AMENDMENT 0001
I. The following Bidder Question(s) and Answer(s) shall be considered when submitting proposals for solicitation N42158-18-Q-0006:
Q.1. Can you post a picture of the nameplate(s) on the gear and/or a description of the medium voltage gear that was installed in 2016?
A.1. Attachments 1 through 15 are now incorporated
Q.2. Can we be provided a time / location for a site visit before 15 August 2018?
A.2. No sitevisit will be issued for this acquisition.
Q.3. We want to know the manufacturer (Siemens, Schneider, or other) and all the particulars of the medium voltage equipment. This should be on nameplates.
A.3. Siemens is the breaker manufacturer and ABB is the transformer manufacturer, as seen in the pictures
Q.4. Explain how this applies to this project. There are no connectors being installed:
4.2 Technician installing the Patten & Cooke connector shall be National
Cable Splicing Certification Board (NCSCB) qualified to perform medium voltage cable splice.
A.4. The project does require the contractor to perform a medium voltage splice from a
Patten & Cooke C150 connector to a contractor supplied cable per the contract
(Pleases see updated SOW). In order to connect to the Patten & Cooke plug installed on the wall of Dry Dock #8. There would be no way to connect the medium voltage system at Dry Dock #8 to the load bank without a splice.
NAVFAC and NAVSEA requires all medium voltage splices to be performed by a National Cable Splicing Certification Board (NCSCB) qualified technician.
II. CDRL A0001 is incorporated.
III. A revised Statement of Work is incorporated.
IV. All other terms and conditions remain unchanged.

Requirements List, DD Form 1423, A0001, attached hereto.
The following have been modified:
1.0 INTRODUCTION
Load testing the medium voltage circuits at Dry Dock #8 will validate that the newly installed electrical system will provide shore power to the USS George H.W. Bush (CVN 77).
1.1 BACKGROUND
MILCON P-998 was electrical upgrade completed in 2016 that replaced the entire medium voltage system, which supplies shore power to aircraft carriers at Dry Dock #8. The system has is unproven, having never supported the required load of an aircraft carrier. Loading the circuits will ensure that the system can support the maximum load of an NIMITZ (CVN 68) and FORD (CVN 78) class ship.
2.0 APPLICABLE DIRECTIVES/ DOCUMENTS
2.1 At minimum one (1) Level 3 International Electrical Testing Association (NETA) certified technician shall be on site supervising the work at all times.
2.2 Technician installing the Patten & Cooke connector shall be National Cable Splicing Certification Board
(NCSCB) qualified to perform medium voltage cable splice.
2.2.1 Medium voltage is defined as 600V through 69,000V.
2.3 All certifications shall be summited to code 982 prior to work starting.
