YD-255 Pony Generator replacement

1. SCOPE

1.1 This Statement of Work (SOW) is to replace the damaged Onan alternator with a new OEM Onan alternator. The total scope of work will include new alternator, operationally tested and calibrated. New electronic boards used to calibrate the automatic voltage regulator. The contractor shall also be responsible to provide Installation manuals, operational Manuals, and Maintenance Manuals in accordance with section 3.2.6 of this SOW.

3. REQUIREMENTS

3.1 Safety and Personnel Protective Equipment (PPE)

3.1.1 Personal Protective Equipment (PPE). The Contractor is responsible for providing all their employees PPE and ensuring they utilize PPE while on NNSY property. All personnel will follow site requirements for wearing PPE at all times while in a posted area. Mandatory PPE includes a hard hat that shall be identified with the name of the respective Contractor, safety glasses with side shields, steel-toed safety shoes, and hearing protection on their person in case it is needed. In addition, all personnel shall wear any additional PPE as appropriate to control hazards of the work being performed (examples: life vests, personal fall arrest systems).

3.1.2 Fall Protection. The Contractor shall provide and utilize proper guarding around every open-sided platform and work surface edge or shall use other means of fall protection to include a fall protection safety harness and lanyard, fall restraint system, safety nets, or other appropriate protection against fall hazards meeting the requirements of 29 CFR 1910, 29 CFR 1915, and 29 CFR 1926.

3.1.3 Non-Hazardous Streets and Pedestrian Walkways. Streets and marked pedestrian walkway/aisles within the CIA do not normally require the use of mandatory PPE. Employees using these areas for passage only are encouraged to use PPE as specified in this chapter, but its use is not mandatory. Due to the dynamic nature of industrial operations in the CIA, hazardous operations may occur intermittently in these exempted areas. Personnel present in these areas, whether equipped with PPE or not, should remain alert at all times for operations which might create a hazard which exposure would be reduced by the proper use of PPE. In these cases, personnel should immediately leave the area of the hazard. Where the hazard cannot be avoided due to the nature of the employee's work assignment, the employee should immediately obtain and use the necessary PPE before returning to the area. This exemption does not apply on piers, dry docks, and in areas around or between dry docks.

3.1.4 Spill Contingency and Control. The Contractor shall notify Fire Division 757-396-3333 immediately upon discovery of any spill discharge, regardless if Contractor generated or by another source. Notification shall identify when spills/discharges are Contractor caused. The Contractor shall cleanup all Contractor-generated spills/discharges. The Contractor shall maintain cleanup capability commensurate with the spill potential of its work operations. A “clean-as-you-go” work methodology for Contractor work shall be used to maintain a level of cleanliness that will not or cause a work environment that may be unsafe.

3.1.5 Restricted items. Contractors are prohibited from bringing onto federal property the following items:

· All forms of alcohol and illegal drugs.

· Shotguns, handguns, machineguns, firearm silencers, ammunition of any type, blasting caps or similar items of explosive material (i.e. fireworks), starter or flare pistols, pellet or BB guns, dynamite, teargas and their dispensing devices, and other similar devices.

· Construction tools that require use of explosive materials are authorized if they are required to perform approved duties. Contractors who require one of the prohibited items listed above may bring the item onto the installation in performance of the contract (i.e., bird control, wild life management, etc.), but only when specified in the contract.

· Any blades in excess of four inches, switch blade knives, underwater spear guns, bows and arrows, crossbows, slingshots and blowguns, throw blade knives, blackjacks, nightsticks, clubs, brass knuckles, tomahawks, swords, bolas, fighting sticks, throwing discs, chains, and other similar items that can be used as a weapon.

· Cameras, camcorders, cell phones with cameras, computers or tablets with cameras, etc.

· Smoking only permitted in designated areas.

