STATEMENT OF WORK

See below for: TECHNICAL CAPABILITY/CONTRACTOR/RESPONSIBILITY CERTIFICATION STATEMENT Vendor shall certify that equipment being quoted meets the capabilities listed below and that vendor can assume all contractor responsibilities stated below by initialing at the bottom. In order to be considered for award, this must be completed and submitted with the vendor quote.

PURPOSE OF REQUEST: Service rental from vendor to provide one (1) trailer mounted 1,500 kW minimum Standby Power Diesel Generator.

TECHNICAL CAPABILITES STATEMENT

Item #0001 General Specification for 1,500 kW Standby Diesel Generator.

Shall be provided with the following capabilities, features and specifications:

Output: 450volts, 3 phase, 3 wire ungrounded.

Standby Rating of 1,500kW, Continuous Power (COP) of 1000kW (minimum), 1600 Amps (minimum)

Must be equipped with a block heater and battery charging circuit and suitable pigtails for mating with NNSY 120V distribution services cans.

Diesel generator shall be capable of parallel operation with ship’s electric plant.

Diesel generator shall be capable of paralleling with a shipboard diesel generator, diesel to be ungrounded with neutral lifted.

Safety Devices: Output circuit breaker Long Time Overcurrent trip set to 150% of Base Load COP current rating.

Diesel generator unit dimensions shall not exceed 20’ L x 8’ W. Weight not to exceed 40,000 lbs.

Diesel fuel capacity must be capable of twenty-four (24) hour minimum run time prior to refueling at full Continuous Base load. (onboard and/or external fuel tank included)

External fuel tank, if utilized. Unit dimensions shall not exceed 8.5’ L by 10’ W. Weight of external fuel cell must not exceed 25,000 lbs (fully fueled). Fuel cell lifting points shall have current capacity certifications.

Onboard/External fuel tank(s) shall allow for refueling while diesel generator is operating.

Self-contained cooling system.

Outdoor enclosure. Unit shall be equipped with rain-tight enclosure & block heater.

The Diesel generator shall be of recent vintage (not more than ten years old), clean, and well maintained. The generator winding shall be a minimum of 5MΩ above ground with neutral disconnected. The unit shall have been tested within two weeks of delivery and applicable test data sent with unit.

All neutral connections shall be disconnected and isolated from generator windings and any additional equipment as necessary.

Unit shall have posted operating instructions in the vicinity of the control panel that clearly state how to start, stop and operate the diesel generator and output circuit breaker. The posted instructions shall include any necessary steps for proper operation of the diesel generator in parallel with shipboard diesel generator. Operating instructions may require clarification at ship’s request after delivery, and vendor is to clarify instructions as necessary.

Unit shall be compatible with Shipyard furnished “THOF-500E”-T-500 lugged output cables (4 per phase). If mechanical lug connections are provided, they shall be sized for 500MCM (4 per phase).

TECHNICAL CAPABILITY/CONTRACTOR RESPONSIBILITY CERTIFICATION

Vendor hereby certifies that vendor’s service meets or exceeds all specifications and contractor responsibilities stated in this solicitation, in their entirety, with no exceptions. __________ (initials)

CONTRACTOR RESPONSIBILITY:

1. Equipment delivery transportation shall be door to door by Contractor. Please deliver on 14 August 2020.

2. Provide all parts requiring repair or replacement under circumstances of normal equipment wear and tear at no additional charge.

3. Contractor is responsible for ensuring that all preventative maintenance is performed on equipment prior to delivery to the government as well as performing preventative maintenance as specified by the equipment’s manufacturer preventative maintenance schedule during the term of the rental period with the government.

3a. Contractor is responsible for all travel associated with preventative maintenance.

4. Contractor is responsible for providing contracted personnel and truck drivers that are able to meet the badging and security requirements of Norfolk Naval Shipyard/NOB. Contracted personnel must be United States Citizens. Foreign Nationals will not be allowed on job site.

5. Post contact information for service/repair of equipment directly on the rental equipment. Contact information must be packaged to withstand being located in an outdoor environment.

6. The Contractor shall dispatch a representative in response to a service request to repair and/or replace a diesel generator within four (4) hours of notification by NNSY at no additional charge whether request is placed during normal business hours or outside of normal business hours.

6a. Contractor is responsible for travel associated with repair/replacement of equipment.

6b. Contractor is responsible to replace the diesel generator within 12 hours of initial notification if repairs cannot be made to the existing unit.

7. Contractor to provide written operation instructions to Shop 99 and Ship’s Force for the rental Diesel Generator. Operation instructions shall include when the rental diesel generator is paralleling with ship’s electric plant and when it is operating in stand-alone mode. Written instructions are to be clarified at ship’s request if required.

