Section A - Solicitation/Contract Form

SECTION A

1. This acquisition is being conducted under FAR Part 15 Contracting by Negotiation procedures.

The Government anticipates awarding a Firm Fixed Price (FFP).

2. This acquisition is for a Dry-Docking Phased Maintenance Availability (DPMA) that includes pier side docking and dry docking the ship in the contractor’s facility. Based on the current U.S. Navy mission, the place of performance is geographically limited to the Kingdom of Bahrain. Proposed locations outside

Bahrain will not be considered for an award.

3. The Government anticipates that any subsequent repairs identified as a result of work items associated with this requirement will be performed by the awardee in accordance with the applicable changes clause. All growth work will be related to a work specification item in the awarded contract.

4. There are a total of One Hundred and Eight (108) work items which consists of Ninety Eight (98) regular DPMA work items, Four (4) optional maintenance and repair work items, and Six (6) Extension of Services Option items to be performed in accordance with the solicitation’s terms and conditions detailed herein.

5. The Period of Performance (POP) is from 07 April 2019 through 03 October 2019 to be held at

Contractor’s Dry-Docking facility.

6. The offeror shall submit their proposal for all work items and must provide a price for each CLIN and the break-down of the price of each CLIN on the tables provided on SECTION B. If the break-down is NOT submitted along with the proposal, we will consider your offer as incomplete, and it will not be evaluated for award. Please note that the Government will consider an ALL or NONE award resulting from this solicitation. Therefore, all CLINs shall be priced or stated as “$0.00” or “NSP”. A partial proposal will be considered incomplete and ineligible for an award.

7. The Government will be considered acceptable provided the proposal contains a written acknowledgement

(self-attested) that the contractor: (1) takes no exception to any of the terms and or conditions of this RFP;

and (2) proposes no additional terms or conditions to the RFP. If an offeror (a) takes exception to any of the work items and terms and conditions of this solicitation and (b) imposes additional terms and conditions, then the offer will be ineligible for contract award. The Government reserves the right to change the terms and conditions of this solicitation by amendment at any time prior to the solicitation close date.

8. Ship check will be held on 22 – 23 December 2018 at 9:00AM (local Bahrain time) at Mina Salman Port, Kingdom of Bahrain. Your point of contact (POC) is Mr. James Sargent, FDRMC, email james.sargent@me.navy.mil . It is highly recommended that the offerors to conduct a ship check to ensure that they fully understand the scope of work prior to the submission of the proposal. The U.S. Government will not reimburse the offeror for any cost involved with the ship check.

CLIN'S SUMMARY

Section C - Descriptions and Specifications

SECTION C

C-1 GENERAL REQUIREMENTS

C-1.1. The Contractor under the direction of the Regional Maintenance Center (RMC) and as an independent

Contractor and not as an agent of the Government, shall furnish the material, support (electrical, crane, rigging, etc.) and facilities (except those furnished by the Government under express provisions of this contract) and provide the management, technical, procurement, production, testing and quality assurance necessary to prepare and accomplish the repair and alteration of the USS FIREBOLT FY 19 DPMA in accordance with the requirements stated in this Section, the Work Item Specifications and Work Item

Plans, Drawings, and Other References, the Delivery Schedule, and all other terms and conditions set forth in this contract. Category I NAVSEA FY 19 CHG 3 or latest revision Standard Items are applicable to all items without further reference. Category II FY 19 CHG 3 or latest revision Standard Items are applicable when invoked and/or referenced in individual work items specified in BAHR-502-19.

C-1.2. The Contractor shall accomplish planning and scheduling to ensure a rational, integrated and timely plan for receipt, storage and installation of Government Furnished Material as identified in work item specifications, and for accomplishment of production work.

