STATEMENT OF WORK
From: Code 2370 To: Code 400 Acquisition Date: 4/13/2021 Location: DD#1 Facility, Portsmouth Naval Shipyard, Kittery, ME Subject: Facility ISO Series 1 Freight Container Dock Seal/Shelter
1. Scope of Work:
1.1. Provide and install an inflatable assembly on the exterior of a Dry-dock #1 (DD#1) facility to provide a weather-tight interface between an ISO series 1 freight container and the enclosure.
2. Basis of Bid:
2.1. The contractor shall provide a firm fixed price and reflect the value of the material, labor and equipment with a contract line item total.
3. General Requirements:
3.1. Contractor shall provide an inflatable assembly tailored to seal around an ISO series 1 freight container of dimensions: 8’ wide x 8-6” tall x 20’ long. The container is centered and placed 6” into the opening of the enclosure using a crane or the side shift function of a fork truck. The container sits directly on a concrete pad at grade with the door opening. The assembly must include vertical and head curtains that provide a watertight seal around the freight container and enclosure opening, such that no additional external rain diversion device is required when sealed around the container.
3.2. Operation. Assembly must be permanently affixed to the building with a rigid framework and have seals that inflate when needed to encapsulate the container. When inflated, the assembly shall provide constant pressure and seal against the container on three sides. When needed, the assembly must be capable of being deflated/retracted away from the container to support removal from the enclosure. Container doors must be able to be fully opened into the enclosure. Test fit up will be required prior to completion of the contract to ensure a complete and usable product.
3.3. Water Infiltration. Entire assembly must be water-tight. Any infiltration of water will not be acceptable when the assembly is positioned and sealed around the container.
3.4. Operation Cycle Life. Design all portions of the assembly, hardware and operating mechanisms that are subject to movement, wear, or stress fatigue to operate through a minimum of one (1) cycle per month. One complete cycle is defined as when the assembly is inflated to seal around the container, and returns to the deflated position.
3.5. Corrosion. All steel components shall be corrosion resistant (i.e., galvanized steel, stainless steel, or aluminum). All exposed carbon steel surfaces (e.g., from drilled holes, etc.) must be cleaned/prepared to bare white metal and coated with primer prior to being covered.
3.6. Combustible Materials. Assembly must be constructed from noncombustible materials. No wood is permitted.
3.7. Lift Lugs. When crane lifted, the container is lifted with Caldwell Lifting Solutions Inc. Model LL Container Lift Lugs. Container lift lugs will remain installed in the lower pockets when it is placed in the building opening. The assembly must accommodate these lift lugs.
3.8. The assembly will be attached to an existing building extension – see Figure 1 through 4 for general enclosure construction/layout.
3.9. All dimensions shall be field verified by the contractor prior to final installation of the assembly.
3.10. Overall external dimensions of the assembly shall be minimized to maximum extent achievable.
4. Deliverables:
4.1. The assembly design shall be submitted to Code 2370.4 for approval to ensure compliance with contract prior to product installation.
4.2. Submit the following no later than 30 calendar days after contract award steps to be taken to accomplish required testing.
a) Water Spray Test. A hose nozzle water spray test to be conducted to prove weather tightness. 100% of penetrations must be tested. Plan for spray test to be submitted prior to performance for conformance of locations. Code 2370.4 to be present at water spray test. Test must be scheduled with a minimum 72 hours of notice and report/results must be submitted within 48 hours of test conductance. Leakage determined in rain/weather events at test areas negate passing on tests and must be sealed.
b) Rain. Avoid testing during rain or if rain is anticipated during testing.
c) Locating Leaks by Diagnostic Testing. Use diagnostic test methods to discover leaks through the assembly. Perform diagnostic tests on the assembly regardless of the assembly meeting or failing to meet water infiltration requirements. Apply sealing measures after diagnostic testing is complete. To verify that the applied sealing measure are effective, re-test for leaks using the same diagnostic method that discovered the leak. Reseal and retest until the envelope meets the complete weather tightness goal and all leaks thought he envelope are sealed. Any and all leaks must be addressed. Any leaks that pass the test but allow leakage during weather events (rain, snow, etc.) are considered failed areas and must be remedied within 48 hours of the leak occurrence.
d) Repair and Protection. Make final adjustment of the assembly at no additional cost to the Government. If adjustments are required to address leaks the water spray test must be repeated to prove weather tightness.
4.3. Warranty. Provide a 1 year installation warranty and 3 year manufacturer’s warranty.
4.4. Submit two (2) copies of the Operation and Maintenance Manuals. Provide operation and maintenance manuals which are consistent with manufacturer’s standard brochures, schematics, printed instructions, operating procedures, and safety precautions. Provide test data that is legible and of good quality.
4.5. Portsmouth Naval Shipyard shall retain ownership of all deliverables produced by the contractor.
4.6. All deliverables are required within 30 days of completion of on-site work.
5. Performance Period:
5.1. On-site work must be coordinated with Contracting Officer Representative and Code 2370.4 prior to scheduling. The work shall not impact Portsmouth Naval Shipyard operations. The dates may be changed based on the needs of Portsmouth Naval Shipyard.

9. Safety:
9.1. The contractor is responsible for providing their own Personnel Protective Equipment (PPE) and adhering to all OSHA regulations associated with completion of work. An accident prevention plan shall be submitted and approved prior to mobilization.
9.2. The contractor shall ensure work is conducted in such a manner to allow access for emergency response vehicles throughout the construction period.
10. Laydown Space/Cleanup:
10.1. Contractor laydown space shall be negotiated through the shipyard approval process.
