STATEMENT (STMT):

1. SINGLE CONDUCTOR WIRE: Although the Part Number is for Type W Standard (2/0 = 259 strands) electrical power Single Conductor Wire (cord), both Type W Extra-Flex (2/0 = 1,316 strands) and DLO wire are acceptable alternative products. The actual cable wire to be purchased should depend on its availability, cost, and/or simplicity to effectuate the purchase (e.g. via credit card).

LUGS: Although the primary purpose for the Government Furnished (GF) Wire and Lugs is for the fabrication of machinery (platform) grounding cables, the lug specified for the 2/0 cable has the exact same double bolt hole pattern as the 4/0 cable lugs for the Wire Jumper Assembly (ITEMs: J4f & J4m) for the emergent fabrication of compatible jumper length 2/0 (300 Ampere) power cables.

B LEASE SPECIFICATION — TELEC DESIGN CRITERIA

a. The standard electrical power cable assemblies readily available for lease are: (a) single conductor; (b) generally, fifty-foot in length (50'L); (c) have male and female cam-lock (cam-M/F) connectors (Cam-Lok®: E1016 "J" Series);

and (d) primarily either 2/0 (00) cable or 4/0 (0000) cable.

b. Cables are rated for a continuous amperage capacity (ampacity at 30ºC or 86ºF ambient) of either 300 amperes for single conductor 2/0 cable or 405 amperes for single conductor 4/0 cable. The commercial industry uses multiple cables for temporary installations when the ampacity requirements is greater than what can be carried by a single cable. Ground cables need only carry half the continuous power.

c. Temporary Services [Electric] Shop (x99E) prefers electrical lugs to be single-width because of limited space and electrical cable assemblies to be single-conductor for to prevent an out-of-phase connection.

d. The estimated quantity of fifty-foot long (50'L) power cables (excludes ground cables to be made to length) is 300.

C LEASE SPECIFICATION — TELEC REMARKS (as enumerated)

E1 CABLING (CABLE OR JUMPER) WIRE: Electrical power cable wiring shall be either Normal (–N) capacity 4/0 (0000) rated at 90ºC to 405 amps (≈49# / 50'L) or a Medium (–M) capacity 2/0 (00) cable rated to 300 amps (≈34# / 50'L) as called for in TABLE E1: TELEC REQUIREMENTS. The cables shall be: (a) CONDUCTOR – single annealed and stranded copper conductor; (b) INSULATION – premium-grade Ethylene Propylene Diene Monomer [M-class] (EPDM) or Ethylene Propylene (EP) synthetic rubber rated to +90ºC dry / +75ºC wet for the conductor temperature; (c) REINFORCEMENT – between insulation & jacket for mechanical strength, open polyester braid;

(d) JACKET – black vulcanized extrusion to gain the advantages that typifies both rubbery and plastic materials for a material temperature range of –40ºC to +90ºC such as a thermoplastic elastomer (TPE) or Super Vu-Tron® 90ºC or Chlorinated Polyethylene (CPE); and (e) CONSTRUCTION – designed for exterior-use (water & sunlight resistant so as to withstand exposure to severe environmental conditions) with a voltage rating of at least 600 volts and so indicated. Equivalent electrical power cables are either Type W to include Extra Flex or DLO (e.g.

Super Vu-Tron® Single Conductor Type RHH/RHW 600 Volt Potable Power Cable as manufactured by General Cable; www.GeneralCable.com).

E2 CABLE CONNECTORS OR JUMPER CONNECTOR & LUG

a. Connector: Locking type electrical connectors shall be an industry standard to NEC® Code single pole plug (male) and mating receptacle (female) designed for instant (dis)connection without tools with an insulated elastomeric material for water-tightness / safety, rated for 600 volt & 400 amp service, and vulcanized to meet NEMA 4 requirements (e.g. field-attachable vulcanized Cam-Lok® E1016 "J" Series Plugs UL® listed & CSA® certified as manufactured by Cooper Interconnect®; http://www.CooperInterconnect.com).

b. Lug: Electrical lugs shall be single-width allowing for the mechanical bolting or crimping of only one either Normal (–N) capacity 4/0 (0000) or Medium (–M) capacity 2/0 (00) conductor so as to achieve compactness and ease in applying electrical insulation after making up the electrical connection. The lug shall be rated for at least 600 volts and a continuous current of 440 amperes. The lugs shall have two each pre-drilled holes so as to accept half-inch diameter bolts with a center-to-center spacing of one plus three-quarter of an inch (CTR : CTR = 1¾"). Equivalent lugs as manufactured by Thomas & Betts are Catalog #54270 for 4/0 cable (DIE CODE / COLOR = 54 / PURPLE) and Catalog #54260 for 2/0 cable (DIE CODE / COLOR = 45 / BLACK).

