EQUIPMENT SPECIFICATION

RENTAL GRIT BIN FOR ABRASIVE BLAST GRIT

1 SCOPE

1.1 Scope. This specification covers the general design and performance requirements for the rental of an abrasive blast grit bin supplied complete and ready for use with equipment, accessories, machine installation, testing, training, and other services as described herein.

1.2 Intended Application. This equipment will be used to hold abrasive blast grit used in abrasive blasting.

The grit is fed in to up to four abrasive blast pots located directly underneath and to the sides of the bin.

2 APPLICABLE DOCUMENTS

2.1 Issues of Publications. The following documents of the issue date in effect on the date of request for proposal form a part of this specification to the extent applicable, or as specified herein. Within the specification, they shall be referred to by their basic designation only.

2.3 Order of precedence. Unless otherwise noted herein or in the contract, in the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.

3 REQUIREMENTS

3.1 General Description of System. The equipment shall meet all the performance and construction characteristics herein. The equipment shall be portable and provide for storage and dispensing of abrasive sandblast grit. See Table (1) and Attachment (1) for additional performance information. All values given are intended as the actual value, unless specified as a range, maximum or minimum.

There shall be some form of water deflection to keep water from running down the hopper body into the equipment being used.

EE Ladder Climbing Devices

Ladders on the grit bin shall be fitted with a ladder safety climbing device for fall protection that meets all OSHA 1910 requirements.

3.2 General Equipment Requirements. All materials and parts comprising the system shall be new, of current design and manufacture, and shall not have been in prior service except as required for factory testing.

Standard, off the shelf components with proven reliability shall be used wherever possible to increase performance, reliability and cost. The equipment shall be complete, so it can be used for the function for which it is designed and constructed.

3.3 Operating Environment. The proposed system will be operated in a heavy industrial environment and shall be capable of continuous operation over an extended period of time with minimal maintenance and upkeep. The equipment shall be suitable for operation in an outdoor salt-water marine industrial environment, at variable ambient temperatures of -10oF to 110oF, with high humidity.

3.4 Personnel Safety and Health Requirements. All machine parts, components, mechanisms, and assemblies furnished on the unit shall comply with all specific requirements of “OSHA Safety and Health Standard

(29CFR1910), General Industry”, ANSI/AMT B11.19, ANSI/AMT B11.22, and ANSI/AMT B11.23, and

ANSI/AMT B20.1 that are applicable to the equipment itself. Covers, platforms, guard rails, belt guards, and safety devices shall be provided for all parts of the equipment that present a safety hazard. The safety devices shall not interfere with the operation or maintenance of the equipment. The safety devices shall be removable to facilitate inspection, maintenance, and repair of the part. Additional safety and health requirements shall be as specified in other paragraphs of this specification.

3.5 Environmental Protection. The unit shall be designed and constructed so that during operation, service, transportation and storage conditions described herein, including final disposal, the equipment will comply with all applicable Environmental Protection Agency (EPA) and Occupational Safety and Health

Agency (OSHA) (and their state and local counterpart's) requirements.'

3.6 Caution - Warning Plates. Corrosion resistant “Caution” or “Warning” plates or labels shall be securely attached to the equipment in visible locations, with any safety precautions to be observed by the operator or maintenance personnel permanently marked on the plates.

3.7 Equipment Weight. The total empty weight of the unit shall each be stenciled on each side of the unit with

2" high lettering with a contrasting paint (yellow unacceptable). Pad eye capacities shall also be clearly marked.

3.8 Handling Devices. Refer to Attachment (2) General Specification for Design and Installation of ILA

Points

3.9 Specific Characteristics for Equipment and Services to be Provided. The equipment specified herein shall include, but is not limited to the following components, attachments, and accessories.

3.9.1 Condition Upon Receipt. The equipment shall be received from the contractor in one piece, totally fabricated, assembled, painted, and ready for use.

3.9.2 General.

3.9.2.1 Anchoring Plan. An anchoring plan is required to show the tie off points and weights required to anchor the equipment to keep the equipment stable under the specified wind loading conditions.

