STATEMENT OF WORK

A. SCOPE

1. Contracted lodging to support project to be completed at Portsmouth Naval Shipyard, Kittery, ME. for stays of 30 days or more.

B. REFERENCES

C. REQUIREMENTS

1. Occupant(s) shall not be required to change room(s) during the course of their stay unless a physical problem with the occupied room(s) arises with the property that requires the room(s) to be vacant so it may be repaired.

2. All properties shall have safe and secure premises, with building access limited to only occupants and their guests.

3. Properties shall be geographically located within five (5) miles traveling the main routes to the Gate 1 entrance of the Portsmouth Naval Shipyard located at 1 Walker Street, Kittery, ME..

4. Property must allow periodic command inspection of rooms. A list of authorized inspection personnel will be provided upon award.

5. General Room Specifications

a. Minimum living area size is ninety square feet (90) per person.

b. Living area that shall be included in the minimum square footage excludes the bathroom/facilities area, balconies, and closets.

c. Room must provide sanitary, clean, safe, and well-maintained living conditions free and clear of insects.

d. Private bath with shower, toilet and sink. The area is to be free of significant (three or more) rust, cracks, etc in the porcelain and surrounding area. The shower must have anti-slip tub/mats.

e. Ceiling must be free of damage (cracks, breaks, etc.).

f. Room must have a clean, sanitary odor.

g. Non-smoking rooms.

h. All rooms require independently occupant controlled air conditioning and heating units in good working order available year-round. All units must be securely attached to the wall, floor, etc., be clean, electrically safe, and inspected on a regular basis. If it is a wall unit there shall be no draft/gap in the surrounding area.

i. Door with a chain lock/deadbolt which must be securely fastened to the wall/door frame, etc.

j. Smoke detector/sprinkler system is in operating condition. Proof of a current fire inspection certificate must be provided upon inspection. In accordance with PL 101-391 all properties must be equipped with hard wired, single-station smoke detectors in each guestroom IAW the national fire protection association (NFPA) standard 74 and an automatic sprinkler system with sprinkler heads in compliance with NFPA Standards 13 or 13r. Properties three stories or lower in height are exempt from the sprinkler requirement.

k. All electrical outlets to be in place and firmly attached to the wall. A minimum of three grounded outlets and no use of extension cords to prevent hazardous safety/fire conditions.

6. Hotel Services

a. Extended stay maid service- 1 time per week minimum.

b. Minimum change of linen once per week, or upon each change in occupancy, whichever comes first. This includes laundering of bedspreads and blankets on a weekly basis or upon each change of occupancy.

c. Fresh towels Mon-Wed-Fri (3 days). Clean towels provided to include but not limited to: 4 bath towels, 4 hand towels, and 4 face cloths.

d. Twenty-four (24) hour telephone service with local calls free of charge. Desk must have an answering system or service to relay telephone messages to Sailors.

e. Laundromat (washers or dryers) on premises.

f. Ice machine on premises in operating condition.

g. Check in time must be no later than 8:00 am. Arrivals may be staggered.

h. Sailors are assigned two per room (double occupancy) and afforded access to all hotel facilities as regular guests to include but not limited to gyms, pools, restaurants, lounges, etc. Sailors to be provided all accommodations as the general public to include continental breakfast, coffee, etc.

i. Adequate, lighted, safe parking provided.

7. Minimum Furnishings

a. “Double occupancy” – two twin beds, beds to include: two pillows, one blanket and one bedspread on each bed. Full or queen size are also acceptable.

b. Dresser/s containing a minimum of four drawers, two chairs, closet or clothes-hanging space, a table or desk suitable for writing, adequate lighting such as one large overhead light and a table lamp.

c. Nineteen (19) inch or better color tv in operating condition w/ remote control.

d. Rooms must have a microwave, coffee maker, and a refrigerator not less than 3 cu

ft. with a freezer to be .2 cu ft. or larger, total of 3.2 cu ft. or larger.

D. NOTES

1. Contract is sales tax exempt.

2. Any offers received must be equal to or less than the full government per diem rate for Portsmouth, NH.

3. All properties to be used must be approved via a site inspection by this activity.

4. Awards will be made in the best interests of the government.

5. Rates for rooms quoted shall be all inclusive.

52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (SEP 2021)

(a)(1) The North American Industry Classification System (NAICS) code for this acquisition is 721110.

(2) The small business size standard is $35,000,000.

