This acquisition is being conducted under FAR 13.5 Test Program for Certain Commercial Items.
MSC Strategic Sealift Program Support Office, Code N1033, requests proposals for vessel(s) capable of meeting the transportation requirements described below. The paragraph numbers below apply to the box layout of references (a) and (b), which are incorporated herein by reference (available on the MSC web site at http://www.msc.navy.mil, under “Contracts,” then “Proforma,” or upon request), and shall be the charter form of any contract resulting from this solicitation. By submission of a proposal, the offeror confirms agreement with all terms and conditions of this solicitation and the charter form, unless otherwise identified therein.

B. PART I - DRYTIME BOXES:
1. VESSEL(S) REQUIRED:
Request a U.S. or foreign flag (super cargo required if foreign flag), self-sustaining combination LO/LO / RO/RO or LO/LO vessel to carry 56 TEUs with a New Explosive Weight (NEW) of 39,126 kg and 38 pieces of break bulk cargo. Minimum of 14 knots when laden. Vessel must have laden draft not to exceed 8 meters, or 26.25 feet and vessel must not exceed a maximum overall length of 182.88 meters, or 600 feet.

20 feet TEUs. Average container weight of 45,000 lbs.

Special requirements:
- Vessel must be fully outfitted with container deck fittings, semi-automatic twist locks, stackers, rods, and turnbuckles sufficient in quantity to safely stow and secure a full load of containers.
- Vessel must also be equipped with a certified 20 feeet spreader bar.
- Selected carrier will provide detailed diagrams of vessel decks to prepare stow plans.
- The contractor will furnish an armed Contractor Security (CS) team consisting of a minimum of four (4) persons. The CS team shall be onboard the vessel prior to the vessel entering the north end of the Suez Canal and shall remain onboard the vessel throughout the remainder of the voyage under this contract. The contractor shall provide the composition of the CS team for approval by the government prior to award.
Contractor will provide government-approved firearms and ammunition for the CS team as described below (as well as any body armor, tactical communications systems, or protective equipment for their use), and is responsible for delivery to and retrieval from the vessel of these items. The contractor is responsible for all logistics associated with the weapons during the time the CS team is onboard. Contractor will provide berthing and victuals for the CS team in accordance with the terms of this contract.

(a) In accordance with sections 744 and 745 of Division E, Title VII, of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L. 113-235), none of the funds made available by this or any other Act may be used to enter into a contract with any corporation that—
(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless the agency has considered suspension or debarment of the corporation and made a determination that this further action is not necessary to protect the interests of the Government; or
(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless the agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.
(b) The Offeror represents that—
