Other information to support a sole source buy:

NMCPAC EAD Unit operates as a user on the Misawa AB LMR system. The Misawa AB LMR system is part of a shared theater-wide Indo-Pacific Partnership Land Mobile Radio (IP2LMR) that supports US DOD installations throughout Japan in their day-to-day Land Mobile Radio (LMR) communication activities. The IP2LMR trunk system (Motorola) requires utilization of same brand (Motorola) components and/or certified third-party products to ensure 100 percent interoperability and functionality of the IP2LMR system.

Requirements for the Misawa AB LMR system apply to the proposed APX6000 radios being requested by the NMCPAC EAD Unit. The portable equipment must have JF 12 certification as Host Nation approval. The APX6000 radios have been verified to have both Japan host nation approval and JF 12. The radios are to be used on the network with Advanced Encryption Standard (AES) Digital Encryption for transmission of For Official Use Only (FOUO) and Personal Identifiable Information (PII) as required by AFI33-590.

The radios must have the ability to secure data messages from applications internal and external to the portable radios using NIST certified FIPS 140-2 Level 3 validated encryption. NMC Misawa’s current system, XTS 5000R is not compatible with Misawa AB

IP2LMR.

Misawa AB requires an OTAP feature that does not require the additional purchase of separate management infrastructure requiring different management terminals, databases, and introduce new fleet management procedures or additional cost to the Government to operate on the Motorola Trunk system. If an interface to the Master site hardware servers is required to function, this hardware must have been scanned per DOD policy 8500.2, or other IA requirements, that would enable a system with this 3rd party component, to get an Authority to Operate (ATO). The OTAP feature MUST NOT introduce inefficiencies and cause greater manpower burden on the government.
