RFQ – Freeform Lens Manufacturing Software
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12.6, Streamlined
Procedures for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals and/or quotes are NOT being accepted. The solicitation number is N6264517R0083 and linked to Notice of Intent Posting N6264517R0083 dated 16 Aug 2017. Provisions and clauses in effect through Federal Acquisition Circular 2005-95 are incorporated. It is the contractor’s responsibility to be familiar with the applicable clauses and provisions. ESSENTIAL CHARACTERISTICS
The Naval Ophthalmic Support and Training Activity (NOSTRA) has a requirement for freeform lens manufacturing software. The requirement shall be structured as a cost-per-use requirement.
Software:
The software shall be installed on a standalone computer and run/operate locally.
The software shall be capable of interfacing with the installed laboratory management system, Vision Star
(LMS).
The software shall be compliant with the Vision Council of America (VCA) freeform standards.
The software shall be compatible with the installed lens generating systems (Satisloh VFT Orbits), lens blocking systems (Satisloh LayoutBlocker), and lens polishers (Satisloh DuoFlex).
The software shall be capable of transmitting data to the generators in order to physically generate the freeform lenses.
The software shall be capable of the producing digitally surfaced ophthalmic lenses that can be manufactured on all available lens types and materials.
The software shall be capable of producing digital designs on the back surface of semi-finished lenses, progressive addition lenses and high definition single vision lenses, in order to match the patient prescription.
The software shall produce low distortion and soft aspheric designs.
The software shall be able to calculate the following lenses: dual-side, single vision, bifocal, progressive, degressive, compensated, blended bifocals, slab-offs, lenticulars, and proprietary lenses.
The software shall be able to support the following lens materials at the required specifications:

The software shall provide a fully individualized and customized design, to include resolvent and compensation prescriptions based on the position of wear, the frame shape (based on frame measurements and style), and the wearer biometrics (pantascopic tilt, wrap, vertex distance, pupillary distances, segment heights).
The software shall be able to provide prescription compensation for Base Curve (wrap frame) designs.
The software shall notate any compensated prescription, in addition to the prescribed prescription, on the
LMS work ticket, via the interface between the software and the LMS.
The software shall be able to produce ophthalmic lenses with both prism thinning characteristics and prescribed prism requirements.
The software shall be capable of develop and implement variable base curve designs on the entire vertical distance of a front surface of a lens blank.
The software shall be able to privately label the digital designs with fully individualized and customized lens identifier engravings selected by the laboratory.
The software shall be able to add new designs as required by the laboratory.
The specific niche designs required, but not limited to, are as follows:
o Design that offers "general wear" use with a corridor comprised of optimal and equal balance between the distance and near viewing areas.
o Design that offers a softer transition between the distance, intermediate, and near viewing areas, for early presbyopes and first-time progressive wearers.
o Design that offers outdoor/distance use with a corridor comprised of a larger and wider distance viewing area.
o Design that offers indoor/office use with a corridor comprised of larger and wider intermediate and near viewing areas.
o Design that offers a compressed corridor for transition between the distance, intermediate, and near viewing areas, to be utilized with shallow "B" (vertical) frame measurements.
o A high definition single vision design with superior optical capabilities.
o Design that eliminates the occurrence of oblique aberration.
The software shall be able to support complex multi-variable curvature on the front and back surfaces of lenses.
The software shall be able to support patient customization to the following parameters: nasopupilar distance, pupilar height, frame dimensions, pantoscopic angle, wrap angle, back vertex distance, and near working distance.
The software algorithm shall be able to support the following dimensions in their calculations: distance reference point, segment height, fitting cross, prism reference point, near reference point, and minimum fitting height.
The software shall be able to develop lenses with minimum fitting heights between 14mm and 20mm in
1mm increments.
Training:
The Contractor shall provide training/educational support.
The training shall include in-person training, online educational training, and reproducible/printable materials.
