JUSTIFICATION FOR URGENCY (SIMPLIFIED ACQUISITIONS $10,000 to $150,000) Ref: FAR 13.106 and NA VSUP 4200.850 Chapter 5 Paragraph 2.b.(2)(b)

The service or material listed on (Document number) 900<t/- VS-3 f is urgent and advertising requirements are precluded for reasons indicated below. If the service/material is not received by the Required Delivery Date (ROD), specific damages to the Navy will result.

In the spaces above, provide the name of all known suppliers of the required product, preferably a minimum of three manufacturers. (Although the purchasing office maintains a list of sources, it is best to provide sources you know meet your requirements so that valuable time is not wasted in soliciting and evaluating offers from companies who can't meet your needs.

Attach a copy of any market research conducted on potential offerors.)

2. Brief descriptive narrative of service or material required:

4. Describe the resulting damages if the above required delivery date is not met. Explain why the service/material is needed and what will happen if it's not received by the RDD. (As necessary, describe the impact on overhaul/availability schedules, impact to base support, personnel safety issues, potential environmental damages, etc.) The impact should be expressed as the daily cost (labor, material, etc.) to the government for each day of delay beyond the RDD.

Delay in obtaining the material past the RDD will result in a day-for-day slip of packaging the material and shipment to the work site Delay in receiving the material at the worksite will result in a delay to shipboard work. Shipboard work cannot commence until this item is received. Because there is no other work scheduled on the ship, any delay of work will result in delaying the ship's return to service.

5. Lack of prior planning does not support urgency. Please provide a time-line beginning on the date the need was first identified and ending on the date the requisition was submitted to the Purchase Branch. Why is the claimed "urgency" not the result ofa lack of advanced planning?

All tooling required for this work is currently being identified, ordered and manufactured. Once the shielded drum is received, it will be packaged and shipped to the work site and work will commence shipboard.

Timeline:

The need for this shielded drum was identified on 7/5/2018.

The NML to procure the shielding was sent to on 7/20/2018.

to fabricate drum internals was issued 8/28/18.

Note: PSNS was tasked to order long lead material but was not officially tasked to perform work shipboard. The lack of official tasking prevented priority to immediately fabricate the shielded drum internals.

6. Only our minimum current requirements can be purchased under conditions of urgency. What is the minimum quantity that must be obtained by the ROD? Why an't some of the tota l required quantity be procured under urgency whi le procuring the remaining it m !services through the normal procurement process?

The amount of shielding requested will fulfil the minimum requirement for shipboard execution requirements .
