SPECIFICATIONS
Effective Dates for Specifications and Standards
Unless otherwise specified, the revision level and date for each specification or standard cited within this solicitation/contract (including any specifications or standards cited in any drawing, handbook, or referenced specification or standard contained within this solicitation/contract) shall be the latest revision in the ASSIST database on the Internet at https://assistca.dla.mil/ as of DATE OF SOLICITATION.
Standard Warranty
The Contractor shall extend to the Government the full coverage of any standard warranty normally offered in a similar sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard warranty does not waive the Government’s rights under any “Inspection” clause that may be in the contract nor does it limit the Government’s rights with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard warranty. The standard warranty period shall begin upon final acceptance of the applicable material and/or services listed in the Schedule.
The Contractor shall provide a copy of its standard warranty (if applicable) with its offer. The warranty covers a period of ______________ months (offeror is to insert number).
C500 Mercury Control
Mercury or mercury containing compounds shall not be intentionally added or come in direct contact with hardware or supplies furnished under this contract.
G505 Vendor Disposition of Nonconforming Material
Material not in compliance with all contract requirements shall be deemed as nonconforming. Nonconforming material shall either be scrapped and remade to meet all contract requirements, reworked/repaired to meet all requirements, or the vendor may submit a request to the shipyard to allow the nonconforming material be tendered for acceptance. A request for authority to submit nonconforming material shall include a complete description of the nonconformance and an assessment of the impact of the nonconformance on the technical adequacy of the material.
In no instance shall nonconforming material be tendered to the shipyard for acceptance without specific shipyard approval.
https://assistca.dla.mil/
C528 Specification Changes No changes to specifications or other contract technical requirements are allowed without Contracting Officer approval.
E2 Inspection and Acceptance (at destination) Inspection and acceptance of the supplies or services to be furnished hereunder shall be made at destination by the receiving activity. Receiving activity shall execute acceptance certificate on the applicable inspection and receiving report form (DD Form 1155, Standard Form 44, DD form 250 or WAWF) and the executed payment copy shall be forwarded to the paying office within four (4) workdays thereafter.
S4 Security Requirements During the performance of this contract, Unclassified Naval Nuclear Propulsion Information (U-NNPI) may be developed or utilized. Documents provided that contain this sensitive information are considered NOFORN (not releasable to foreign nationals) and will have the word NOFORN on each page. Appropriate safeguards must be proposed by the contractor and approved by the Contracting Officer for the safeguarding from actual, potential or inadvertent release by the contractor, or any subcontractor, of any U-NNPI in any form. Such safeguards shall ensure that only governmental and contractor parties, including subcontractors that have an established need to know to have access in order to perform work under this contract, and are not foreign nationals (including immigrant aliens), will have such access and then only under conditions which assure that the information is properly protected.
A foreign national or immigrant alien is defined as a person not a United States citizen or a United States national.
United States citizens representing a foreign government, foreign private interests or other foreign nationals, are considered to be a foreign national for industrial security purposes and the purpose of this restriction. In addition, any and all issue or release of such information beyond such necessary parties, whether or not ordered through an administrative or judicial tribunal, shall be brought to the attention of the Contracting Officer for his/her prior review and concurrence.
The Contracting Officer shall be immediately notified of any litigation, subpoenas, or requests which either seek or may result in the release of U-NNPI information.
In the event that a court or administrative order makes immediate review by the Contracting Officer impractical, the contractor agrees to take all necessary steps to notify the court or such administrative body of the Navy's interest in controlling the release of such information through review and concurrence in any release.
The Contracting Agency reserves the right to audit contractor facilities for compliance with the above restrictions.
Exceptions to these requirements may only be obtained with prior approval from the Commander, Naval Sea
Systems Command (08B)

Offerors must comply with the detailed instructions in this solicitation for the format and content of the quotes.
Quotes that do not comply may be considered unacceptable and may render the Offeror ineligible for award.
All questions related to the solicitation must be submitted via email to scott.kearsley@navy.mil no later than
4:00 pm PST 25 January 2018. Questions submitted after this deadline may not be guaranteed a response.
The proposal to be submitted shall be in Word 2003 or later format and must be compatible with Adobe.pdf or
Microsoft Office (i.e. Word, Excel) and prepared to the equivalent standard of 8 1/2" X 11" paper, single-spaced, with no less than a one inch margin on all sides. Except as otherwise noted, the type to be used in text shall be no smaller than Times New Roman size ten font. Section or other headings may be any larger font. Any type of foldout mailto:Scott.kearsley@navy.mil mailto:Scott.kearsley@navy.mil mailto:scott.kearsley@navy.mil or other graphics, tables, and associated captions may not be smaller than Times New Roman size ten font even as reduced. In the event photo reduction is used for tables, charts and drawings, their presentation must be clear and legible. No pictures or hyperlinks are allowed.
All pages shall be numbered. A table of contents identifying the major sections of the total proposal and showing location by page references shall be included. This table will not be charged against the total page count as discussed later in this solicitation. Also, an index that cross references the requirements of the solicitation by paragraph/section to the Offeror's response by page/paragraph/section shall be included. This cross-reference index will not be charged against the total page count, nor will it be subject to formal evaluation procedures.
The proposal shall not contain classified information. The company name of the Offeror shall appear at the top of each page. The words “Source Selection Information - See FAR 3.104” shall appear at the bottom of each page.
The Offeror must state explicitly whether or not any exceptions are taken to the terms and conditions of the solicitation. If so, the Offeror should list, and provide its rationale, for any such exception. Any comments or exceptions to the specifications, terms and/or conditions must be addressed in this section and may form the basis for an Offeror to be considered ineligible for award. Alternate quotes are not authorized and will be rejected.
Each initial offer should contain the Offeror's best terms from a price and technical standpoint. It is the Offeror’s responsibility to ensure that there are no discrepancies presented within the information contained in its offer.
Potential Offerors are hereby notified that in the event there are discrepancies within the information received by the
Government, or in comparison to Government information provided in the solicitation, the Government reserves the right to apply its judgment to resolve such discrepancies during the evaluation of the quotes without conducting discussions.
Offerors are advised to submit quotes that are complete and clear in all respects without a need for additional explanation or information. Offerors are cautioned against general, vague, or insubstantial statements that prevent or render difficult the concise evaluation of the proposal. The proposal must be sufficient and complete to demonstrate how the Offeror proposes to comply with the contract requirements. Brochuremanship is not desired;
clarity and completeness are essential. Offerors are cautioned against re-stating the Request for Quote (RFQ) requirements in its proposal, particularly with regard to technical requirements and must state how all of the Request for Quote (RFQ) requirements will be met. Statements such as “the Offeror understands” and “the Offeror shall/can comply,” along with responses that paraphrase the RFQ, are inadequate. The use of phrases such as “standard practices” (with a specific Government reference or industry reference) does not indicate that an Offeror understands the requirements and will likely result in a diminished evaluation rating (i.e. unacceptable). Data, even though previously submitted, or presumed to be known (i.e., previous projects performed for the Government), must be submitted with the Offeror’s proposal in order to ensure that it will be considered as part of the Offeror's proposal.
Although the Government reserves the right to use data in its possession and from other sources, Offerors cannot assume other data will be considered.
