MEMORANDUM
From: LT Richard Morgan, NEDU To: Dr. Luis R. Gely, NSWC PCD Code 024 Via: CAPT Jay Sourbeer, Dept Head NEDU, 02
Subj: SOLE SOURCE JUSTIFICATION TO ACQUIRE: WATERPROOF DRYSUIT
W/D-1 ARTIC PACKAGE, US NAVY MODEL (QUOTATION #35877;
LIGHTHOUSE DIVING CENTER)
1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”
This is a sole source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Division Code 02).
2. Nature and/or description of the action being approved.
This action will award a firm fixed price purchase order to acquire 10 Waterproof Drysuits w/D-1 Artic Package, US Navy Model from Lighthouse Diving Center, 5421 196th St SW, #6, Lynnwood, WA, 98036 (CAGE Code 0U6V2), which will support manned experimental diving at the Navy Experimental Diving Unit for various diving protocols which in turn support fleet diving safety and readiness.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).
The contract effort is to acquire the following:
Item Model Number Quantity
D-1 Artic PKG WP-D1M 10
The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. The estimated value of this effort is approximately (quote of $45,210.00 + estimated $1000 shipping) $46,210.00. All equipment will be delivered no later than forty (40) days after award of the order. The contract action will be funded with 2017 Biomedical Research Department U.S. Special Operations Command (SOCOM) funds.
4. Identification of the justification rationale (see FAR 6.302-2 - Unusual and Compelling Urgency and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
Requirements The US Navy Model Waterproof Drysuits w/D-1 Artic Package will be used for long exposure cold water diving experiments at NEDU in conjunction with several different pieces of diving equipment that NEDU has been tasked to conduct cold water testing on.
To function with these pieces of diving equipment, insertion of additional pressurization ports and relocation of existing pressurization and urination ports in the standard Waterproof Drysuit model, as well as enlargement of the suit outer layer to accommodate these modifications, is required. All of these modified ports are in unique positions and due to the mesh internal undergarment; the drysuit must be re-built around these ports. Additionally, the rigid boots of the drysuit must be converted to softer “socks” so divers can wear rubber soled shoes designed to meet operational requirements for these dives. These modifications convert the standard model to the “US Navy Model”. This cost is included in the estimate.
Furthermore, proper drysuit function requires a very specific fit, so each drysuit will be custom fit to the divers used in these experiments. A representative from the vendor will take measurements of each diver prior to their arrival at NEDU to ensure proper fit and function. The SRDD dive team that will support these experimental dives is located in Silverdale, WA, which requires the acquisition of drysuits from a vendor in the Seattle area. Importantly, the Waterproof Drysuit w/D-1 Artic Package is the preferred suit for use in long exposure cold water diving operations, as it is the only constant volume drysuit currently on the market. This technology utilizes a patented 3-D mesh inner lining to keep the cold outer layer of the suit away from the divers’ body and maintain a constant volume regardless of depth. This ensures superior insulation even in deep, cold water as well as consistent depth control, making the diver safer while also improving endurance and maneuverability.
Sole source rationale The divers participating in this experimental mission taking place in Panama City, Florida, are stationed in Washington State. The experimental diving mission it is scheduled for March 2017. The divers must be measured and fitted prior to the suits being ordered. Moreover, the suits shall be delivered to Panama City, Florida to allow the divers to have the suit at the time of the experiment. The Lighthouse Diving Center is located in the Seattle area which is accessible to SRDD divers located in Washington.
This will enable all divers participating in the planned experimental dives to be measured and fitted for drysuits prior to travel and arrival at NEDU. Awarding to any other authorized vendor would require the divers to travel for fitting and measuring to a location only known after award, and can jeopardize the mission’s schedule if the items are not delivered prior to the mission. Moreover, this will cause additional costs and the government does not expect to obtain significant savings through competition. As such, based on this unusual and compelling urgency it is in the government’s best interest to sole source to Lighthouse Diving Center, Inc. as they are an approved reseller of the suit and able to provide the required modifications.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
No additional market research was conducted because section 4 of this document dictates proprietary modular console design.
7. Any other facts supporting the justification.
Refer to paragraph 4.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, only the Waterproof Drysuit w/D-1 Artic Package, US Navy Model can meet all stated requirements.
