PRnumber: TBD
ProjectTaskNumber: Smart Ship Low Fidelity Trainer
EstimatedAmount: 40538.07000000
Description: This is for a collection of hardware devices and peripherals that include an Intel NUC mini PC, Netgear switches, and StarTech HDMI over IP transmitter and receivers for building a low-fidelity gauge trainer in 11 of the ships (barracks) at RTC Great Lakes. The mini PC will host software from the quarterdeck office of each ship to be repeated via the StarTech transmitter across a disconnected network to the Netgear switches on each deck, then through the StarTech receivers to a monitor in each of the 12 predetermined compartments. Please see attached Statement of Work (SOW) for the full list of hardware items (brand name only items are in bold font).
UniqueCharacteristics: The specific brands of items requested were tested in-lab with satisfactory results. Any deviation from this list will require additional time for testing and evaluation which will delay project delivery and add cost. Substitution of any device other than those tested will introduce significant risk. The TechRAT team has developed this system from a prototype using these brand name items and can now deploy a full production system with full confidence that it will operate as as intended. Further, the software is being designed to work with this exact configuration.
Explain: The required models in the attachment are commercial items available from multiple vendors. The purpose of this J&A is to document the rationale for limiting the procurement to the specific brand name and model numbers. Consideration of any alternatives, even if available, would require an unacceptable cost to the government for design, engineering and testing rework with any different hardware suite. Due to this, when combined with the fact that this order is in conjunction with products that are already in the works and conformity is necessary, FAR 6.302-1(c)(1)(ii) is deemed applicable for brand name items.
StatementOfActions: No actions can be identified at this time. Market Research was conducted which indicated that limiting consideration to vendors of the items on the attached list would result in the best value for this one time procurement. The particular name brand and model requirements are based on existing functional and appropriate hardware used in the lab. Future procurement of these components may result in different conclusions depending on the combination of requirements and market availability at that time.
