SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AMENDMENT 0002
The purpose of this amendment is to answer questions from potential offerors. The Medical Device Risk Assessment (MDRA)/C&A Questionnaire have been added to the solicitation as Attachment 3. The closing date of the synopsis/solicitation remains 14 July 2017.
AMENDMENT 0002 QUESTIONS AND ANSWERS
1. Which tests has NAMI and NAMRU-Dayton validated against the anomaloscope and determined to have specificity over 99% in detecting normal results and sensitivity over 99% in detecting color vision deficiencies?
Response: Vendors should be aware of validated tests. The government is not explicitly listing vendors who have been validated, however, any vendor who has been validated by NAMI and NAMRU-Dayton effectively meets the validation “detecting” requirement.
2. Which tests qualify as to “implement pseudoisochromatic principles”? Waggoner WCCT marketed as ColorDx Extended 104? Rabin CCT or an equivalent such as the USAF OBVA CCT to be marketed as CCT-HD?
Response: The government is not explicitly listing vendors tests that have been validated/qualify, however, an existing commercial test that has been validated by NAMI and NAMRU-Dayton to implement pseudoisochromatic principles effectively qualifies.
3. Computerized color vision tests do not have printed “plates", they display images. Does the display of images in a pseudo-randomized manner that does not allow memorization of image order qualify?
Response: Yes, the display of images in a pseudo-randomized manner that does not allow memorization of image order qualifies.
4. What currently commercially available display hardware that are the referenced tablet form factor has NAMI validated for “color accuracy in terms of color space, saturation, and white points? We would need to assess the technical feasibility, availability, usability, durability and costs of the potential use of this / these validated hardware. Likely this cannot be accomplished in the 9 days remaining in the response interval.
Response: This was not intended to be accomplished within the solicitation period. The requirement is that "display hardware shall either be validated by NAMI to be color accurate from factory or include equipment to allow for calibration to color standards." The awardee shall comply with this requirement.
5. What is the range of delivery dates (earliest and latest) that the vendor would be required to provide software upgrades and support for at least one (1) year? What is the maximum interval of additional warranty and service coverage past the first year must be made available for future purchase?
Response: Delivery dates for software upgrades have not been established, nor a maximum interval of additional warranty and service coverage past the first year. Offerors are asked to outline their available warranty and service coverage past the first year.
6. Please provide full documentation on RMF and all “Other Contrast Requirements”. Where are and how long are RMF and A&A meetings? Where are and how long are “Support the A&A Team during system security testing.” Please provide documentation on "Defense Information Systems Agency (DISA) approved antimalware applications."
Response: The full IA language is included in the solicitation. Details for RMF and A&A meetings will be determined after award as the RMF process progresses. Security testing is typically performed at the vendor's lab after award. The Navy utilizes McAfee Security Suite. Proposed solutions must be compatible with, at a minimum, VSC v8.8.
7. Please provide full documentation on Medical Device Risk Assessment (MDRA)/C&A Questionnaire.
Response: This document has been added as Attachment 3 of the synopsis/solicitation.
8. Please provide full text of “Clauses Incorporated by Reference”
Response: Clauses may be found at http://farsite.hill.af.mil/.
9. Please provide form SF 1449.
Response:
This is a combined synopsis/solicitation. An SF 1449 is not provided.
10. 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS--COMMERCIAL ITEMS (JAN 2017): We assume that only those items that are marked with an “X” are applicable to this RFP. Please confirm.
Response: Only items that are marked with an “X” are applicable to this combined synopsis/solicitation.
11. There is mention of a C&A Questionnaire, but no information as to where to find it. Can you help me with that?
Response: This document has been added as Attachment 3 of the synopsis/solicitation.
12. I would like to test our color vision test with the antimalware that the Navy uses, McAfee Host Based Security System. I have not been able to find this version of McAfee and there are several different ones available. Can you give me any additional information about which ones that are available to the public would be the closest to the version used by the Navy?
Response: The Navy utilizes McAfee Security Suite; proposed solutions must be compatible with VSC v8.8 at a minimum.
13. Please define more fully the requirement of "Contractors shall provide full time connections to a TIER1 or TIER2 ISP.
Response: The contractor can connect to either a TIER1 (i.e. Verizon, AT&T, etc.) or TIER2 (i.e. Comcast, etc.) internet service provider (ISP). This is applicable in a scenario of B2B connection allowing a contractor to provide technical service via VPN. Contractors must refrain from connecting to Government-owned equipment using a non-commercial, less secure network. A B2B connection is not anticipated for this requirement however, in the event it is necessary, the contractor shall comply with stated standards.