The training shall include basic optical knowledge, proper fitting requirements, dispensing techniques, troubleshooting, patient assessment for design selection, product/design characteristics, lens compensation, dispensing techniques, measurement techniques, frame fitting, Safety/ ANSI standards and refresher training.
The online educational training shall include technical documents/briefs, PowerPoint presentations, video seminars, live/recorded video training/webinars, and continuing education.
The online training program shall provide reporting/tracking options of the training completed.
Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system, such that OEM warranty and service are provided and maintained by the
OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions.

CONTRACTOR SUPPORT
NOTICE: NAVY USE OF SUPPORT CONTRACTOR FOR CONTRACT CLOSEOUT FUNCTIONS
Naval Medical Logistics Command uses two private contractors in support of the contract closeout process. Those companies are Contracting Resources Group (CRG) of Federal Hill, MD, doing business under the authority of the
Small Business Administration’s 8(a) program, and the Ability One Program, doing business under the authority of the Javits-Wagner O’Day Act(41 U.S.C. § 47).
The contract closeout process includes activities such as processing deobligation modifications, obtaining contractor and requiring activity concurrence, preparing the DD-Form 1594 (Contract Completion Statement), and preparing closed files for archiving. Support contractors may perform additional administrative duties, including filing and processing simple administrative modifications. Performing these functions require the contractor employees to have access to the contract file. Therefore, information you provide to the Government or information already in the possession of the Government may be viewed by these support contractors in the course of performing contract close-out functions. The information that may be made available to the contractor may include pricing and technical proposals and performance information.
Naval Medical Logistics Command has signed Non-Disclosure Agreements with each support contractor employee and has required both contractors to provide a Conflict of interest Mitigation Plan to ensure these employees are firewalled from all business development activity.
By submission of its proposal that was accepted by the Government, the offeror and its subcontractors consent to access of their business sensitive/confidential or proprietary data by the Government’s support contractor personnel in order to perform close out services.
OTHER ADMINISTRATIVE INSTRUCTIONS
The Offeror shall complete and submit DFARS Provision 52.209-11 Representation by Corporations
Regarding Delinquent Tax Liability or a Felony Conviction under any Federal Law (FEB 2016).
Contractors must be registered in the System for Award Management (SAM) database at time of award.
Registration is free and can be completed on-line at https://www.sam.gov/portal/public/SAM/.
Small Business Subcontracting Plan: 5% Subcontracting Goal
1. If applicable (for other than small business concern offerors under the assigned NAICS code herein), the offeror shall submit a subcontracting plan in accordance with FAR Clause 52.219-9 and DFARS Clause 252.219-7003 (for reference see FAR 19.704 and DFARS 219.704). The subcontracting plan requirement is not applicable to small business concerns qualified as such under the NAICS code assigned to this solicitation. Master subcontracting plans can be included as an appendix to the subcontracting plan.
2. Any contractor receiving a contract for more than the simplified acquisition threshold must agree in the contract that small businesses will have the maximum practicable opportunity to participate in contract performance consistent with its efficient performance. In negotiated acquisitions, each solicitation of offers to perform a contract or contract modification, that individually is expected to exceed $700,000 and that has subcontracting possibilities, shall require the apparently successful offeror to submit an acceptable subcontracting plan.
3. In determining the acceptability of a proposed subcontracting plan, the contracting officer should take the following actions:
(1) Obtain information available from the cognizant contract administration office, as provided for in 19.706(a), and evaluate the offeror’s past performance in awarding subcontracts for the same or similar products or services to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. If information is not available on a specific type of product or service, evaluate the offeror’s overall past performance and consider the performance of other contractors on similar efforts.
(2) In accordance with 15 U.S.C. 637(d)(4)(F)(iii), ensure that the goals offered are attainable in relation to—
(i) The subcontracting opportunities available to the contractor, commensurate with the efficient and economical performance of the contract;
(ii) The pool of eligible subcontractors available to fulfill the subcontracting opportunities; and
(iii) The actual performance of such contractor in fulfilling the subcontracting goals specified in prior plans.