3.9.2.2 Critical Dimensions. All critical dimensions are noted in Table (1) and illustrated in Attachment (1).

These critical dimensions shall be adhered too. Dimensions and placement of structural members not marked, are subject to the contractor’s design and are shown as example only to provide general arrangement.

3.9.2.3 Grit Volume. The equipment shall support the storage and dispensing of the grit volume specified in

Table (1).

3.9.3 Structural.

3.9.3.1 Blast Pot. A blast pot with dimensions 9'L x 7'8"w x 11'H shall be able to be side loaded to fit under the equipment. The blast pot shall have adequate clearance to be able to load abrasive grit via the top port. The blast pot shall be able to fit in on one long side and loaded via a fork truck. Any cross beams shall be >= to 13’ above the feet to allow the blast pot to enter under the equipment.

3.9.3.2 Hopper. Hopper shall have capacity as defined in Table (1) above. The hopper shall also have a non-skid surface or similar on the top face to aid in traction.

3.9.3.2.1 Inspection Hatch. There shall be an inspection hatch on the top of the hopper following OSHA 29

CFR 1910.23(d) (Figures D-2, D-3, D-4, and D-5) to allow personnel to access tank interior for cleaning.

3.9.3.2.2 Internal Ladder. There shall be a ladder to access the inside of the hopper for inspection and maintenance. The ladder shall include a ladder safety system. The ladder shall have knurled rungs or similar non-skid rungs. The internal ladder and safety system must meet all OSHA 29 CFR

1910.(xx) Sections (.21, .23(b-d), .24(b), .28(b)(3)(v), .28(b)(9), .29(b,e,g,i,k,l)).

3.9.3.2.3 Ventilation Elbow. There shall be an 8 inch opening supplied with an 8 inch elbow to connect the ventilation to. The 8 inch elbow shall be able to be reoriented and locked in place to accommodate different mounting locations of the 8 inch ventilation pipe.

3.9.3.2.4 Slope. The roof shall have a slope to allow for the run off of water/snow.

3.9.3.2.5 Water Deflection. There shall be a water deflection method to keep water from running down the bottom cone and into the equipment being filled.

3.9.4 Fall Protection.

3.9.4.1 Fall Protection. All fall protection shall meet OSHA and ADA requirements. The hopper must have connection points for harnesses, such as two pad eyes above the working area at the mid-level for when the hatches are open.

3.9.4.2 Ladder. There shall be a ladder that goes from the bottom to the top level, and must meet all OSHA

1910 requirements. The ladder and platforms shall not exceed the maximum footprint allowed for the overall design. The ladder shall be bolted onto the structure to allow for removal in case of storage. Each ladder must have a safety climbing device attachment for fall protection, and knurled/non-slip bars. All ladders must comply with OSHA 29 CFR 1910.(xx) Sections (.21, .23(b-d), .24(b), .28(b)(3)(v), .28(b)(9), .29(b,e,g,i,k,l)). The ladder shall be located on one of the long sides, and shall be as close as possible to a support leg.

3.9.4.3 Safety Gate. There shall be a 18 inch to 24 inch safety gate at the entry to each level. Each gate shall have a toprail and mid-rail protection throughout its length.

3.9.4.4 Toe Boards. There shall be 3 ½ inch 14-gauge toe boards on the mid level and top platforms. Will allow for water run off.

3.9.4.5 Removable Railings. The railings indicated on the Attachment (1) shall be removable to gain access to the top via a platform from the dry-dock, but must still provide fall protection per OSHA requirements. The top level must also have fall protection anchorages for when railings are removed.

3.10 Lifting and Handling.

3.10.1 Lifting Detail.The hopper shall be normally picked and moved in a vertical position using a strong back.

As shown in Figure (1) as an example.

3.10.2 Laying Equipment On Flat Bed Truck. The grit bin must have the capability to be laid horizontal onto a truck bed, or laid down in case of high winds. An example rigging rotation and laydown of the grit bin is shown in Figure (2). This will require pad eyes located at the center of gravity along the legs on the short side of the grit bin (ladder side). The final pad eye design and lifting handling plans shall be done by the contractor and shall meet the lifting and handling requirements specified in Attachment (2).

