Ecdis visionmaster vmft SOFTWARE AND HARDWARE UPDATE
1.0 ABSTRACT:
1.1. This item describes the updating of the Vision Master Electronic Chart Display Information System (ECDIS) hardware and software with the VisionMaster FT software release 9.0.
2.0 REFERENCES:
2.1 MSC DRAWING No. 423-7488815, BLOCK WIRING DIAGRAM, INTEGRATED BRIDGE AND NAVIGATION SYSTEM.
2.2 MANUALS: T-AKE 12-ABS2 – NAVIGATIONAL INTEGRATED BRIDGE SYSTEM (ABS STAMPED APPROVED MANUAL FOR EACH SHIP).

3.2.2 Quantities are considered estimates. The Contractor shall provide the exact quantities and additional material such as miscellaneous cable hangers, cable tags, etc, which are not included in the List of Materials, in order to install a fully functional system which meets the requirements of this specification.
4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES: None.
5.0 NOTES:
5.1 The contractor and all subcontractors, regardless of tier, must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTRs.
5.2 The contractor and all subcontractors regardless of tier are advised to review the other work items under this contract to determine their effect on the work required under this work item.
5.3 Period of Performance: 08/7/17 – 08/20/17. Location is Chinhae ROK.
5.4 THIS SHIP CONTAINS HIGH VOLTAGE (HV) ELECTRICAL SYSTEMS. OBEY ALL POSTED AND VERBAL INSTRUCTIONS REGARDING SAFETY AND EXCLUSION FROM HIGH VOLTAGE AREAS. AT NO TIME APPROACH, WORK ON, OR ENTER A HIGH VOLTAGE AREA WITHOUT PROPER AUTHORIZATION.
5.5 THE T-AKE CLASS ELECTRICAL COLOR CODING DOES NOT FOLLOW CONSISTENT COLOR SCHEME. THE SHIP IS KNOWN TO HAVE CURRENT CARRYING CONDUCTORS COLORED GREEN, BLUE, BLACK, AND WHITE. ASSUME ALL ELECTRICAL CABLES ARE ENERGIZED UNTIL TESTED AND PROVEN OTHERWISE. TEST ALL ELECTICAL CABLES TO ENSURE THEY ARE DE-ENERGIZED PRIOR TO WORKING ON THE ITEM.
5.6 All Welding shall be in accordance with ABS rules for building and classing steel ships.
5.7 All Electrical cables and components shall be installed in accordance with the IEEE STD 45 Latest Rev.
6.0 QUALITY ASSURANCE REQUIREMENTS: None additional.
7.0 STATEMENT OF WORK REQUIRED:
7.5 Electronics:
7.5.1 ECDIS System Removals
a. Remove the existing Vision Master Electronic Chart Display Information System (ECDIS) hardware in the Pilothouse Bridge Control Console (BCC) and the Chart Room (next to chart table). The components removed will be similar to the ones being installed. Use References 2.1 and 2.2 and the services of a factory authorized technical representative to identify the components that are required to be removed based on Sperry VisionMaster FT 9.0 Compliance software release, as the individual components are not labeled inside the respective BCC sections.
b. If fitted, remove the existing Vision Master Electronic Chart Display Information System (ECDIS) hardware in the Master’s Office using References 2.1 and 2.2 and the services of a factory authorized technical representative to identify the component.
7.5.2 ECDIS Installations
a. Install VisionMaster FT 9.0 compliant software in the Pilothouse VMFT processors using the services of a Factory authorized Technical representative.
b. Utilize CFM mounting bracket, Item 2, to secure the components supplied.
c. Install VisionMaster FT 9.0 compliant software and monitor in Master’s Office, if fitted, using the services of a Factory authorized Technical representative.
d. Interconnect each component supplied as required. The Factory Authorized Technical Representative is authorized to re-use of the existing cables or shall provide new OEM cables if the existing are not compatible with the new equipment.
e. Connect power to the new ECDIS components using the original power source via the installed UPS if fitted. The ECDIS in the Master’s Office may not be fitted with a UPS and direct connected to the power source.
f. Install the supplied CFM Network Switches in ship’s ECDS VMFT in the pilot house in the appropriate BCC.
g. Install CFM network LAN Cable and connectors, connecting the network cable into the ECDIS VMFT network on the 07 level and connecting the cable to the ship’s Voyage Data Recorder system interface. Perform Voyage Data Recorder (VDR), interface adjustments on the VDR IO interface. Ensure that ship’s VDR is receiving video input from ECDIS VMFT.