8. Contractor to provide training to Shop 99 and Ship’s Force in the proper operation of the generator set utilizing Contractor written operation instructions.

8a. Initial training shall be provided to Ship’s Force at a time prior to initial paralleling of rental diesel generator with ship’s electric plant. At this time, the Contractor will provide an opportunity for Ship’s Force to question the rental diesel generator operation prior to developing Temporary Standing Orders (TSO).

8b. Contractor is responsible for travel associated with training of diesel generator with Ship.

9. Contractor is to validate that the rental diesel generator is in accordance with the Statement of Work requirements at delivery.

10. Contractor is to be present during initial paralleling of rental diesel generator with ship’s electric plant.

10a. Contractor is responsible for travel associated with testing of diesel generator with ship.

10b. Contractor is responsible for modifying rental diesel generator as required to allow paralleling of rental diesel generator with ship’s electric plant.

11. Contractor to provide written documentation of the operational parameters of diesel generator set, prior to awarding of the contract. Written documentation to include Technical Manual, allowable hours of operation, e.g. 100 hours, 250 hours, unlimited, etc., at specified ratings, e.g. Standby Power Rating, Prime Power Rating, Continuous Power Rating, etc. Also, written documentation to include Fuel Consumption and Running Hour data. Tables A, B and C must be completed and forwarded to C275 for review prior to awarding of the contract.

12. Contractor to provide assistance with electrically connecting output cables and providing for disconnect/reconnect of any electrical components that require access into equipment cabinets. Voltage and Phase Rotation checks must be taken on site to verify proper connection of output cabling.

13. Contractor to provide the option of contract extension past 10 September 2021 on a month to month basis for 3 months.

14. Per FAR 22.102-1(a) entitled "Safety", are hereby informed that their employees or representatives present on property under Norfolk Naval Shipyard cognizance must follow Federal and State OSHA requirements and Norfolk Naval Shipyard OSHE Program Manual, NAVSHIPYDNORINST P5090.2 requirements or safety requirements for site specific location of the contract.

14a. Contractors and Non-NNSY Government Agencies (NNGAs) are hereby informed that their employees or representatives present on property under Norfolk Naval Shipyard (NNSY) cognizance must adhere to Federal OSHA requirements for hazardous energy control IAW 29 CFR 1915.89 and must follow Hazardous Energy Control (HEC) procedures as identified in NAVSEA’s Occupational Safety, Health, and Environment Corporate Manual (OSHECM) Chapter 250 (latest revision), when performing work under NNSY contract. All HEC work to be performed by Contractors and NNGAs requires that NNSY Technical Points of Contact (TPOCs) and/or Contracting Officer’s Representatives (CORs) be notified of the HEC scope of work prior to starting work. Any changes or deviations in the initial scope of HEC work requires the NNSY TPOCs and/or CORs be informed of the change/deviation. Appendix 250.B-1 through B-3 of OSHECM Chapter 250 for multiple employer work identifies when Contractors and NNGAs are required to assign their Lockout/Tags-Plus Coordinator (LOTC) to coordinate HEC work with the cognizant NNSY LOTC. HEC locks shall be provided by the Contractor or NNGA for their employees use. The HEC locks shall have red bodies with name labels or name tags affixed, identifying who installed the HEC lock(s) and a point of contact telephone number. HEC lock name labels and tags must be made of materials that will hold up to the environment to which they are exposed. HEC tags used for Tags-Plus HEC work shall be provided by the cognizant NNSY LOTC to the contractor or NNGA for their use if machinery, equipment, or systems (MES) cannot be locked out. OSHECM Chapter 250 Tags-Plus procedures will be strictly followed.

14b. Contractors and NNGA’s may obtain electronic copies of OSHECM Chapter 250 (latest revision) and access the OSHA 1915.89 web site by using the following link to NNSY’s public access web site.

14c. Names and contact information for NNSY LOTCs and/or the Facility Custodian will be provided by NNSY TPOC and/or CORs set forth elsewhere in this award document.

NNSY RESPONSIBILITY:

1. Security clearance and access for all personnel will be managed by the project Work Integration Leader (WIL).

2. Provide pier location.

3. Perform basic maintenance.

3a. Monitor all gauges.

4. Lost items and equipment damage beyond normal wear and tear.

ADDITIONAL DETAILS:

1. New or used equipment may be provided. NNSY reserves the right to inspect the proposed equipment prior to contract award.

2. The Diesel Generator will be exposed to everyday weather, and saltwater air. It is the contractor’s responsibility to provide any protective coverings for the unit.

