JUSTIFICATION FOR AN
EXCEPTION TO FAIR OPPORTUNITY
1. Contracting Activity.
Naval Air Warfare Center Aircraft Division (NAWC-AD) Patuxent River, MD
2. Description of the Action Being Approved.
This Justification for Exception to Fair Opportunity (JEFO) authorizes the issuance a direct task order (TO) on the Combat Air Forces Contracted Air Support (CAF CAS) Multiple-Award Indefinite Delivery, Indefinite Quantity (MA/IDIQ) contract number FA4890-20-D-0006 to Tactical Air Support, Inc, (TAS), for Contracted Adversary Fighter Services.
3. Description of Supplies/Services Required to Meet the Agency’s Needs (including the estimated value).
This task order will provide contractor owned and operated aircraft to fulfill the critical requirements for Contracted Adversary Fighter Services in support of DON fighter squadrons and aircrew. Primary location will be NAS Fallon, Nevada in support of the Naval Aviation Warfighting Development Center (NAWDC), but may include other sites in the Continental United States (CONUS). Customers under this contract will include other Department of Defense (DOD) agencies and services. The Contractor’s responsibilities will consist of providing, operating, and maintaining tactically-relevant fighter jets for air-to-air tracking, targeting, tactical intercept, offensive/defensive counter-air, and air interdiction operations to include associated equipment systems that interface with various platforms and ground force personnel. Contractor sorties will integrate as part of the overall Adversary and Opposition forces in support of adversary air requirements. Contractor aircraft will simulate non-western threat aircraft capabilities in an air-to-air environment. Tactical profiles may include Beyond Visual Range (BVR) engagements, dissimilar air combat maneuvers, offensive & defensive within visual range maneuvers, multi-ship tactics and merges, and flight from 100 feet (ft.)
Above Ground Level (AGL) to 44,000 ft. Mean Sea Level (MSL).
This task order will provide up to a 9-month Period of Performance (PoP), including a 3-month base period (18 May 2023 through 17 August 2023) with provisions for three (3) option periods of two (2) months each (ending 17 February 2024) while a competitive follow-on task order award is made by NAVAIR and the required capability standup period is completed.
The total estimated value of this contract action is and is anticipated to be funded with FY 23-24 O&M, N funding.