C-1.3. The Contractor shall provide an integrated milestone plan for the availability. These milestones will include a schedule of key events necessary to meet the contract delivery dates. A critical path analysis (if required) and a milestone schedule shall be used to measure schedule accomplishment of the functions and elements required to successfully complete the repair and alteration within the USS FIREBOLT FY

19 DPMA dates herein.

C-1.4. The Contractor shall completely and thoroughly check and review for technical accuracy and compliance with the provisions of specifications and assignments all drawings, data and other work products created by the contractor in the course of completing the USS FIREBOLT FY 19 DPMA. Any corrections to drawings or other work products found necessary due to error or omission by the contractor shall be promptly accomplished by the contractor. The Government is the ultimate approval authority for specifications and drawings. The Contractor shall account for government approval in their scheduling time line. The contractor shall be responsible for ensuring that interference-free, technically accurate drawings are received and for calling to the attention of the Supervisor, orally and in writing, any interface and interference problems requiring revision to drawings.

C-1.5. The Contractor shall report and recommend corrective action during contract performance for those deficiencies discovered which are not covered by the work specifications. As found conditions, needed repairs and corrective action reports will be submitted to the Government in the form of a Condition

Found Report (CFR). The Contractor's conditions found reporting shall be in accordance with that set forth in Standard Item 009-01.

C-1.6. Provide the data in accordance with 009-99, to close all completed 2-Kilos and generate the Ship

Departure Report.

C-1.7. GOVERNMENT FURNISHED MATERIAL: Government Furnished Material (GFM) cited in the solicitation will be issued at BANZ 4 Warehouse, 1 Juffair Avenue, Manama, Bahrain. The successful offeror is to coordinate delivery of Government Furnished Material with the Project Manager.

Government property permanently removed from a vessel that requires a Property Administrator's disposition instructions shall be properly prepared for shipment and be delivered as directed by the

Property Administrator. GFM will be listed in paragraph 5 of the Work Item(s).

QUALITY ASSURANCE PROGRAM - The Contractor shall provide and maintain a quality assurance program acceptable to the Government, and shall perform or have performed the inspections and tests pursuant to that program to substantiate that the material and workmanship provided pursuant to the job order conform to the drawings, specifications, job orders, and contract requirements listed herein. The

Contractor's quality assurance program shall be in accordance with that set forth in Standard Item 009-http://www.navsea.navy.mil/CNRMC/SERMC/SSRAC1/default.aspx

04. In addition to its rights under Clause 252.217-7005, the Government shall have the right to deem work or material furnished by the Contractor to be incomplete and not in accordance with the requirements of the job order by reason of the Contractor's failure to comply with the requirements of its quality assurance program and, as such, the Contractor shall not be entitled to progress payments for said work and material.

C-1.9. REQUEST FOR CONTRACT CHANGES (RCC) TIMELINE - The contractor shall provide all Change

Order Price Analysis (COPA) proposals in response to Request for Contract Changes (RCC) within three business days. If circumstances arise where the contractor is unable to submit a COPA within three business days, the contractor shall notify the Government in writing of the specific circumstances and provide a date in which a COPA will be submitted. The contractor’s timeliness in submitting COPAs in response to RCCs will be evaluated in CPARS and utilized for past performance ratings on future proposal evaluations. Notification of late submission of COPA does not exempt the contractor from meeting the three business day requirement, but will be considered by the Government when conducting a CPARS evaluation. In addition, pricing of contractor proposals submitted in response to RCCs shall not expire for a period of less than two business days after submission to the Government to allow sufficient time for evaluation and if required negotiations.

C-1.10. Reserved

C-1.11. ORGANIZATION CHART AND EMPLOYEE ROSTER:

C-1.11.1. ORGANIZATION CHART - Within 10 days of contract award, submit a chart detailing each management, technical, engineering, and production position from the highest company level to the lowest supervisory level. Include descriptions of each position describing the duties, responsibilities, authority and names of the individuals filling the positions. The organizational chart must represent the facility that will perform the work.

C-1.11.2. EMPLOYEE ROSTER: After receipt of award and prior to starting work aboard the vessel, the contractor must submit a list of employees who will work aboard ship to the Commanding Officer of the ship via the FDRMC front Office. The list should be on company letterhead, include each employee's name and security clearance when required, and bear the signature of a company official.

C-1.12. WEIGHT AND MOMENT MANAGEMENT – Accomplish all requirements of 009-103 for all work associated with this contract.

