NR-1 Land-haul Services Solicitation Number: N4523A19R1310 Hanford Site Visit Questions and Answers Date of visit: March 26, 2019

Are any permits required for land-haul operations?

The land-haul contractor must obtain an oversize/overweight permit from the Hanford Support Manager per SOW paragraph 4.10.1 and a Hot Work Permit per SOW paragraph 4.12.1. There is a height restriction of 45 feet 6 inches per SOW paragraph 4.9.6. Permits for barge slip maintenance have been obtained by PSNS & IMF for the Port of Benton as described in SOW paragraph 4.4.4.a. Any barge slip or barge slip area maintenance must comply with the provisions of those permits per SOW paragraph 4.4.4.a and 4.10.3.a.

Will PSNS & IMF provide sites to fill up water trucks for dust suppression?

Yes, per SOW paragraph 4.10.3.c.

Must the land-haul contractor supply dust suppression for the entire route?

Yes, the land-haul contractor must supply dust suppression for the entire haul route, both when transporting the package per SOW paragraph 4.10.3.b and when removing the transporter from Trench 94 per SOW paragraph 4.12.11.

Are there restricted/specified forms of dust suppression?

Water is the assumed method per SOW paragraph 4.10.3.b and is authorized by DOE for use on the Hanford site.

Must the land-haul contractor supply ballast pumps?

Yes, per SOW paragraph 4.5.19.

How far is the barge docked from the slip headwall for purposes of understanding how far the transition ramp must span between the sill cap and the barge?

The barge will be docked with the wood bumpers on the barge skegs against the slip headwall sill cap. With the wood skeg bumpers solid against the headwall sill cap, and assuming no wood crush, the top of the barge stern after ballasting will be no more than 31/2 inches from the headwall.

Must the land-haul contractor supply anchors for mooring lines, or is there government furnished equipment to be used or a specified mooring line tie-off configuration?

The method of mooring line anchorage is at the discretion of the land-haul contractor. The land-haul contractor must coordinate with the tow contractor and provide docking arrangement drawings per SOW paragraph 4.5.3.

Are barge drawings available?

Overall barge dimensions are shown in SOW paragraph 1.5. Barge tank arrangement is shown in attachment 2.8. The strengthened barge deck area is shown in attachment 2.9. Further specific information about the barge can be requested.

Can the transporter be fully demobilized from Trench 94 or must it first be removed from the Hanford site?

The contractor may choose where to demobilize the transporter. SOW paragraph 4.12.7 permits the transporter to be at least partially disassembled for the purposes of removing it from underneath the NR-1 package final location. The area at the top of the Trench 94 access road at the corner of Canton Ave and 12th St is also available for demobilization of the contractor’s equipment. Work in Trench 94 or at the top of the trench will require Hanford oversight.

Would PSNS & IMF consider using steel foundation blocks as opposed to concrete blocks if it could be done for a reduced cost?

No. The decision to use concrete blocks has been approved through an extensive review process and will not be re-evaluated with an alternate approach. The contractor shall use concrete blocks as discussed in SOW paragraph 4.12.3 and as specified in SOW attachment 2.15.
