C.1 GENERAL DESCRIPTION
C.1.1 The intent of this specification is to procure four (4) identical new mobile cranes to fulfill the lifting and handling requirements specified herein.

C.3 CRANE REQUIREMENTS
C.3.1 Specific Lift Requirements
The crane shall have the capability to perform all lifts specified in this section.
C.3.1.1 General Lifts: The crane shall have the capability of supporting the following lifts for the entire
360 degree operating area:
(a) 6,450 lbs at 60 ft radius (minimum) with a 30 ft maximum boom tip height
(b) 26,900 lbs at 40 ft radius
(c) 41,500 lbs at 30 ft radius
(d) 17,800 lbs at 40 ft radius and a 115 ft boom length (minimum)
(e) 10,350 lbs at 70 ft radius and a 115 ft boom length (minimum)
C.3.1.2 Special Lift: The list below outlines the requirements for a specific lift that the cranes shall be able to perform. Refer to Enclosure (1) for a sketch of the lift.
(a) Size of load (saddle of hook to bottom of load, including rigging gear): H14ft x W7.5ft x L7.5ft
(b) Minimum gross capacity needed at 20-30ft radius is 33,000 lbs.
(c) Reach required below ground level: 20ft
(d) Overhead height restriction is 25ft; therefore, the highest point of crane when in lifting configuration will need to be under 25ft (special devices may be used in order to achieve overhead height clearance; if needed, a total of two (2) such devices shall be provided)

C.3.2 Required Crane Features
C.3.2.1 The following are required features in order for the mobile cranes to meet the lifting needs of the activity.
(a) Hydraulic telescoping boom length ≥130 feet
(b) 360° operation
(c) Four outriggers (cranes requiring a fifth stabilizing outrigger are not allowed)
(d) All wheel steering, including the capability to crab steer
(e) Axle loading that does not exceed 32,000 lbs (in the traveling configuration)
(f) Rear bumper to boom tip length (when stowed for travel) ≤40 ft.
(g) Boom stowage location (for travelling) not obstructing the operator’s view
(h) Outrigger spacing (center to center) must be 20 ft ±1ft when fully extended
(i) Maximum allowable outrigger load in any configuration that does not exceed 115,000 lbs
(j) Basic and optional counterweights to create all counterweight configurations
(k) Load moment indicator
(l) Anti-two block device (upper limit)
(m) Drum wrap limit (lower limit)
(n) Auxiliary hoist and sheave to have two (2) hooks reeved at once
(o) Swing-away jib:
1. A fixed length swing-away jib, approximately 30 ft long, shall be provided with two (2) of the cranes
2. A variable length swing-away jib, with approximately 30 ft – 50 ft length range, shall be provided with two (2) of the cranes, if available. If not available, all four (4) cranes shall be provided with a fixed length swing-away jib, approximately 30 ft long.
(p) Widest tires available
(q) Hook blocks:
1. Main hook block shall be the smallest hook block with a 100,000 lb. capacity
2. Headache ball and hook for single line operation with appropriate overhaul weight
(r) Heat and air conditioning inside operator’s cab suitable for an outdoor temperature range 20° to
100°F
(s) Outrigger load chart and/or provide software to calculate outrigger loading for every load combination
(t) All four (4) cranes shall be able to drive on Washington State roads per the requirements of
Enclosure (2). If a boom dolly is required to meet the requirements of Enclosure (2), the cranes shall be configured and come with all features/components necessary to use a boom dolly. If a boom dolly is not required then the cranes are not required to be configured for boom dolly use.
(u) Free-fall mode is not allowed

C.3.3 Desired Crane Features
C.3.3.1 The following are features/capabilities that are desired for the mobiles crane to best fit the lifting needs of the activity. The intent is not to specify a customized crane but to indicate the preferred features from a manufacturer’s standard options.
(a) Three axles
(b) Wind speed indicator with a read-out in the operator’s cab
(c) Cribbing storage location onboard carrier
(d) Camera to allow the operator to monitor spooling on the hoist drums
(e) Outrigger load monitoring capability
(f) Pick points to safely lift each crane and the OEM’s lifting plan for picking each crane
(g) Diagnostic tools and software required to troubleshoot and perform maintenance, if available
C.3.4 Optional Crane Features
C.3.4.1 Provide a price for the option listed below.
(a) Provide one (1) boom dolly for all four (4) cranes if a boom dolly is required per section
C.3.2.1 (t). (Reference CLIN 0002)
C.3.5 Additional Requirements
C.3.5.1 Crane Condition: The cranes shall be brand new.
C.3.5.2 Language: All documentation, training, and certificates shall be provided in English.
C.3.5.3 Hook Requirements:
(a) The hooks and hook nuts shall not be painted.
(b) Each hook shall have a safety latch.
C.3.5.4 Wire Rope Certification: Wire rope manufacturer’s certification indicating the nominal wire rope meets the published breaking strength and actual breaking strength of a sample from the reel.
C.3.5.5 Control and Data Information Requirements:
(a) All crane systems that use wireless communication (e.g. WiFi or Bluetooth) require additional
Government approvals. The vendor shall provide all the information necessary to fill out
Enclosure (3) and submit it to the Government prior to bringing the crane on-site (only required if there is wireless communication).

C.3.5.6 Safety: Each piece of equipment installed on the cranes shall comply with all applicable
Occupational Safety and Health (OSHA) requirements as well as the requirements in
ASME B30.5 Mobile and Locomotive Cranes (or equivalent European/ISO standard).

C.3.5.7 Hazardous Materials:
(a) The cranes shall contain no asbestos, lead paint, Polychlorinated Biphenyl’s (PCBs) or elemental mercury.
(b) The vendor shall provide Safety Data Sheets for all lubricants used in the cranes and the locations where the lubricants are used. This information can be provided in the OEM maintenance manual, only if the lubricants in the manual match exactly what is provided in the cranes.
C.3.5.8 Crane Delivery:
(a) Once the cranes arrive at PSNS the Government will perform an inspection on each crane. As part of the inspection, the vendor shall demonstrate all crane functions and lift a load that creates the maximum line pull, on each crane. The Government inspectors will observe the cranes before, during, and after the vendor operation.
(b) The Government inspection shall be scheduled for a maximum of two (2) working days per crane.
(c) Test weights, rigging gear, and rigging services will be provided by the Government.
(d) The cranes are the vendor’s responsibility until the Government accepts them.
C.3.5.9 Training:
(a) All training shall be provided to U.S. Government personnel at PSNS, after accepting the cranes.
(b) Two (2) 8 hour sessions (minimum) of operator training shall be provided for up to 5 people.
(c) Two (2) 8 hour sessions (minimum) of maintenance, inspection and testing training shall be provided for up to 12 people.
C.3.5.10 Technical Publications:
(a) Two (2) hard-copy sets of the operator manuals and two (2) hard-copy sets of the maintenance manuals and part’s catalog shall be provided, per crane, when the cranes are delivered. One (1) additional electronic (PDF) copy of the operations and maintenance manual is desired, if available.
(b) Two (2) hard-copy gross load charts (if not provided in the above manuals) shall be provided, per crane, when the cranes are delivered.
C.3.5.11 Technical Assistance: The vendor shall have a maintenance representative in the United States.
They shall also provide a point of contact for technical issues and parts support.
C.4 PSNS & IMF BREMERTON SITE SPECIFIC REQUIREMENTS
C.4.1 This section identifies all on-site requirements for access, security, safety, and environmental related items. These requirements shall be met in order to access and work at PSNS. Refer to Enclosure (4).