E3 CABLING (CABLE OR JUMPER) ASSEMBLY: A complete cabling (wiring) assembly includes not only the wire, but, also the terminal fittings on both ends whether they be lugs [LUG:LUG] or Male and Female cam-lock connectors [CAM-M/F] or a combination of both [LUG:CAM-M] or [LUG:CAM-F]. A full cable (vice jumper) length is fifty feet (50'L).

E LEASE SPECIFICATION — TELEC COMMON NOTES

TS#01 MACHINERY & EQUIPMENT CLIN TAG - LABEL: Itemized (CLIN) machinery and significant equipment such as manifolds or assemblies, but, can exclude ancillary hardware (fittings / adapters / elbows / cables) or multiple GROUP or LOT ducting (flexible tubes / rigid ducts) or fluid / pneumatic hose, require tags or labels as exemplified below:

TS#02 VENDOR MARKING OF ITEMIZED / ANCILLARY EQUIPMENT: The Vendor shall indelibly mark all itemized or ancillary equipment / hardware not tagged or labeled w/ CLIN (e.g. manifolds, hose, piping, adapters, ducting, cables, etc.) so as to differentiate them from that owned by either the Shipyard or other Vendor. Tagging alone may not be sufficient.

Suggest etching or painting the ferrous metal or plastic-rubber on hardware or end fitting(s) with unique and distinct color(s) associated with the Vendor. Also, suggest affixing a large industrially fabricated sticker with the Vendor's name and/or emblem pre-printed to which an identifying Serial Number can be indicated with a permanent marker.

G LEASE SPECIFICATION — CONTRACTUAL REQUIREMENTS

1. ACCESS: To be allowed onto a government Shipyard, personnel must be US citizens and in possession of appropriate personal identification. Proof of US citizenship may be necessary and can be required for access to the drydock environs. Examples of allowable documentation is an official government issued Certificate of Birth or Naturalization (w/ raised seal & not a photocopy) or a US passport (can be expired). Vehicular access requires a non-expired personal Driver’s License and appropriate vehicle identification or registration. The transport vehicle must have the company’s name / logo prominently displayed. Normal commercial Gate # access to NLON: 5:30A – 1:30P Monday thru Friday (excludes Federal Holidays). To gain access to the drydock environs, personnel must be escorted and possess / wear their own personal safety gear which includes: safety glasses w/ side protection, hard hat, safety shoes with an ANSI approved reinforced toe box, and, as posted, adequate hearing protection (i.e. ≥20 dB[A] reduction from ear plugs and/or ear muffs).

2. DELIVERY: The cables shall be in a fully-assembled, ready-to-use, first-class-operating condition. The cables with their support equipment shall be delivered to the site on or prior to the request date. It is incumbent and the responsibility of the Contractor to either confirm or coordinate the date and time of delivery prior to each shipment via the Contracting Officer's Representative (COR) and/or Point-of-Contact (POC) as designated on the Contract. The Government can provide forklift services of machinery to / from the Vendor’s transport during work hours (NLON / NBPL: 6A – 3:30P). Documentation [B/L] shall accompany each delivery.

Machines shall be functionally tested to include performance of the Quality Checklist prior to its delivery.

3. LITERATURE: Although the Bidder shall make known any variances to the Technical Specifications, synopsized literature describing the proposed machinery, i.e. Equipment Data Sheet (EDS), shall be submitted with the bid to Contracting for probable review by the Technical Liaison as to whether the proposal conforms to the requirement.

4. PROPOSAL: As a standard format for comparing potential Vendors, the Contractor shall quote the weekly lease rate for each ITEM type and capacity based on a minimum lease duration of twelve (12) consecutive weeks or as scheduled in the RFP, whichever is less, with the option to extend thereafter. Due consideration for transport fees may be accorded by the Contracting Office to the Vendor if the actual rental period is less than the minimum or scheduled lease duration. The cost of start-up, initial operation, and training shall be included as part of the lease. Daily extensions for each ITEM with its associated ancillary hardware shall be billed at no greater than one-seventh of the stated recurring weekly lease rate. Price comparison is based on the Government's expected lease duration to include anticipated EXTENSIONS and to obtain a similar affect albeit Vendor differences.