7.6 Preparation of Drawings.
7.6.1 Prepare working drawings to accomplish all work required by this item. Drawings as a minimum shall include the Cable System Arrangement and Details working drawing.
7.6.2 Provide “as-built” drawing(s) that reflect the final version of this installation. The drawing shall be titled “Mods Incidental to the Installation of the Vision Master ECDIS”.
7.6.3 Provide red line markups of Reference 2.1 to reflect the changes, provide to MSCREP.
7.7 Inspection/Testing.
7.7.1 Insulation Resistance: ECDIS End-to-end continuity and electrical insulation resistance tests on new, modified, overhauled, or repaired system cables shall be performed. The MSCREP shall be immediately notified if insulation values of equipment or cable are less than 1 Megohm.
7.7.2 Enclosure Ground: ECDIS Electronic equipment enclosures shall be tested for continuity and resistance of the grounding path. The resistance of the grounding path between the equipment enclosure and a ship structural member shall not exceed 0.1 Ohm.
7.7.3 Operational: ECDIS Operational tests on equipment that is modified, overhauled, or repaired onboard the ship shall be performed.
7.7.4 Provide the MSCREP an updated wiring diagram and as installed drawing of newly installed equipment.
7.8 Paint/Lagging: None additional.
7.9 Marking:
7.9.1 Install name plates, notices, and markings for all new and modified systems (or areas), including cable tags.
7.9.2 New permanently fixed cable tags, power panel and power panel breaker nameplates, warning notices, and power source markers shall be installed for all new and modified systems (or areas), using Reference 2.1 and GTR No. 29 as guidance.
7.10 Manufacturer’s Representative:
7.10.1 The factory authorized technical representative shall be factory trained and certified for the install Sperry ECDIS and Sperry Radar. This training shall be no more than 3 years old and received while employed at their present company.
7.10.2 The factory authorized technical representative meeting paragraph 7.10.1 above shall provide on-site services as noted in the work section of this specification.
7.10.3 The factory authorized technical representative meeting paragraph 7.10.1 above shall provide and make all re-connections to the respective ECDIS VMFT suite in the Pilothouse and Chart Room and ensure all interfaces are connected and working properly.
7.10.4 If fitted the factory authorized technical representative meeting paragraph 7.10.1 above shall provide and make all re-connections to the Master’s ECDIS in the Master’s Office and ensure all interfaces are connected and working properly.
7.10.5 The Factory Authorized Technical Representative shall ensure all ECDIS software and licenses are up to date and all this information shall be given to the vessel navigator (normally the 2nd Mate) for safe keeping.
7.10.6 The following OEM REP is suggested:

8.0 GENERAL REQUIREMENTS: None additional.
Contractor Manpower Reporting Language for Solicitation/Contract Performance Work Statements
NOTE: Contracting officers are required to include in ALL solicitations and ALL contracts the standard language that requires contractors to report all contractor labor hours (including subcontractor labor hours) required for performance of services provided under contract using a secure data collection site. Contracting officers shall include standard language in both new statements of work/performance work statements and modifications to existing contracts on a bilateral basis. For those acquisitions that have contracted services excluded from reporting based on Product Service Code (PSC), the standard language to notify contractors of the reporting requirement must still be inserted in all solicitations/contracts.
Enterprise-wide Contractor Manpower Reporting Application (ECMRA)
The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Military Sealift Command via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:
(1) W, Lease/Rental of Equipment;
(2) X, Lease/Rental of Facilities
(3) Y, Construction of Structures and Facilities;
(4) D, Automatic Data Processing and Telecommunications, IT and Telecom- Telecommunication sTransmission (D304) and Internet (D322) ONLY;
(5) S, Utilities ONLY; and
(6) V, Freight and Shipping ONLY.
The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil.
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
