52.212-2 -- Evaluation -- Commercial Items (Oct 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) TECHNICAL CAPABILITY - Documentation to support the ability of the lifting attachment points on all forklifts shall meet the following requirements:
1.1.1 Lifting attachment points shall have an identified Working Load Limit (WLL) marked at each point. Alternatively, the lifting attachment point’s WLL shown in operations manual, or clearly identified in writing on OEM letter head, would be acceptable.
1.1.2 All lifting attachment points shall be clearly above the vertical center of gravity and symmetric about the vehicle(s) fore and aft centerline.
1.1.3 Lifting attachment points shall accept common rigging shackles.
1.1.4 Lifting gear shall only contact the vehicle at the lifting points. It is unacceptable to remove vehicle components to accommodate lifting gear.
1.1.5 Use of spreader beams, other special lifting gear or unusually complex lifting arrangements are not allowed unless evaluated and approved by PSNS & IMF Lifting & Handling Department (Department 700 Code 740).
1.1.6 Vehicle component assembly lift points, used during equipment fabrication, shall not be used for lifting the entire assembled vehicle unless specifically identified in the OEM operations manual.
1.1.7 Vehicle tow point, hitch, or draw bar shall not be used as a lifting attachment.
1.1.8 Ensure retrofitted, repaired, or modified lifting accessories on provided vehicle(s) comply with reference 2.2. Additionally, size attachment points based on either pair of diagonally opposed legs of a four-point lifting assembly carrying the entire load for worst-case scenario of load distribution with respect to center of gravity.
1.1.8.1 Size lifting attachments for three-point lifts such that any two points carry the entire load based on worst-case scenario load distribution with respect to center of gravity.
1.1.9 Ensure the working load limit of each lifting attachment point is not exceeded by for sling angle tension when lifted. Minimum sling angle with respect to horizontal shall be 60°.
1.1.9.1 Orientation of lifting attachment points shall be such that when loaded, the direction of force applied to each sling shall be aligned with the plane of the padeye or lug within ±5°.
(ii) ABILITY TO MEET THE GOVERNMENT'S REQUIRED NEED DATE WITH ALL FORKLIFTS.
(iii) PRICE The Government intends to make award on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for Factor (i) and Factor (ii), the non-price factors. (The Government will not, however, provide additional credit for those proposals that may exceed the standards.) The technical capability to provide forklift services meeting the specifications (Factor i) and the ability to meet the delivery date (Factor ii) are equal to price (Factor iii). Offerors proposals will be evaluated under Factor (i) above, which represents the minimum acceptable criteria. Under this factor, the Government will rate the quote as either acceptable or unacceptable. Failure to meet the minimum criteria for this factor will render the entire quote unacceptable and the quote may not be considered for award. See paragraph (b) below. Only those Offers which meet the minimum requirements required by Factor (i) will be further evaluated under Factor (ii), Meet the Period of Performance. Failure to meet the minimum criteria for this factor will render the entire quote unacceptable and the quote may not be considered for award. See paragraph (c) below. For those proposals that are rated acceptable on Factor (i) and Factor (ii), the Government will then evaluate Factor (iii), Price. Award will be made on the lowest evaluated total price. See paragraph (b-d) below.
All moving services must be proposed. No partial quotes shall be accepted.
(b) Technical Capability, Factor (i), will be assessed by evaluating the vendor's provided documentation. Specifically, the vendor shall provide existing information regarding the 3-ton forklift's ability to be lifted by a crane with pad eyes attached to it or something similar.
Rating Description Acceptable License does clearly meet the minimum requirements above.
Unacceptable License does not clearly meet the minimum requirements above.
(c) Ability to Meet the need date, Factor (ii), is clearly defined on the PWS. The ability to meet the required need date shall be demonstrated by the offeror's submission of a signed offer which has not taken exception to the required delivery date.
Rating Description
Acceptable Quote does not take exception to need date with all forklifts.
Unacceptable Quote does take exception to the need date with all forklifts.
(d) Price. All vendors shall provide a breakdown of pricing on the attached 'ELINs for Quote' (ONLY IF YOU HAVE A SEPARATE SPREADSHEET). The total price for all leases including any fees will be evaluated.
(e) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. At the discretion of the Contracting Officer, the Government intends to evaluate quotes and award a contract without discussions with offerors. Each initial offer should, therefore contain the Offeror's best terms from both a price and technical standpoint.