3.1.6 Shipyard Contractor Entry. Commander, Navy Installations Command (CNIC), has established the Defense Biometric Identification System, (DBIDS), a standardized process for granting unescorted access privileges to vendors, Contractors, suppliers and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek access to and can provide justification to enter Navy installations and facilities. The Contractor shall obtain and maintain DBIDS access for NNSY for all of its personnel for the duration of this Contract. For the requirements herein, participation in the DBIDS is mandatory. The Government will not be responsible for any cost or lost time associated with obtaining daily passes or added vehicle inspections incurred by non-participants in the DBIDS. The Contractor and sub-Contractors shall obtain and maintain long-term credentials through enrollment, registration, background vetting, screening, issuance of credentials, and electronic validation of credentials. 3.1.7 Security requirements for one day or less entry. Contractors delivering Government purchased items needing access for the sole purpose of delivery of the Government purchased item, and only needing one day or less to complete the delivery, may request a Government escort in lieu of entry requirements in section 3.1.6. The Contractor must notify the Government representatives (via email and/or telephone) listed in section 7.3 for entry and escort requirements to NNSY no earlier than 10 working days prior to NNSY entry. The Government will provide an escort for each day the Contractor is required to be at NNSY.

3.1.8 Contractor Vehicle Entry. All vehicles entering any naval activity are required to obtain a permit in accordance with facility regulations. The vehicle permits can be obtained from the Pass and I.D. Office. Vehicles will be required to have a company logo or identification visible on both sides. All Contractor vehicles and equipment, when not in use, shall be locked or removed from the facility or otherwise disabled or secured preventing unauthorized operation. All Contractor vehicles entering NNSY for Contractor work shall bring the following credentials to the Shipyard Pass and ID Office:

· Current unexpired company vehicle registration

· Current proof of state inspection (if required by the state the vehicle is registered in)

· Current proof of insurance

· Current driver’s license of the Contractor person driving the company vehicle

3.2 Onan Alternator Replacement Work Specifications

3.2.1 Contractor workmanship shall provide a standard of quality consistent with that of OEM specifications. Contractor shall ensure that all personnel assigned to this contract possess suitable professional skills, qualifications, and certifications to accomplish the replacement of the Onan alternator.

3.2.2 The Onan Alternator replacement shall be within all specifications of the OEM and the requirements of this SOW. Contractor shall be responsible for following all OEM specifications using OEM drawings, documents, and service publications during the performance of the Onan Alternator replacement.

3.2.3 All components and parts to be replaced shall be approved OEM parts. Where the OEM has substituted parts or components with a newer model or identification number, a record of superseded model numbers and designations shall be provided to the Government for its records. For OEM components or parts not available, an equivalent component or part shall be provided. Components or parts not sourced through the OEM require submittal of documentation to the Government to include the following:

3.2.4 Manufacturer’s part name and full part number to be listed and Identified.

3.2.5 Confirmation of compatibility to OEM component specifications and/or system design parameters. Location of the component or part on the Onan/Cummings generator set, including reference in the Onan/ Cummings generator set’s parts manual.

3.2.6 Provide updated one (1) set of hard copy OEM manual(s) for engine, radiator, and generator, alternator, and one (1) OEM manual on CD/DVD for engine, radiator, generator, and alternator. The Contractor shall submit pricing for these items with inside there quote.

3.2.7 The replacement of the Onan alternator shall include all work elements necessary to access, and assess the condition of all components of the Onan alternator. All wearing elements shall be assessed for condition and replaced if not within OEM criteria for new machine tolerances of fit, function, and finish. Components subject to environmental degradation (UV sunlight, moisture, corrosion, rust, etc.) shall be replaced, or cleaned and refinished as applicable.

3.2.8 The newly installed alternator is to be dynamometer tested per manufacturer requirements upon completion of the Onan alternator replacement. See section 6.2 for documentation requirements.

3.2.9 The newly Onan alternator shall be load bank tested at Contractor’s facility. Load bank test parameters shall be as follows. See section 6.2 for documentation requirements.

· The load bank test will start test at 25% of total load and held for one hour.

· Next the load bank test will be increased to a load of 50% and held for one hour.

· Next the load bank test will be increased to a load of 75% and held for one hour.

· Next the load bank test will be increased to a load of 95% to 98% and held for one hour.

