STATEMENT OF WORK

Detecting Emerging Respiratory Viruses in Mauritania at the Human Animal Interface

GENERAL REQUIREMENT

The Naval Medical Research Unit No.3 (NAMRU-3) is the largest U.S. overseas military medical research facility. Based in Cairo, Egypt since 1946, NAMRU-3's mission is to study, monitor, and detect emerging and re-emerging disease threats of military and public health importance; develop mitigation strategies against these threats in partnership with host nations and international and U.S. agencies in CENTCOM, EUCOM, and AFRICOM areas of responsibility. NAMRU-3 accomplishes its mission through collaboration with US government and academic groups as well as local institutes and ministries. Staff develops and tests vaccines and therapeutic agents, evaluates diagnostic assays and advances vector control measures. NAMRU-3 plays a key role in surveillance of pathogens in its AOR and in providing outbreak assessment and support mission.

In consonance with its mission, NAMRU-3 requires contractor support for a biosurveillance/epidemiological investigation in Mauritania studying potential impacts of the human-animal interface in the transmission and prevalence of respiratory illness. This study will employ advanced diagnostic techniques (molecular, culture, and sequencing) to identify and characterize both novel and emerging respiratory viruses among symptomatic adults who have had intense animal exposure in Mauritania (e.g. camel herders, workers at camel/poultry markets) where no such surveillance is currently conducted. This effort is unique in that the diagnostic techniques will require highly specialized primer-probe sets using proprietary algorithms for detecting previously recognized and novel human or animal viruses, among influenza A,B,C or D viruses, adenoviruses, coronaviruses, or enteroviruses.

These algorithms are proprietary to the Gregory Gray Research Group (GGRG) of Duke University, which also has niche expertise and a unique footprint in research in Mauritania, having already established an in-country partnership with the Mauritanian National Institute for Research on Public Health.

SCOPE OF WORK Specific Requirements:

Contractor will perform in consonance with the research protocol, conducted in-country in Mauritania, to include (but not be limited to): administering training to local staff, performing specialized testing, and preparing post analysis technical reports. Specific tasking that the contractor shall perform includes:

•Contractor will train local Mauritania researchers to accurately identify the correct populations for conducting the study and executing laboratory protocols, using specialized primer-probes, prior to the generation of data products. Specimens obtained in-country in Mauritania (by local partners) will be shipped to the Duke University laboratory in Durham, NC for advanced diagnostics.
•Contractor will assist in the performance of specialized diagnostic testing in the detection and characterization of specific pathogens.
•Contractor will prepare technical reports containing data products resulting from the diagnostic testing phase.
•Contractor will consult with research team in the overall design and execution of the study.

Contractor will not be responsible for conducting the enrollment of study subjects, specimen collection, or have direct interaction with any personally identifiable information (PII). Therefore, any contract resulting from this SOW is not subject to regulations or procedures governing research in human subjects.

Estimated Staffingffasking:

Senior Laborato Research Scientist

TOTAL:

•Senior Epidemiologist: Shall direct the training efforts, deliver epidemiological lectures, and oversee the follow-up program.
•Research Coordinator/Lab Manager: Shall coordinate the project, optimize protocols/Standard Operating Procedures (SOPs), give laboratory topic lectures, and perform virus isolation and characterization assays on shared positive specimens.
•Senior Laboratory Research Scientist: Shall coordinate and conduct laboratory analyses of specimens sent to the laboratory for further evaluation.

TRAVEL & OTHER DIRECT COSTS

Travel is anticipated in performance of this SOW. Travel costs are estimated at $6,500 per 12 months before contractor burdens. The identified travel is for the Senior Epidemiologist to travel to Mauritania to coordinate in country study efforts and conduct training activities.

There are Other Direct Costs (ODCs) incidental to performance of this SOW, and are estimated at $44,200 per 12 months before contractor burdens. ODCs include laboratory supplies (pipettes, tips, molecular primers/probes, personal protective equipment (PPE), and virologic culture media), two (2) thermal cycler machines, and shipping.

SEVERABILITY

The work represented in this SOW is non-severable in nature. This means that severance of a resulting contract mid-performance would prohibit delivery of a meaningful conclusive deliverable report to the Government client.

SECURITY CLEARANCE

Performance of this SOW will not need a security classification and will not require a DD254. Contractors will not need a Common Access Card (CAC) for access to a DoD installation or IT network, nor will they need personnel clearance for access to any DoD facility.

NON-PERSONAL SERVICES

The services to be provided herein are non-personal in nature. Personal services are not authorized in performance ofthis SOW.

QUA LITY ASSURANCE

A Quality Assurance Surveillance Plan (QASP) is included as an attachment to this SOW. PERIOD OF PERFORMANCE The estimated period of performance (POP) to accomplish the aforementioned tasks is 12 months from the date of award.

DELIVERABLES

The contractor shall provide monthly technical progress reports documenting the accomplishments and outcome of specimen testing described above. The contractor shall also provide a fmal conclusive technical report documenting the outcome of the study in its entirety, and shall be provided within 60 days of the contract expiration date. The final report does not constitute the fmal monthly report. Deliverables, including invoice submissions, shall be provided via email to the technical point of contact and contract administrator listed below.