5. REPAIR: The Vendor shall formally (i.e. written, E-mail is sufficient) inform the following Points-of-Contact (POCs):

(a) CONTRACT Office and/or SHIPYARD Administrator / COR if above $150K, for documentation purposes and then

(b) PROJECT to coordinate its transport (DELIVERY / RETURN) and/or TECHNICAL / EXECUTION for support. Refer to the Project's SHIPYARD CONTACT LIST in the Contract's Schedule for the POC Names and Telephone Numbers. The Contractor shall display on each machine the name(s) and telephone number(s) for requesting repair. Machinery will be operating around-the-clock under a rigorous deployed off-site performance schedule. Within twelve

(12) hours (half-day) of initial notification of the need for repair, the Vendor shall have an equipped and knowledgeable technician on the job-site fully prepared to repair the rental equipment. The defective unit(s) shall be repaired within twenty-four (24) hours (one day) of initial notification or, if the unit(s) cannot be made operational, replaced within forty-eight (48) hours (two days) of initial notification. If the equipment failure is not the fault of the Government, the Contractor shall bear all costs associated with its repair and/or replacement.

After three days, the Government will no longer pay for the lease of the defective unit, nor accordingly, shall the Vendor bill until such time as the unit has been repaired / replaced. After one week or more, the Contracting Office may impose a Penalty in which the charge is equal to the Vendor's own lease rate on the Bid.

6. RETURN: The Government will dismantle the equipment and provide a temporary storage location convenient for Contractor pick-up. The Government will notify the Contractor as well as the Contracting Office as to when the rental Item has been released and is available for pick-up. The last day of the rental period shall be the next normal workday after the Contractor has been so notified. The Contractor shall be responsible for shipping. The Government can provide forklift services during work hours for placing the equipment onto the vendor’s transport.

7. SERVICE: Except for daily surveillance checks i.e. liquid levels, the Contractor is responsible for and shall perform all maintenance (e.g. refrigerant charge, oil changes, replace / clean filters, lubrication, coolant refills, liquid top-offs, etc.) for the duration of the lease. Coordinate maintenance w/ Execution POC particularly shut-downs.

8. START-UP: If requested by the Project, the Vendor shall: (i) start and run the equipment to verify its operability;

(ii) confirm that a set of operating instructions was previously delivered; and/or (iii) instruct designated Shipyard personnel on how to properly run the equipment to include its operation, control, daily checks, & service contacts.

For multiple sets of comparable equipment with essentially similar operation, the orientation given to a specific Project on a particular type and/or capacity of machine can be accomplished just once regardless of delivery.

H LEASE SPECIFICATION — GENERIC REQUIREMENTS

1. CONSTRUCTION: Except as noted for a particular machine type, units shall be a single integrated framed structure manufactured as a complete entity to include all devices, accessories, and fittings necessary to perform the function for which it was designed. Each unit shall be capable of continuous, year-round, outdoor, unmanned operation even at minimal loading while exposed from inclement (NBPL) to extremely harsh (PNSY & NLON) weather (e.g. deep snow, strong & gusty winds, and/or heavy rain) and varied ambient conditions (–14 to +110°F & 0 to 100% RH). Machines shall meet State and federal requirements for its type such as the National Electrical Code (NEC) for electrical devices / components and the American Society of Mechanical Engineers (ASME) for pressurized vessels / components. For emission producing machinery as required by the State, the Contractor shall obtain permits for the duration of the lease and affix them onto the units. Machines shall be modular in design so as to act as a stand-alone unit; compact so as to fit in the tight confines of a drydock; portable so as to be transported by forklift and then lifted by crane; and ruggedly constructed so as to endure a marine industrial environment. Multiple machines of the same type and capacity shall be of similar design and construction.

Machines shall either be fabricated or completely refurbished and factory tested within twelve (12) years.