3. The government reserves the right to return one or all units at any time prior to the expiration of the rental period. The Contractor agrees to prorate costs for the time the units are in use by NNSY only. The government agrees to give the contractor forty-eight (48) hours-notice for return of the Diesel Generator prior to expiration of rental period.

4. After Hours Base Access – Contractors are to go to Gate 15 and let the guards know they are to provide services/support via contract ______________________. It would be helpful to have a copy of the contract. The guards at the gate will then call the Base Precinct and subsequently be escorted to Bldg. 1618 to have a badge made.

Requirements for Lifting of Equipment

1.The equipment shall be outfitted with suitable attachments for overhead lifting.
1.1.For multiple point lifts each lifting attachment shall be capable of supporting one half the gross weight of the equipment with a design factor of five to one based on ultimate strength. For single point lifts the lifting attachment shall be capable of supporting the gross weight of the equipment with a design factor of five to one based on ultimate strength.
1.2.For multiple point lifts each lifting attachment shall be designed to accept a standard anchor shackle (Federal Specification RR-C-271G, type IVA) which is capable of supporting one half the gross weight of the equipment. For single point lifts the lifting attachment shall be designed to accept a standard anchor shackle (Federal Specification RR-C-271G, type IVA) which is capable of supporting the gross weight of the equipment.
1.3.Design of the lifting attachments shall be such that the attachments and shackles are not side loaded more than 10° out of the plane. Lifting attachments shall be located such that the lifting slings do not contact the equipment, or alternatively a spreader beam certified to NAVFAC P-307 shall be provided. Whenever practical, the lifting attachments shall be located above the center of gravity, and such that the lifting slings do not contact the equipment housings.
1.4.Each lifting attachment shall be conspicuously marked in a contrasting color “Lift Here”. Letters shall have a minimum height of 1”.
2.The equipment shall be marked in a prominent location with the gross weight. Fuel tanks shall be marked with the empty and full weight (or alternatively the empty weight and working load limit). Marking shall be upper case letters of a contrasting color, with a minimum height of 1”. Marking shall include the units (i.e. “Gallons”).
3.The equipment shall be provided with a lifting sketch / rigging diagram that meets the requirements below.
3.1.The lifting sketch shall detail any specific requirements and / or configurations that shall be meet prior to lifting (i.e. “engage swing lock”, “Tilt mast back fully”, “Rotate lifting basket over side”, “Utilize 10’ minimum length slings”, “Spreader beam required”, etc.).
3.2.The lifting sketch shall include the location of the center of gravity of the equipment (full fuel, hydraulic tanks, etc.), equipment model/manufacturer, and gross weight.
3.3.A copy of the lifting sketch shall be permanently posted on the equipment, and a copy shall be forwarded to Code 714, David Washbourne (757-396-7001).
4.If specialized handling gear other than shackles, standard slings, or chainfalls (i.e. spreader beams, special lift rigs, etc.) is required, the contractor shall furnish it. This handling gear shall be provided certified in accordance with NAVFAC P-307, with written documentation of proof testing.

Rigging Sketch Requirements

-Rigging sketches, as a minimum, shall identify the following:
1.The weight of the load.
2.The location of the center of gravity.
3.The minimum crane capacity.
4.The minimum capacity / length of slings.
5.The minimum capacity of other standard rigging gear.
6.The attachment (lifting) points for the load.
(a)The attachment points for multiple leg lifts shall be sized such that each attachment point can support half the load’s weight at the anticipated lift angle.
(b)The attachment point for single leg lifts shall be sized such that the attachment point can support the entire load’s weight.
7.Limitations on allowable orientations for any parts making up the lifting assembly.
8.For single leg vertical lifts using twisted rope (wire or synthetic), two parallel ropes each capable of supporting the entire load alone shall be required unless a method is used to prevent unlaying the rope.
9.A minimum D/d ratio of one shall be required where wire rope slings pass over any object, or in the eyes of wire rope slings. A minimum D/d ratio of one shall be required where synthetic rope slings pass over any object, or in the eyes of synthetic rope slings.
(a)"D" represents the diameter of the object the sling passes over.
(b)"d" represents the diameter of the sling.
(c)Table 14-3 of NAVFAC P-307 lists efficiency factors at various D/d ratios.
10.Components in each handling assembly shall be sized based on the worst case distribution of loads.
(a)When making a two, three, or four-point lift, the handling gear shall be sized so that two legs can support the load without exceeding the safe working load (SWL) at the lift angle expected, unless an equalizing method is used.
11.When nonstandard gear is required (i.e. round stock lifting bars) written instructions shall be provided that ensure:
(a)The proper material is being used,
(b)The item is certified IAW NAVFAC P-307,
(c)Any special requirements or dimensions are followed to ensure that engineering assumptions are met (i.e. eccentricity of the bearing points).