C-2 STATEMENT OF WORK (SOW)

C-2.1. There are a total of One Hundred and Two (102) work items which consists of maintenance and repair work items to be performed in accordance with the solicitation’s terms and conditions detailed herein.

C-2.2. LOCATION: Government facilities are not available for this requirement.

All work shall be completed at the contractor’s facility.

C-3 DRYDOCK CERTIFICATION

C-3.1. The dry-docking of all vessels shall be accomplished in dry docks certified in accordance with

FDRMCINST 9997.1A, Technical Standard for Dry-docking and Undocking Evolutions.

C-4.2.1. If any milestone event is not accomplished by the date provided, and the failure to accomplish any such milestone event does not arise from a cause beyond the control and without fault or negligence of the Contractor, such failure may be deemed to constitute a failure to perform this contract in accordance with its terms within the meaning of subparagraph (a)(1)(ii) of the clause of this contract entitled "DEFAULT” (DFARS 252.217-7009).

C-4.3. DELAYS / DISRUPTIONS: The contractor shall coordinate the work effort with the NSA Project

Manager on a daily basis to prevent changing situations from causing delays and disruptions. Disruption due to minor delays in obtaining access to spaces and operation of equipment are to be expected. A minor delay is defined as eight hours or less. These disruptions are considered normal rather than unusual occurrences during the performance of tasks ordered under this contract. If, during contract performance, delays greater than those indicated above are encountered, the Contractor shall immediately verbally notify the Project Manager and Contracting Officer, followed by a written statement within 24 hours after occurrence of delay, stating time of impact, reason for delay, duration of impact, number of people affected, action taken to properly schedule the work, action taken to minimize impact, and the names of the Government person(s) contacted.

C-4.4. SCHEDULE AND ASSOCIATED REPORTS: The report provided by the Contractor in accordance with Standard Item 009-60 shall match the Schedule and Associated Reports provided in the Contractor’s technical proposal in response to Factor 4 – Resource Capacity. While the report provided by the contractor in accordance with Standard Item 009-60 may provide additional detail, it shall not be materially different from the Schedule and Associated Reports provided in the Contractor's proposal in accordance with Factor 4 - Resource Capacity at the level of detail required by Factor 4.

C-6 SAFETY:

C-6.1. SAFETY INSPECTOR / FIRE MARSHALL: In addition to the safety standards provided in the specifications, the contractor is responsible for providing an experienced Safety Inspector/Fire Marshall who will accomplish daily inspections of the Contractor's entire work area on the ship, together with the

Contracting Office’s Safety Representative. This Inspector or Fire Marshall shall not be one of the

Contractor's supervisors or superintendents normally assigned to the ship and shall be identified in the contractor’s approved Safety Plan.

C-6.2. PERSONAL PROTECTIVE EQUIPMENT: Whenever work is performed aboard U.S. Naval Ships or vessels at piers or dry docks of a Naval Shipyard or Naval Station, Contractor employees (including management personnel) shall have and use at all times the following personal protective equipment:

C-6.2.1. Protective hard hats that meet the following specifications:

C-6.2.1.1 Protective helmets purchased after July 5, 1994 shall comply with ANSI Z89.1- 1986, "American

National Standard for Personnel Protection-Protective Headwear for Industrial Workers-

Requirements," or shall be demonstrated to be equally effective.

C-6.2.1.2 Protective helmets purchased before July 5, 1995 shall comply with ANSI Standard "American

National Standard Safety requirements for Industrial Head Protection," Z89.1-1969, or shall be demonstrated by the employer to be equally effective. [Ref. 29 CFR 1910.135 Head Protection]

C-6.2.2. Approved type Plano or prescription glasses meeting the following specifications:

C-6.2.2.1 Protective eye and face devices purchased after July 5, 1994 shall comply with ANSI standard

Z87.1-1989, "American National Standard Practice for Occupational and Educational Eye and

Face Protection", or shall be demonstrated by the employer to be equally effective.

