About this file

This is a solicitation for assessment, repair, overhaul, and testing of four Sauer 5000 High Pressure Air Compressors (HPAC) onboard the USS Eisenhower CVN 69. The requirement is in support of Norfolk Naval Shipyard Code 267 and requests the contractor to assess the condition of the HPACs through operational testing, maintenance data review, and interviews with ship's force to determine required repairs and scope of work. The contractor must then accomplish repairs, overhaul, and post-repair operational testing on each HPAC according to the technical specifications. The period of performance is from August 25, 2021 through July 7, 2022. The solicitation includes line items for each individual HPAC with pricing to be determined on a firm-fixed-price basis. The solicitation incorporates various Federal Acquisition Regulation clauses related to payment terms, subcontracting, small business considerations, and other standard contract administration procedures.

Section SF 1449 - CONTINUATION SHEET

1. SCOPE: This Statement of Work (SOW) defines the efforts to assess (4) Sauer 5000 High Pressure Air

Compressors (HPAC), based upon operational testing, review of maintenance and run time data, to determine repair & overhaul requirements during Periodic Incremental Availability (PIA).

1.1) BACKGROUND

Work package identifies overhaul of (4) Sauer 5000 (HPAC’s). Norfolk Naval Shipyard (NNSY)

Engineering has obtained service and run time data from the customer; ship’s force. NNSY

Engineering cannot conclusively determine if overhaul of all (4) HPAC’s is required, due to perceived erroneous data. The requirements of this solicitation are for HPAC operational, maintenance and run time data assessments to determine repairs and corrective actions for deficient conditions and underperforming equipment, along with final proof of performance testing.

1. PURPOSE

This QASP provides a systematic method to evaluate performance for the stated contract. This QASP explains the following:

a) What will be monitored

b) How monitoring will take place

c) Who will conduct the monitoring; and

d) How monitoring efforts and results will be documented.

This QASP does not detail how the contractor is to accomplish the work. Rather, the QASP is created with the premise that the contractor is responsible for management and quality control actions to meet the terms of the contract. It is the Government’s responsibility to be objective, fair, and consistent in evaluating performance. In addition, the QASP should recognize that unforeseen and uncontrollable situations may occur.

2. GOVERNMENT ROLES AND RESPONSIBILITIES

The following personnel shall oversee and coordinate surveillance activities:

Contracting Officer (KO) - The KO is responsible for functions as specified in FAR 42.302 and DFARS 242.302

(as applicable). The KO will perform all required responsibilities designated within NAVSEA Instruction 4200.17G to include the proper appointment of the Contracting Officer Representative (COR). The KO will ensure the performance of all necessary actions for effective contract execution, contractor’s compliance with the terms of the contract, and will safeguard the interests of the Government in the contractual relationship. It is the KO who will assure that the contractor receives impartial, fair, and equitable treatment under the contract. The KO will ultimately be responsible for the final determination of the adequacy of the contractor’s performance.

Contracting Officer’s Representative (COR) - The COR is responsible for technical administration of the contract and shall assure proper Government surveillance of the contractor’s performance. The COR shall keep a “QASP and

Performance” file. At the conclusion of the contract or when requested by the KO, the COR shall provide documentation to the KO. The COR is not empowered to make any contractual commitments or to authorize any contractual changes on the Government’s behalf. The contractor shall refer any changes they deem may affect contract price, terms, or conditions to the KO for action. The COR will perform all duties and responsibilities documented within NAVSEA Instruction 4200.17G. See section 2.9.3 below.

3. METHODS OF SURVEILANCE

In an effort to minimize the performance management burden, simplified surveillance methods will be used by the government to evaluate contractor performance as appropriate. The primary methods of surveillance are:

a) Random monitoring performed by the designated inspector.

b) 100% Inspection of deliverables.

c) Periodic inspection no less than a monthly basis. As a minimum the contractor’s Monthly Status Report will reviewed in accordance with the QASP standards.

d) Direct observation

4. PERFORMANCE REQUIREMENTS SUMMARY

The performance requirements requiring Government surveillance, the performance standards, and the surveillance methods are set forth in the Performance Requirements Summary Matrix within section 5. The performance requirements correspond to deliverables required by the PWS. The performance measures to be used are technical accuracy, clarity, completeness, timeliness, and effectiveness. The required performance quality standards are defined as follows.

a) Accuracy - Deliverables shall be accurate in presentation, technical content, and adherence to generally accepted elements of style.

b) Clarity - Deliverables shall be clear and concise. All documentation and work shall be easy to understand and relevant to the supporting requirement.

c) Consistency to Requirements - All work products and deliverables must satisfy the requirements of the

PWS.

d) Fitness for Intended Purpose - Deliverables shall be fit for the intended purpose under the PWS.

e) Editability - All text and diagrammatic files shall be editable by the Government.

f) Format – All work in support of this requirement shall be formatted in accordance with the agency policies and guidelines or jointly agreed to format.

g) Timeliness - Deliverables shall be submitted on or before the specified due dates.

The Acceptable Quality Level (AQL) is the maximum acceptable variation from the performance standard. The surveillance method is how performance will be checked. The COR will use the QASP to evaluate the Contractor’s performance to assure they are timely, effective, and are delivering the services and products specified in the contract.

The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government must exercise its post-acceptance rights (1) within a reasonable time after the defect was discovered or should have been discovered; and

(2) before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.

Government authorized end user to such clause.

(iii) Any such clause is deemed to be stricken from the EULA, TOS, or similar legal instrument or agreement.