52.204-24 REPRESENTATION REGARDING CERTAIN TELECOMMUNICATIONS AND VIDEO SURVEILLANCE SERVICES OR EQUIPMENT (DEC 2019)

The Offeror shall not complete the representation in this provision if the Offeror has represented that it “does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument” in the provision at 52.204-26, Covered Telecommunications Equipment or Services--Representation, or in paragraph (v) of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items.

(a) Definitions. As used in this provision--

Covered telecommunications equipment or services, critical technology, and substantial or essential component have the meanings provided in clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Prohibition. Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Contractors are not prohibited from providing--

(1) A service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(2) Telecommunications equipment that cannot route or redirect user data traffic or permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for “covered telecommunications equipment or services”.

(d) Representation. The Offeror represents that it [ ] will, [ ] will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation.

(e) Disclosures. If the Offeror has represented in paragraph (d) of this provision that it “will'' provide covered telecommunications equipment or services”, the Offeror shall provide the following information as part of the offer-

(1) A description of all covered telecommunications equipment and services offered (include brand; model number, such as original equipment manufacturer (OEM) number, manufacturer part number, or wholesaler number; and item description, as applicable);

(2) Explanation of the proposed use of covered telecommunications equipment and services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b) of this provision;

(3) For services, the entity providing the covered telecommunications services (include entity name, unique entity identifier, and Commercial and Government Entity (CAGE) code, if known); and

(4) For equipment, the entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the OEM or a distributor, if known).

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1. Technical Capability

2. Past performance

3. Price

Technical and past performance, when combined, are approximately equal. (Contracting Officer state, in accordance with FAR 15.304, the relative importance of all other evaluation factors, when combined, when compared to price.)

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within one (1) business day.

52.223-18 ENCOURAGING CONTRACTOR POLICIES TO BAN TEXT MESSAGING WHILE DRIVING (AUG 2011)

(a) Definitions. As used in this clause--

Driving—

(1) Means operating a motor vehicle on an active roadway with the motor running, including while temporarily stationary because of traffic, a traffic light, stop sign, or otherwise.

(2) Does not include operating a motor vehicle with or without the motor running when one has pulled over to the side of, or off, an active roadway and has halted in a location where one can safely remain stationary.

Text messaging means reading from or entering data into any handheld or other electronic device, including for the purpose of short message service texting, e-mailing, instant messaging, obtaining navigational information, or engaging in any other form of electronic data retrieval or electronic data communication. The term does not include glancing at or listening to a navigational device that is secured in a commercially designed holder affixed to the vehicle, provided that the destination and route are programmed into the device either before driving or while stopped in a location off the roadway where it is safe and legal to park.

(b) This clause implements Executive Order 13513, Federal Leadership on Reducing Text Messaging while Driving, dated October 1, 2009.

(c) The Contractor is encouraged to--

(1) Adopt and enforce policies that ban text messaging while driving--

(i) Company-owned or -rented vehicles or Government-owned vehicles; or

(ii) Privately-owned vehicles when on official Government business or when performing any work for or on behalf of the Government.

(2) Conduct initiatives in a manner commensurate with the size of the business, such as--

(i) Establishment of new rules and programs or re-evaluation of existing programs to prohibit text messaging while driving; and

(ii) Education, awareness, and other outreach to employees about the safety risks associated with texting while driving.

(d) Subcontracts. The Contractor shall insert the substance of this clause, including this paragraph (d), in all subcontracts that exceed the micro-purchase threshold.

(1) By submission of this offer, the Offeror represents that it will implement the security requirements specified by National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171, ``Protecting Controlled Unclassified Information in Nonfederal Information Systems and Organizations'' (see http://dx.doi.org/10.6028/NIST.SP.800-171) that are in effect at the time the solicitation is issued or as authorized by the contracting officer not later than December 31, 2017.

(2)(i) If the Offeror proposes to vary from any of the security requirements specified by NIST SP 800-171 that are in effect at the time the solicitation is issued or as authorized by the Contracting Officer, the Offeror shall submit to the Contracting Officer, for consideration by the DoD Chief Information Officer (CIO), a written explanation of—

(A) Why a particular security requirement is not applicable; or

(B) How an alternative but equally effective, security measure is used to compensate for the inability to satisfy a particular requirement and achieve equivalent protection.

(ii) An authorized representative of the DoD CIO will adjudicate offeror requests to vary from NIST SP 800-171 requirements in writing prior to contract award. Any accepted variance from NIST SP 800-171 shall be incorporated into the resulting contract.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (DEC 2018)

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
