Dudley Knox Library

NAVAL POSTGRADUATE SCHOOL

1.0 Background/Introduction:

The Naval Postgraduate School's Dudley Knox Library requires a Registered Duraspace Service Provider to provide software upgrades, maintenance, and customizations for its DSpace-based institutional repository, Calhoun (http://calhoun.nps.edu).

The Naval Postgraduate School (NPS), located in Monterey, California, supports the U.S. Navy, other military branches, and foreign military services with postgraduate education for their personnel. Additionally NPS provides significant research capabilities to the Department of Defense, Department of Homeland Security, and others. Dudley Knox Library (DKL) is the academic library at NPS and provides research and scholarly content relevant to NPS instructional and research needs. Some of this content is housed and delivered via Calhoun, a centralized repository for the NPS scholarly record and archival materials.

Calhoun is built on DSpace open source software loaded on internal NPS servers. Calhoun runs on DSpace v.6.1 and utilizes a registered Handle.net server. DKL has a public-facing production server and an internal-facing staging/test server for Calhoun. Calhoun uses extended Dublin Core metadata, contains more than 60,000+ records; ingests at least 2,500 records per year; and has a history of 99.7% annual up time.

Calhoun is a substantially customized DSpace instance. To conform with repository best practices, to provide specific services to users, and to remain in compliance with NPS security requirements, Calhoun's look, design and functionality has been customized. Licensed modules direct Calhoun's search behavior, its admin management tasks and Calhoun is designed to be visually cohesive with NPS "branding". Calhoun includes NPS-branded cover pages with every document and uses Shibboleth, NPS's trusted method of user authentication.

2.0 Scope and Objectives:

The objective of this scope of work is a fully functioning DSpace instance that is up and available a minimum of 99.7% of the time. The contractor will: upgrade NPS’s two DSpace software instances to the most current stable version (version 6.1;

with planned upgrades in option years); keep NPS DSpace instances current with all service packs and future versions, including both subscription updates and version upgrades for the licensed “Content and Usage Analysis” (CUA) “Metadata Quality Module” (MQM) and “Listings & Reports” (L&R) modules; migrate existing customizations to retain functionality with the upgraded DSpace versions and monitor and manage the software's local performance and respond to issue-tickets to maintain 99.7% up time. The vendor will also provide additional customizations as detailed below in section 3.0.

3.0 Tasks and Subtasks

3.1 Managed Hosting and Migration Services. (OPTIONAL).

Note: NPS DSpace instance is currently hosted at NPS, on NPS servers.

3.1.1 Managed Hosting Services. Provide Managed Hosting for NPS DSpace instance

3.1.2 Server migration: Migrate Calhoun's two instances (Production, Test) to new server, including all customizations and current licensed modules "modules":CUA module; MQM module; L&R module; Replication Task Suite, Handle Server functional, domain resolution intact, email functional.

3.1.3 Ensure all DSpace customizations (Shibboleth authentication; SAFBuilder; content workflows; behavior of indexing and filters and other existing customizations) work properly and do not conflict with upgrades to DSpace version.

3.2 Operational Support and Upgrade Services.

3.2.1. Provide ongoing assistance, configuration and customization support on an ad-hoc and day to day basis with a Tier-based support and issue-tracking system that enables customer to submit questions and tickets by email or telephone and to receive acknowledgement and track issues.

3.2.2 Provide continuous system monitoring; automatically raise support issues in case of problems, crashes; address them to prevent downtime.

3.2.3 Provide Upgrade to the next DSpace version

3.3 Project Management and Documentation.

3.3.1 Project Management: For proposed projects, include/provide a project manager for consultation between contract entity and customer.

3.3.2 Documentation. For successfully implemented projects, provide full documentation in the form of a manual for NPS admin use.

3.4 Customizations

3.4.1. Provide Branding Consistency. Ensure Calhoun's look and feel matches library.nps.edu and primo.exlibrisgroup.com so that it fits the NPS overall web design.

3.4.2. Content and Metadata and Reorganization Tasks / Management. Provide the ability to reorganize collections/communities within the repository as needed.

3.4.3. CSV Based Batch Deposit. Provide support to enable repository admin to deposit multiple Items in DSpace with just the CSV BatchMetadata edit and a zip package of the bitstream file contents.

3.4.4. Audit Trail, AIP Preservation, Backup and Restore Support. NPS DSpace instance should support export of AIP packages using the Replication Task Suite and to replicate content to AWS S3 bucket or Glacier Storage endpoint.

3.4.5. Slow Access (AWS S3 Glacier Class) Storage. If it ever occurs that a thesis document should become unavailable from the remote backup, provide users with a means to request a copy of the thesis from the National Thesis Repository.

3.4.6. Request Download UI for Slow Access Storage. Provide a means of making "Slow Storage" retrieval transparent to the end user so that users are provide with a notification when this content is available for download.

3.5 "Module" services.

We require the following optional lots to further customize our DSpace instance, to include all project management and documentation associated with these customizations:

3.5.1 Customization: Install Audiovisual streaming playback feature

3.5.1. Provide a customization that will allow audio and video content to play within the browser window so that users do not have to download heavy files first before reviewing them. Feature should support multiple formats for video such as MOV, AVI, MPEG, MP4, FLV and for audio, such as MP3, WAV, AU, SND, AIFF, WMA or OGG.

3.5.2 Customization: Install Document streaming feature

3.5.2. Provide a customization that will allow users to read and search within documents instantly, even when only the first page is downloaded, as if within a "reader" app. This feature should be optimized for mobile use, should be installed within the DSpace infrastructure and should not rely on a third party streaming service.
