC simulator, manufactured by ITTS, is the only CV-22 CASEVAC simulator that is designed to replicate the CV-22 Osprey helicopter utilized during real-life combat situations. Further, the ITTS CV-22 CASEVAC simulator is the only helicopter simulator on the market capable of being transported among various locations. Market research also identified at least two (2) distributors capable of providing the ITTS CV-22 CASEVAC simulator: Innovative Tactical Training Solutions (ITTS) and RPT Consulting, LLC.

9. Any other facts supporting the use of other than full and open competition.

None.

10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition.

To date, no other sources have written to express an interest. Any sources expressing interest in response to the synopsis will receive consideration.

11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.

Future requirements will be synopsized in accordance with FAR 5.203.

File details come from the government source that posted it.