(3) The small business size standard for a concern that submits an offer, other than on a construction or service acquisition, but proposes to furnish an end item that it did not itself manufacture, process, or produce is 500 employees if the acquisition--

(i) Is set aside for small business and has a value above the simplified acquisition threshold;

(ii) Uses the HUBZone price evaluation preference regardless of dollar value, unless the offeror waives the price evaluation preference; or

52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (JUN 2020)

(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code(s) and small business size standard(s) for this acquisition appear elsewhere in the solicitation. However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.

(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--

(1) The solicitation number;

(2) The time specified in the solicitation for receipt of offers;

(3) The name, address, and telephone number of the offeror;

(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;

(5) Terms of any express warranty;

(6) Price and any discount terms;

(7) "Remit to" address, if different than mailing address;

(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);

(9) Acknowledgment of Solicitation Amendments;

(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and

(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.

(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation.

Each offer submitted will be evaluated separately.

(f) Late submissions, modifications, revisions, and withdrawals of offers:

(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--

(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or

(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or

(C) If this solicitation is a request for proposals, it was the only proposal received.

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.

Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.

(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.

The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation "Unique Entity Identifier" followed by the unique entity identifier that identifies the Offeror's name and address. The Offeror also shall enter its Electronic Funds Transfer (EFT) indicator, if applicable. The EFT indicator is a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the Offeror to establish additional SAM records for identifying alternative EFT accounts (see FAR subpart 32.11) for the same entity. If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for unique entity identifier establishment directly to obtain one. (l) Debriefing. If a post-award debriefing is given to requesting offerors, the Government shall disclose the following information, if applicable:

(1) The agency's evaluation of the significant weak or deficient factors in the debriefed offeror's offer.

(2) The overall evaluated cost or price and technical rating of the successful and the debriefed offeror and past performance information on the debriefed offeror.

(3) The overall ranking of all offerors, when any ranking was developed by the agency during source selection.

(4) A summary of the rationale for award;

(5) For acquisitions of commercial items, the make and model of the item to be delivered by the successful offeror.

(6) Reasonable responses to relevant questions posed by the debriefed offeror as to whether source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities were followed by the agency.

Addendum To 52.212-1 “Instructions To Offerors – Commercial Items”

I. GENERAL

In addition to FAR 52.212-1, “Instructions to Offerors – Commercial Items” and any other instructions contained elsewhere in this solicitation, the following information is provided:

Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors and sub-factors. Failure to meet a requirement may result in an offer being ineligible for award. If the Offeror finds it necessary to take exception to any of the the requirements specified in the solicitation, the Offeror shall clearly identify where it is addressed in its proposal and provide a complete explanation of why the exception was taken, what benefit (if any) accrues to the Government, and its impact (if any) on the performance, schedule, cost and specific requirements of the solicitation. Each exception shall clearly identify the specific paragraph and/or part of the solicitation to which the exception is taken. Initial Quotes and any modifications thereto are to be submitted to the Contracting Officer on or before the closing date and time cited elsewhere in this Request for Quote. Faxes or responses through beta.sam.gov or any other method other than Hard Copy format or Emailed Copy are not acceptable.

Hand-carried quotes are not encouraged. The Contracting Office is located on a secured compound. Only personnel with current DoD Common Access Cards (CACs) or appropriate military credentials will be able to access the compound. There will be no opportunity to drop off the Quotes outside the compound.

Important Notes:

(1) Vendors shall respond to all requirements of the solicitation document.

Vendors are cautioned not to alter the solicitation.

(2) Initial quotes and any modifications thereto are to be submitted to the Contracting Office on or before the closing date and time.

(3) Responses should be submitted via email (preferred) or USPS/FedEx.

If the offeror has completed all of the representations and certifications required by this solicitation in SAM (www.sam.gov) in accordance with FAR 52.204-8 and DFARS 252.204-7007 ALT A, then the offeror need not submit the hardcopy Representations and Certifications.

⁻ The details of any/all exceptions taken by the offeror to the Specification(s).

⁻ Offeror’s Technical Proposal Letter. Offeror is encouraged to include detailed property information, brochures, etc.

⁻ Past performance information in accordance with the instructions below.

(f) Instructions for submitting past performance:

⁻ Vendors shall submit In order to facilitate the Government’s evaluation of this factor, the offeror shall provide information on no more than three (3) previous contracts whose effort was relevant to the effort required by this solicitation; the contracts provided should have been performed within the last five (5) years.

Evaluation will focus only on work experience already performed. Yet-to-be performed work and experience prior to the last 5 years will not be considered.

The Government may verify past performance information. The Government may contact some or all of the references provided, as appropriate, and may collect information through questionnaires, telephone interviews and existing data sources to include but not limited to Contractor Performance Assessment Reporting (CPARS). The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources outside of the Government. This past performance information will be used for the evaluation of past performance.