3.11 Responsibility For Installation.

3.11.1 Responsibility For Site Prep And Foundation Installation. The Government is responsible to clear a reasonable outside area of any existing equipment and material on the designated installation site. The

Government will provide a suitable foundation for the equipment in accordance with the manufacturer’s certified engineering design drawings.

3.11.2 Other Government Provided Installation Support. The Government will provide the contractor the following support services during installation:

The assistance of one engineer providing contractor personnel with logistical support on-site.

Designated lay-down area for staging machine components.

3.11.3 Installation Coordination. The contractor shall coordinate the proposed installation schedule with the receiving activity within 30 days after award of contract. The installation schedule shall be subject to approval of the receiving activity. Approval of installation schedule shall not relieve the contractor of any responsibility for performance.

3.12 Maintenance. The equipment shall be easy to maintain. The user shall be able to perform the daily/weekly/monthly user level maintenance without lockout tag out capability. The equipment will be operating around-the-clock under a rigorous deployment performance schedule.

3.13 Technical Data to be Provided.

3.13.1 Data required for review. All the performance characteristics identified and requirements specified in section 3.0, following sections and in the list below shall be provided for technical review.

3.13.2 Requirements for technical proposals. Offerors shall submit, technical proposals written in the

English language with the data requested. The proposal shall enable government personnel to make a thorough evaluation and determination as to whether or not the proposed equipment fully meets the requirements of the solicitation. To this end, each proposal shall be as specific, detailed and complete as to demonstrate that the offeror has a thorough knowledge and understanding of the requirements. Statements that paraphrase the specifications or attest that "standard procedures will be employed", etc., are inadequate. Each proposal must be sufficiently adequate to demonstrate full compliance with the technical requirements of the specifications. Failure to comply with these instructions may result in rejection of an offer.

3.13.3 Operator / Maintenance Manuals. The contractor shall supply and deliver with the machine manuals, drawings, and schematics on CD-Rom and three (3) original hard copies each of “as built” standard manuals written in English language containing all necessary electrical wiring diagrams (drawn according to NFPA standards), hydraulic schematic diagrams, operator's manuals, parts lists, preventive maintenance instructions, part programming manuals (if applicable), and drawings of machine components, and all other instructions for operation and maintenance of the machine and its peripheral equipment

c) All instructions and illustrations necessary for proper operation of the equipment.

d) Instructions, diagrams, and electrical/electronic schematics required to troubleshoot and repair the unit in the event of malfunction or breakdown.

e) Complete parts list(s) cross indexed to indicate part application by circuit symbol. Procurement information shall be provided for all replacement components.

3.13.4 Lifting and Handling Drawings. Lifting plans which include diagrams for lifting the unit shall be provided by the Designer/Contractor and must be approved by PNSY prior to fabrication of the unit.

There should be detailed vertical lift, horizontal lift, and rotation/laydown plans. This plan shall include the Unit’s weight (empty weight and full weight if applicable), center of gravity location (empty weight), ILA details and the locations of each ILA. The plan shall also include any basic lifting restrictions and any special allowances including but not limited to minimum sling length, minimum sling capacity, or allowance for out-of-plane pulling on pad eyes (if applicable), etc.

3.13.5 Anchoring Plan. Plans which include diagrams showing tie off points and weigh down requirements shall be provided by the Designer/Contractor.

General Specification for Design and Installation of ILA Points

1. Definitions:

1.1. Integral Lifting Attachment (ILA): A lifting point that is permanently attached to or part of the

Unit being lifted such as a padeye, lifting eye, integrally mounted ring, threaded hole, or a hole in a structural element, etc.

1.2. Unit: The item or load being lifted to which ILAs are permanently mounted.

1.3. PNSY: Portsmouth Naval Shipyard.

1.4. Contractor: The entity fabricating the Unit.

1.5. Designer: The qualified engineer or entity designing the Unit including the ILA installation to the Unit.

1.6. Base of Support: That portion of the Unit’s structure which contacts the ground and supports the Unit when the Unit is on the ground (i.e. footprint).

1.7. Qualified Engineer: An engineer who is competent in the practice of structural and/or mechanical engineering as a result of education and experience.