· The total test duration will be four continuous hours.

3.2.10 Testing will be observed by Government officials. Contractor will notify the Government officials in section 6.3 with a ten working day notice prior to test.

3.3 Work description

3.3.8 Prior to work beginning, the Contractor shall document all settings (operational parameters, menu options, etc.) Engine Control Module and provide a copy of it to the Government.

3.3.9 Upon completion of all work, the Contractor shall document all settings (operational parameters, menu options, etc.) Engine Control Module and provide a copy of it to the Government.

3.4 Parts List.

3.4.1 For parts being provided by the Government which are identified below, the Contractor shall be responsible for providing and procuring all components required for installation.

3.4.2 New Parts

· Onan Alternator.

· Electronic Boards used to calibrate the automatic Voltage regulator.

· Manuals as listed in section 3.2.6 of this SOW.

3.5 Government furnished parts.

3.5.1 Model No. 80DGDA/ Serial No. K91043945 / Spec. 539479G. Onan diesel alternator and Cummings engine set.

4. QUALITY ASSURANCE

4.1 The Government reserves the right to perform quality inspections of the Onan alternator replacement work while being performed, the work process, and the work progress. The Contractor performing the generator replacement work on Onan alternator shall make available their work site for Government personnel to perform visual inspections of the Onan/Cummings generator set components and parts during the disassembly stage, component rebuild stage, and reassembly stage for adherence to OEM, section 3 specifications. Scheduled visits shall be coordinated by Government personnel listed in section 7.3.

5. SCHEDULE

5.1 Within 15 business days after award, the Contractor shall contact the Government representatives in section 7.3 to schedule a loading date for transportation of the entire Onan/Cummings generator set to the Contractor facility. The designated loading area will be disseminated to the awarded Contractor at the time of the loading schedule. Normal Shipyard business hours are 7:30am to 4:00pm Monday through Friday excluding federal holidays.

5.2 Transportation. The Contractor shall be responsible for transporting the entire Onan/Cummings generator set from NNSY to their facility and transportation from their facility back to NNSY. The Contractor shall provide the truck, trailer, driver, escorts, and permits as required. The Contractor shall also provide any hardware to secure the DG Set to the trailer for transportation. The awarded Contractor shall contact the Government personnel listed in section 7.3 to schedule loading of the entire Onan/Cummings generator set. The designated loading area will be disseminated to the awarded Contractor at the time of the loading schedule. The Contractor shall provide any dunnage, braces, brackets, or shipping container for transport of the entire Onan/Cummings generator set. The Government will provide equipment such as a crane or forklift to support loading the entire Onan/Cummings generator set at NNSY. The Contractor is responsible for off-load of the entire Onan/Cummings generator set at their facility. The Government assumes no responsibility for damage to the entire Onan/Cummings generator set during transportation. After overhaul completion of the entire Onan/Cummings generator set, the Government will provide equipment such as a crane or forklift to support off-loading the entire Onan/Cummings generator set at NNSY.

Onan/Cummings generator set Transportation Data: Approximate weight: 10,472 pounds [4750 kg] wet; 10,031 pounds [4550 kg] dry.

6. WARRANTY

6.1 Warranty Requirements.

6.1.1 The Contractor shall supply a one-year warranty for all parts and labor of the Onan alternator only.

7. NOTES

7.1 Delivery

7.1.1 The Period of Performance (POP) for this work shall be within thirty-one (31) calendar days after receipt of the Onan/Cummings generator set, the Contractor shall deliver the entire Onan/Cummings generator set, tested and ready for installation to:

7.2 The Contractor shall provide to the Government:

7.2.1 Certified documentation of the Onan/Cummings generator dyno report.

7.2.2 Certified documentation of the Onan/Cummings generator engine load bank test. The DG Set will be tested as a unit.

7.2.3 Service bulletins used to assist in the overhaul, reassembly, and recalibration of components.

7.2.3 Prior to work beginning, all settings (operational parameters, menu options, etc.) that are stored on or within the current Cummings Engine be recorded and turned over to the personal listed in section 7.3.