2. DOCUMENTATION: Documentation will be located within a water proof case affixed to each machine. Minimally, the documentation shall consist of: (i) Technical Instructions (TIs) such as an Operations & Maintenance Manual, Controls Manual, and/or Electrical Manual with Schematics; (ii) instructions and a diagram on Lifting & Handling the equipment with its padeye(s) Certification; (iii) government Contract Number to include the cover sheet to the rental Contract; (iv) an Equipment Data Sheet (EDS), preferably on a single sheet of paper (can be double-sided), of the quintessential aspects of the rental machine to include a fan curve for machines with built-in air-handlers; (v) simple Operating Instructions, if not in the TIs; (vi) points of contact with telephone numbers for requesting emergency repair regardless of the time or type of day; and (vii) a copy of the Quality Checklist.

3. ELECTRICAL: Electrical components shall conform to a NEMA standard (NEMA 3 or 4) that allows for unsheltered outdoor use of the unit. Unless by exception, each machine shall require only one type/source of electrical power of either 115 VAC5% / single-phase / 60 hertz or 460 VAC5% / three-phase / 60 hertz. The type of electrical power required (voltage & amperage) must be clearly indicated on the outside of the equipment, readily detected, and collocated with all other electrical information. If not included in the synopsized EDS, the Vendor shall provide the Project Technical Liaison with the following details: (i) electrical power type (amperage & voltage);

(ii) type of electrical connectors (for 3Φ, specify whether or not equivalent to Duraline E1016); (iii) breaker type/size or recommended capacity for the electrical source; and (iv) whether the machine is furnished with over-current protection. Three phase powered (i.e. 460V) machines shall have panel-mounted male camlock connectors equivalent to a single Duraline E1016 for each phase if ≤285A (preferred, permits 2/0 cable) or ≤385A (minimum, but restricted to 4/0 cable) or below and equivalent multiple connectors for greater amperages.

4. LIFTING & HANDLING: Unless exempted in advance, machines shall be firmly attached to a single rigid metal (steel if ≥3K#) caged frame (base boxed w/ four vertical corner posts and four horizontal perimeter beams at top) with both multiple slots for forklift handling and preferably, welded lifting padeye(s), which would result in and permit for safe single point lift operation using an overhead crane without special lifting or handling gear. To minimize a rigging delay or postponement, lifting points other than the preferred welded lifting padeye(s) (e.g. holes drilled thru structural members or bolted padeyes / eyelets) will require an advance design review - consultation -analysis by the Shipyard's Rigging Engineer (Code 713). The design safety factor for each lifting padeye or point shall be at least five (5) times the load based on ultimate strength. For equipment with two (2) or three (3) padeyes / points evenly spaced, the machine’s weight can be considered equally distributed. For equipment with four (4) padeyes / points, the loading shall be as if each lift point would support half of the machine’s weight. The strongest preference is for multiple padeyes to be aligned in the plane of the lift (i.e. padeyes point towards the center) and to be located above the machine’s Center of Gravity (CG). If the lift points are located below the CG, then the machine’s CG shall be accurately indicated as to both its elevation and position. The Contractor shall provide certification that each lift point meets the criteria described above by design (5 to 1 ultimate strength & 3 to 1 minimum yield) or by load test (2 to 1 w/ no yield). Such certification to include the Lifting Schematic along with any other lifting data shall be included with the documentation attached to the machine. Refer to L&H NOTES.

NOTICE: The precise weight of each machine to include its caged frame shall be prominently displayed.

5. NOISE: When operating at full speed, noise level must not be over 105 dB[A] (presumes hearing protection of 20 dB[A]) and preferably, less than 85 dB[A] (hearing protection threshold) at six feet from the unit or frame unless a quieter noise level is specified. A hearing protection safety placard shall be posted on each machine generating 85 dB[A] or more at the unit's edge or frame. To equate noise level on acoustically reflective (hard) surface (site), noise intensity (energy) is cut by a quarter, i.e. reduced by 6 dB[A], as distance is doubled. Hence, a noise rating of 91 dB[A] at 3 feet and conversely, a noise level of 79 dB[A] at 12 feet are both equivalent to 85 dB[A] at 6 feet.

6. PROHIBITION: For nuclear shipyards with radiological controls, the colors yellow or magenta on either machinery or associated equipment are strictly prohibited unless approval is requested w/ pictures showing the colors prior to bid submission so that the particular machine / equipment color would be known for an RC List of Exceptions.