C-6.2.2.2 Protective eye and face devices purchased before July 5, 1994 shall comply with ANSI "USA standard for Occupational and Educational Eye and Face Protection", Z87.1-1968, or shall be demonstrated by the employer to be equally effective. C-6.2.3. Safety toe shoes, with built-in protective toe box that meet the following specifications:

C-6.2.3.1 Protective footwear purchased after July 5, 1994 shall comply with ANSI Standard Z41-1991, "American National Standard for Personal Protection-Protective Footwear", or shall be demonstrated by the employer to be equally effective.

C-6.2.3.2 Protective footwear purchased before July 5, 1994 shall comply with the ANSI standard "USA

Standard for Men's Safety Toe Footwear", Z41.1 1967, or shall be demonstrated by the employer to be equally effective [Ref. 29 CFR 1910.136 Protective eye and face devices.]

C-6.2.4. BLACK OXIDE COATED THREADED FASTENERS (BOCTFs): Due to safety concerns, use of

BOCTFs is not authorized when installing or replacing threaded fasteners in the accomplishment of any work required by any Work Item in this contract.

C-7 FIRE SAFETY DURING CONTRACTED REPAIRS

C-7.1. For all availabilities the contractor shall develop, submit for approval and implement a written fire safety plan that covers all of the actions that employers and employees must take to ensure employee safety in the event of a fire in accordance with S0570-AC-CCM-010/8010 Industrial Ship Safety Manual for Fire

Prevention and Response. The following information shall be included in the fire safety plan, at a minimum:

C-7.1.1. Identification of the significant fire hazards.

C-7.1.2. Procedure for recognizing and reporting unsafe conditions.

C-7.1.3. Alarm procedures.

C-7.1.4. Procedures for notifying employees of a fire emergency.

C-7.1.5. Procedures for evacuation.

C-7.1.6. Procedures to account for all employees after an evacuation.

C-7.1.7. Names, job titles, or departments for individuals who can be contacted for further information about the plan.

C-7.1.8. The roles, including coordination of Ship Repair and/or Construction Activity (SRCA), other maintenance and modernization outside activities, SF, and the responsible fire department(s), as it relates to fire prevention, detection, immediate response, and extended response.

C-7.2. Since multiple organizations (the SRCA, SF, Navy Region/District F&ES, mutual aid fire departments, etc.) have both distinct and shared responsibilities for shipboard fire prevention and response, SRCAs shall develop Memoranda of Agreement (MOAs) as needed to ensure each organization is aware of and acknowledges their assigned responsibilities in the SRCA’s Fire Response Plan (FRP). These MOAs shall be used to document each organization’s agreement with the SRCA’s FRP and should provide any amplifying information regarding unique duties and responsibilities for a particular ship availability not prescribed in the FRP.

C-7.3. For all availabilities with durations greater than 90 days at government or contractor facilities the contractor shall conduct periodic shipboard fire drills in accordance with S0570-AC-CCM-010/8010

C-8 NAVAL SUPPORT FACILITY ACCESS AND FORCE PROTECTION

C-8.1. Contractor personnel shall comply with all badging and security procedures required to gain access to any NAVSEA site or Naval Support Activity Bahrain.

C-8.2. All required enclosures in 8.2.1 and supporting documentation required for unescorted access for all personnel, vehicles, and other miscellaneous equipment required to accomplish the requirements of this contract to gain access to the NAVSEA site or Naval Support Activity Bahrain government spaces and facilities shall be filled in and submitted with quotes for evaluation.

C-8.3. Within two (2) days of award the contractor shall complete all access requirements for personnel, vehicles, and other miscellaneous equipment required to accomplish the requirements of this contract at

U.S. Naval Support Activity Bahrain. In no case shall the GOVERNMENT escort contractors or their vehicles on the facility or arrange for waivers of security requirements.

C-8.4. Contractors are required to adhere to the requirements of 29 CFR 1910, 29 CFR 1926 and applicable local requirements while in NAVSEA site or Naval Support Activity Bahrain government spaces and facilities. Contractors who are injured on site shall notify FDRMC, Safety Office, via the COR.