(3) Ensure that the subcontracting goals are consistent with the offeror’s certified cost or pricing data or data other than certified cost or pricing data.
(4) Evaluate the offeror’s make-or-buy policy or program to ensure that it does not conflict with the offeror’s proposed subcontracting plan and is in the Government’s interest. If the contract involves products or services that are particularly specialized or not generally available in the commercial market, consider the offeror’s current capacity to perform the work and the possibility of reduced subcontracting opportunities.
(5) Evaluate subcontracting potential, considering the offeror’s make-or-buy policies or programs, the nature of the supplies or services to be subcontracted, the known availability of small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns in the geographical area where the work will be https://www.sam.gov/portal/public/SAM/ performed, and the potential contractor’s long-standing contractual relationship with its suppliers.
(6) Advise the offeror of available sources of information on potential small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business subcontractors, as well as any specific concerns known to be potential subcontractors. If the offeror’s proposed goals are questionable, the contracting officer must emphasize that the information should be used to develop realistic and acceptable goals.
(7) Obtain advice and recommendations from the SBA procurement center representative
(or, if a procurement center representative is not assigned, see 19.402(a)) and the agency small business specialist.
The Contracting officer will review the subcontracting plan for acceptability. If an offeror fails to negotiate a subcontracting plan acceptable to the Contracting Officer within the time limit prescribed by the Contracting
Officer, the offeror will be ineligible for award. If the offeror believes there are no subcontracting possibilities, the offeror shall submit documentation sufficient to support its position.

FELONY CONVICTION UNDER ANY FEDERAL LAW (FEB 2016)
(a) As required by sections 744 and 745 of Division E of the Consolidated and Further Continuing Appropriations
Act, 2015 (Pub. L. 113-235), and similar provisions, if contained in subsequent appropriations acts, the Government will not enter into a contract with any corporation that--
(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that suspension or debarment is not necessary to protect the interests of the Government; or
(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.216-19 ORDER LIMITATIONS (OCT 1995)
(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than 1 ea, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.
(b) Maximum order. The Contractor is not obligated to honor -
(1) Any order for a single item in excess of 172000 ea;
(2) Any order for a combination of items in excess of 172000 ea; or
(3) A series of orders from the same ordering office within 7 days that together call for quantities exceeding the limitation in paragraph (b) (1) or (2) of this section.
(c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal
Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the
Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) of this section.
(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 7 days after issuance, with written notice stating the Contractor's intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source.
52.216-21 REQUIREMENTS (OCT 1995)
(a) This is a requirements contract for the supplies or services specified, and effective for the period stated, in the
Schedule. The quantities of supplies or services specified in the Schedule are estimates only and are not purchased by this contract. Except as this contract may otherwise provide, if the Government's requirements do not result in orders in the quantities described as "estimated'' or "maximum" in the Schedule, that fact shall not constitute the basis for an equitable price adjustment.
(b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. Subject to any limitations in the Order Limitations clause or elsewhere in this contract, the Contractor shall furnish to the Government all supplies or services specified in the Schedule and called for by orders issued in accordance with the Ordering clause. The Government may issue orders requiring delivery to multiple destinations or performance at multiple locations.
(c) Except as this contract otherwise provides, the Government shall order from the Contractor all the supplies or services specified in the Schedule that are required to be purchased by the Government activity or activities specified in the Schedule.
(d) The Government is not required to purchase from the Contractor requirements in excess of any limit on total orders under this contract.
(e) If the Government urgently requires delivery of any quantity of an item before the earliest date that delivery may be specified under this contract, and if the Contractor will not accept an order providing for the accelerated delivery, the Government may acquire the urgently required goods or services from another source.
(f) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor's and
Government's rights and obligations with respect to that order to the same extent as if the order were completed during the contract's effective period; provided, that the Contractor shall not be required to make any deliveries under this contract after thirty days after contract expiration.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)
(a) Definitions. As used in this clause--
Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.
Document type means the type of payment request or receiving report available for creation in Wide Area
WorkFlow (WAWF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and
Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall--
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training
Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data
Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:
