Ship/Activity COMPACFLT PNW Berthing and Messing Program

Title Fire Suppression Systems Maintenance, Paint Lockers certification and CO2 bottles certification/repair

Place of Performance YRBM(L)- 30, YRBM(L)- 31, YRB-32, YRBM-33, YRB-34, YRBM-50, YRB-97, APL-4 and APL-62 inside PSNS/IMF Bremerton, WA and per CPF PNW rep instructions

Period of Performance November 22, 2017 – November 21, 2018

1. BACKGROUND:

The Fleet Industrial Supply Center Puget Sound and the Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS/IMF)

In support of COMPACFLT B/M Program requires testing, cleaning, inspection and emergency repair of the Suppression Systems on board COMPACFLT PNW B/M berthing barges; services include 24/7 emergency calls and repairs.

2. SCOPE: The following work shall be accomplished by the contractor.

- Perform semi-annual/annual inspection of Suppression Systems, annual Gaylord kitchen range hood cleaning and annual Hazmat flammable storage lockers certification/maintenance.

o Suppression System Inspection includes running a test for normal operation and recording discrepancies noted during the testing. COMPACFLT PNW Program Mgr or his rep will approve/schedule any repair works noted during the testing.

- Perform Fire Extinguisher/CO2 bottles repair/certification on all COMPACFLT B/M barges;

- Services also include 24/7 emergency calls and repairs supporting the suppression systems, range hood and Gaylord range hood.

(*) Note: Kitchen range hood cleaning will include all metal surface in the hood plenum, grease filters, duct transition form hood plenum down to the bottom of the duct where the exhaust fan is situated, the exhaust fan and fan blades, the duct plenum, the back flashing walls of the cooking appliance, finishing touch of metal polish application to make SS metal hood plenum inside and outside shiny.

- Post a cleaning certificate on one side of the hood plenum in compliance with NFPA 96 of the fire code with month, date punch, company's name with address and contact phone number; a written service report on the spot will be issued for the service performed indicating the condition of the range hood, duct, exhaust fan, etc.

- Post paint locker certifications.

CLIN 0003, Service – Emergency Calls and Repair Services

This line item covers 24/7 emergency calls/repairs to restore suppressions systems, range hood and Gaylord range hood to normal operations.

Additional requirements CLIN 0001 through 0003

RESPONSE TIME: COMPACFLT B/M Program representative will place the service request (troubleshoot and/or emergency services) via phone.

COMPACFLT B/M Manager or his designate will indicate time required to report on site.

INSPECTION SCHEDULE: COMPACFLT B/M Barge Mgr or his rep will schedule testing/inspection. Contractor is required to contact COMPACFLT B/M Program four (4) weeks prior to scheduled inspection for additional instructions.

SERVICE TICKETS: Contractor to provide service tickets which identifies service performed with labor hours and material/parts (when necessary) after completion of services. The service tickets must be signed by COMPACFLT B/M Program rep upon completion.

INSPECTION REPORT: Provide copy of Fire Suppression Systems Inspection Report and Paint lockers certifications. You may attach the report via e-mail or mail to COMPACFLT B/M Program, YRB-32 NAVSUP FLC PS, 467 W St, Bremerton, WA 98314. Attn: Barge Maintenance Mgr.

REPAIR AND PARTS REPLACEMENT: COMPACFLT B/M will purchase and provide parts and associated material to the contractor to restore Suppression System normal operation. Contractor shall identify required repair parts and associated materials to COMPACFLT B/M as soon as possible after arrival for services/calls. Reminder: No emergency repairs or replacement of parts will be executed unless approved by COMPACFLT B/M Program Mgr or his representative.

CALL-OUT PROCEDURES: Contractor must be able to provide reliable after hours, weekends and holidays telephone/cell numbers in case of emergencies.

NOTE: Contractors shall reference the attachment 2, Contractor Badging and Access Instructions, to enter base community areas as applicable.

CLIN 0005 Service- Contract Manpower Reporting Application (CMRA)

The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:

(1) W, Lease/Rental of Equipment;

(2) X, Lease/Rental of Facilities;

(3) Y, Construction of Structures and Facilities;

(4) D, Automatic Data Processing and Telecommunications, IT and Telecom- Telecommunications Transmission (D304) and Internet (D322)

ONLY;

(5) S, Utilities ONLY;

(6) V, Freight and Shipping ONLY.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.

3. DELIVERABLE ITEMS:

a. Contractor will provide service tickets identifying services performed and total labor hours provided.

b. Contractor will provide copy of Inspection Report and Paint Lockers certifications either by mail or as an attachment to e-mails. E-mail report to Gov't Surveillance Officer (daniel.l.maryfield@navy.mil)

4. CONTRACTOR FURNISHED MATERIAL:

Provide an estimated list of materials, part numbers, quantities and prices for items requiring replacements.

5. GOVERNMENT-FURNISHED PROPERTY:

Not applicable

6. QUALITY ASSURANCE REQUIREMENTS:

COMPACFLT PNW B/M Program Manager or his designated representative is responsible for the quality of services provided.

7. SECURITY: COMPACFLT B/M shall determine if a DD254 is required prior to first inspection in accordance with attachment 2, Contractor Badging and Access Instructions, and coordinate with contractor for completion of necessary paperwork.

8. TRAVEL REQUIREMENTS:

Service is required inside PSNS/IMF Bremerton, WA onboard COMPACFLT PNW B/M berthing barges.

10. OTHER CONSIDERATIONS:

10.1 Estimated Work Hours

Inspections and testing are scheduled for accomplishment between the hours of 8:00AM and 4:00PM, Monday through Friday; emergency repairs will be done on a call basis 24/7 if deemed necessary.

10.2 All Technical Clarifications will be coordinated through the Government Surveillance Officer.