C-8.5. Any contractor employee exhibiting unsafe behavior or violating security procedures may be removed from the NAVSEA site and/or Naval Support Activity Bahrain government spaces and facilities. Such removal shall not relieve the contractor from meeting its contractual obligations and shall not be considered an excusable delay as defined in FAR 52.249-14.

C-8.6. If access requirements are not met or contractor access to U.S. Naval Facilities is revoked by component authority for such that the contracted work cannot be completed, and the failure obtain and maintain access does not arise from a cause beyond the control and without fault or negligence of the Contractor, such failure may be deemed to constitute a failure to perform this contract in accordance with its terms within the meaning of subparagraph (a)(1)(ii) of the clause of this contract entitled "DEFAULT”

(DFARS 252.217-7009).

C-9 FORCE PROTECTION AT THE CONTRACTORS FACILITY

C-9.1. For all availabilities executed at a NON US Department of Defense Facility the contractor shall be able to meet at a Private Contractor Facility under Force Protection Conditions Normal, Alpha, Bravo, Charlie, and Delta, respectively. The solicitation shall define the Force Protection Condition. Additional measures may be directed by the SUPERVISOR in accordance with DODI 2000.16 DOD Antiterrorism

(AT) Program Implementation: DOD Force Protection Condition (FPCON) System.

C-9.1.1. The contractor shall provide a written plan which shall be implemented for the protection of personnel, U.S. Naval vessels, Government-owned floating dry docks, work in process, and the material and equipment to be installed therein, at the Contractor's facility, which addresses the requirements of C-8. The written plan shall, as a minimum, be identified as "For Official Use Only

(FOUO)".

C-9.1.1.1 Provide written designation of the individual who will be in charge of the security effort.

C-9.1.1.2 Attend security coordination meeting with Ship's Force and the SUPERVISOR to brief the

Contractor's security plan and procedures prior to the security conference.

C-9.1.1.3 Conduct a security conference with national authorities, Ship's Force, NSA Force Protection

Officer, and the SUPERVISOR no later than 15 days prior to Ship's arrival to ensure all parties are in agreement with the security procedures while the Ship is in port.

C-9.1.1.4 The establishment of the land and water areas adjacent to U.S. Naval vessels as restricted areas or limited waterway areas in accordance with local regulations, in cooperation with the Navy, Local

Coast Guard, and Local Armed Forces.

C-9.1.1.5 The Security Plan shall include the roles and responsibilities for host nation application of deadly force in the protection of US Navy assets and crew.

C-9.1.1.6 Under Force Protection Condition NORMAL, establish and maintain physical security boundaries, positive access controls, and other security measures to provide safeguards against hazards, including unauthorized entry, malicious mischief, theft, espionage, sabotage, and terrorism at Contractor's facility in accordance with sections C-9.3 Other Security Measures, to include but not limited to the following:

a. Perimeter physical barriers

b. Perimeter openings control

c. Access and circulation control

d. Security Forces

e. Protective lighting

f. Signs and posting of boundaries

g. Security force communications

h. Randomly apply the measures from higher Force Protection Conditions and other RAM

i. All authorized personnel and vehicles permitted to enter the shipyard shall have proper identification displayed at all times. All personnel and vehicles gaining access into the

U.S. secured work area around the vessel will be subject to search by the U.S. armed security personnel.

j. A barricaded area at the foot of the brow containing an enclosed covered security checkpoint with sides that can be lowered to protect watchstanders and personnel being inspected from the weather and 6 foot table suitable for inspecting parcels.

k. U.S. armed security personnel shall be allowed to maintain a 24 hour a day presence onboard the vessel, dry-dock, and within the secured work area around the vessel.

l. U.S. security personnel to include military working dogs will be allowed to search for explosive devices around the areas of the vessel, tugs, pusher boats, dry-dock, any vessels nearby the secured work area, and secured work areas around the vessel.

m. U.S. Navy divers be allowed to perform underwater search of dry-dock and any vessels nearby the secured work area.

n. U.S. armed small boats will be allowed to patrol in the vicinity of the dry-docked vessel to provide waterside standoff from a potential waterborne attack.

o. No watercraft will be allowed near the vessel or dry- dock containing the vessel without prior permission from U.S security personnel.

p. The contractor shall notify the SUPERVISOR of any watercraft required to be near the vessel or dry-dock containing the vessel 96 hours prior to the requirement. These watercraft will be subject to a vessel search for explosive devices, including underwater inspection of the hull prior to being moved in to the vicinity of the vessel.

q. The contractor shall notify the SUPERVISOR of any visit requests to the dry-dock or slipway areas when the vessel is present 96 hours prior to the requirement. These individuals shall be subject to search prior to entering the dock and on departure. Visit request shall include a high resolution color copy of the individual’s passport identification page.

r. The attainment of the requirements of Force Protection Condition Normal shall be demonstrated to the SUPERVISOR and Ship's Force within 24 hours of activation.

C-9.1.1.7 Under Force Protection Condition ALPHA, establish and maintain the following requirements in addition to the requirements of Force Protection Condition NORMAL:

a. Additional plant boundary protection

b. Increased personnel, property, and perimeter security checks

c. Increased security force manning commensurate with the additional actions directed under this section

d. Increased waterfront surveillance

e. Place vehicle barriers to reduce ease of vehicular access adjacent to the ship

f. Brief the security force and the SUPERVISOR concerning the threat, the security precautions being implemented, and what action is to be taken with respect to strangers, unidentified vehicles, abandoned parcels or suitcases, or unusual activity in or near the

Contractor's facility.

g. Increase security spot-checks of vehicles, persons, and buildings near U.S. Naval vessels.

h. Limit access points for vehicles and personnel commensurate with performance of the

Job Order.

i. Inspect 100 percent of commercial vehicles entering the controlled industrial area and/or piers. A Controlled Industrial Area (CIA) means an area of the shipyard in which construction, conversion, repair, or overhaul of U.S. Navy vessels is conducted.

j. Test procedures for mass notification.

k. Review requirements related to implementing additional security actions in the event of an increased threat.

l. Review barrier plans.

m. The attainment of the requirements of Force Protection Condition Alpha shall be demonstrated to the SUPERVISOR and Ship's Force within 24 hours of activation.

C-9.1.1.8 Under Force Protection Condition BRAVO, establish and maintain the following requirements in addition to the requirements of Force Protection Condition NORMAL and ALPHA:

a. Establish communications with local and other law enforcement, fire, and emergency management agencies.

b. At the beginning of each workday, as well as at random intervals, inspect the interior and exterior of buildings in regular use for suspicious packages. Secure and regularly inspect buildings, rooms, and storage areas not in regular use for unusual conditions or suspicious activity.

c. Clear the area ashore within 400 feet (121.92 meters) of U.S. Naval vessels of all non-mission-essential materials and vehicles as determined by the SUPERVISOR.

d. Review requirements related to implementing additional security actions in the event of an increasing threat.

e. Identify paths for critical materials to maintain production.

f. Brief all employees working at the facility, including the ship's crew and subcontractor employees, concerning the threat, the security precautions being implemented and what action is to be taken with respect to strangers, unidentified vehicles, abandoned parcels, containers or suitcases, and any other suspicious or unusual activity.

g. Increase security presence and surveillance, and randomly inspect vehicles, persons and accompanying items entering the facility.

h. Review mail and material screening procedures at the facility.

i. The attainment of the requirements of Force Protection Condition BRAVO shall be demonstrated to the SUPERVISOR and Ship's Force within 24 hours of activation.

C-9.1.1.9 Under Force Protection Condition CHARLIE, establish and maintain the following requirements in addition to the requirements of Force Protection Condition NORMAL, ALPHA, and BRAVO:

a. Inspect the interior and exterior of buildings in regular use for suspicious activity or objects at frequent intervals.

b. Increase protection for crew berthing to reduce vulnerability.

c. List work that would be required to permit safe relocation of the vessel and its crew to the nearest Government facility as designated by the SUPERVISOR.

d. Determine work that will be stopped if the next higher Force Protection Condition is implemented. Determine a list of and inform mission-essential personnel, including

Contractor work force. Communicate critical Work Items to the SUPERVISOR and

Ship's Commanding Officer.

e. Increase surveillance in and around waterside perimeter and facilities. Position floats, work boats, and barges along the sides of the U.S. Naval vessel and any occupied berthing barges to create a buffer zone.

f. Limit access points to strictly enforce entry control. Inspect all vehicles entering the controlled industrial area and/or pier. Review access procedures to ensure no unauthorized personnel gain access into the facility.

g. The attainment of the requirements of Force Protection Condition CHARLIE shall be demonstrated to the SUPERVISOR and Ship's Force within 24 hours of activation.

C-9.1.1.10 Under Force Protection Condition DELTA, establish and maintain the following requirements in addition to the requirements of Force Protection Condition NORMAL, ALPHA, BRAVO, and

CHARLIE:

a. Immediately notify law enforcement agencies, the SUPERVISOR and the U.S. NAVY of any knowledge of terrorist activity, suspicious persons or criminal activity.

b. Limit access points to the absolute minimum.

c. Strictly control all facility access points, ensure positive identification of all personnel, and search all vehicles and their contents, suitcases, briefcases, and packages entering the Contractor's facility.

d. Accomplish continuous security patrols of all areas of the facility, to include the waterfront, occupied by U.S. Naval vessels and personnel.

e. Prepare U.S. Naval vessels for movement away from the Contractor's facility when directed by the SUPERVISOR.

f. Discontinue work except that directly related to the integrity of the vessel and as otherwise directed by the SUPERVISOR.

g. Implement the plan to deny access to individuals not essential or critical to the overall mission of protecting and/or moving vital Navy assets onto the facility and occupied buildings.

h. The attainment of the requirements of Force Protection Condition DELTA shall be demonstrated to the SUPERVISOR and Ship's Force within 24 hours of activation.

C-9.1.1.11 Periodicity at which attained FP Condition will be verified, evaluated, and reported to the

SUPERVISOR.

C-9.1.1.12 The plan shall be submitted in hard copy and electronic media to the SUPERVISOR for review and approval no later than 15 days prior to availability start date.

C-9.2. The contractor shall accomplish the requirements of the approved plan. Force Protection Condition

BRAVO shall be in effect during the period of performance.

C-9.2.1. A joint inspection of the requirements for the Force Protection Measures with the SUPERVISOR and NSA Force Protection Officer to ensure force protection is in place shall be accomplished no later than 48 hours prior to ship's arrival at the Contractor's Facility, and each time the vessel's location is changed including within the contractors facility.

C-9.2.2. Any changes at the Contractor's facility affecting physical security or the approved plan shall be submitted to the SUPERVISOR for approval within 24 hours.

C-9.3. OTHER SECURITY MEASURES

C-9.3.1. Perimeter Physical Barriers:

C-9.3.1.1 Physical barriers, including both natural (e.g., mountains, swamps, thick vegetation, rivers, bays, cliffs) and structural (e.g., Port Security Barriers (PSB), fences, walls, doors, gates, vehicle barriers) which control, delay, impede, and discourage access by unauthorized persons. To be effective, such barriers shall be augmented by unarmed security force personnel or other means of protection and assessment.

C-9.3.1.2 Physical barriers shall be employed along Contractor facility perimeters. The barrier or combination of barriers used shall afford an equal degree of continuous protection along the entire perimeter.

C-9.3.1.3 Structural barriers such as fences or walls shall be a minimum of 8 feet in height, and any uncontrolled opening shall be securable to afford protection against unauthorized entry.

C-9.3.1.4 The waterfront security barriers shall create a 200 m exclusion zone around the Navy asset.

Damage to the dry dock gate could result in flooding of the dry dock resulting in possible damage or loss of the vessel. Therefore, the dry dock gate is not considered to be a physical or structural barrier and must be protected. Additionally, floating dry-docks shall be protected commensurate with the provisions for the docked asset.

a. The patent number for the original Port Security Barrier (PSB) is 6,681,709 B1. The patent number for the Port Security Barrier –T variant (PSB-T) is 7,401,565 B2. There is no separate patent for the Port Security Barrier –V variant (PSB-V).