1.8. Working Load Limit (WLL): The maximum allowable load that can be applied to a designed structural component, aka: design capacity.

2. General:

2.1. Any deviations to this specification which pertain to ILAs or other crane lifting and handling related functions must be approved in writing by PNSY, with concurrence from the PNSY Lifting and Handling Department (Code 700).

2.2. A lifting plan which includes a diagram for lifting the Unit shall be provided by the

Designer/Contractor and must be approved by PNSY prior to fabrication of the unit. This plan shall include the Unit’s weight (empty weight and full weight if applicable), center of gravity location, ILA details and the locations of each ILA. The plan shall also include any basic lifting restrictions and any special allowances including but not limited to minimum sling length, minimum sling capacity, or allowance for out-of-plane pulling on padeyes (if applicable), etc.

2.3. Lifting plans and ILA designs require written approval from PNSY Lifting and Handling

Department (C700) for any Unit which weighs 96,000 lbs or greater.

2.4. Threaded holes intended to be used as ILAs shall not be lubricated and shall be protected by removable threaded plugs or similar when not in use.

2.5. The padeye is the preferred ILA and it should be used when possible provided it can be incorporated into the design of the Unit in a practical way. Examples of padeyes and the preferred rigging configuration using padeyes are provided in Figures 1 and 2 below.

3. Marking:

3.1. The total weight (empty & full if applicable) of the Unit shall be permanently marked on each side of the Unit with 2” high lettering (or larger) with a contrasting color from the Unit (yellow unacceptable).

3.2. Each ILA shall be permanently identified with its Working Load Limit (WLL), (e.g. WLL=10,000

LB) by stamping, etching or by placing on an abutting metal label plate.

3.3. Any ILA receiving a load test shall be also be permanently marked with the test date (i.e. by stamping, etching or by placing on an abutting label plate).

3.4. The lifting plan with diagram shall be displayed on an 8in x 10in minimum sized metal placard attached to the unit.

4. Placement:

4.1. ILAs shall not be located below the Unit’s center of gravity or in any condition which could result in an unstable lift.

4.2. It must be possible to lift the Unit by crane using no more than 4 and no less than 2 ILAs.

4.3. The ILAs shall be located on the Unit so that the Unit can be lifted in a level fashion. The Unit’s

Base of Support must not form an angle greater than 5 degrees from horizontal when lifted.

4.4. The ILAs must be situated/located on the Unit so that the item can be lifted using standard rigging equipment including shackles, swivel hoist rings and slings. Lifting arrangements which require strongbacks, spreader beams, non –standard (metric) threads, eyebolts, or other unique lifting gear in order to be lifted by crane must be approved in writing per paragraph 2.1.

4.5. ILAs must be designed to allow for the proper connection of standard rigging gear as provided by the American Society of Mechanical Engineers specification, ASME B30.26. ILAs shall not be solely designed for direct connection into a hook without written approval per paragraph 2.1.

ILAs must be oriented so that the worst case forces that result when the Unit is lifted do not cause stresses that exceed the allowable stresses provided herein. Specifically, if padyes are used as ILAs they should be oriented on the Unit so that the resulting direction of pull exerted by the rigging slings lies within 5 degrees (10 degrees included angle) of the plane formed by the padeye plate. If the designed or intended use of padeye requires the applied load to be directed out of plane with the padeye plate

(greater than 5 degrees), the padeye must be designed so that such loading (under worst case conditions) does not result in stresses which exceed the allowable stresses described herein (see ILA

Design section).

5. ILA Design:

5.1. The Designer of the ILAs shall be a Qualified Engineer.

5.2. All calculations shall be reviewed by a Qualified Engineer other than the Designer.

5.3. The WLL of each ILA shall be sized based on the worst case loading that it may be required to resist, based on the location of a ILA relative to the Unit’s center of gravity and the other ILAs, on the maximum angle from vertical formed by the lifting slings, and on the ability for the connected rigging gear to equalize between structurally redundant connections (when 4 slings are used to lift the Unit). In arrangements where 4 ILAs are used each ILA must be designed so that either pair of diagonally opposed ILAs are capable of supporting the entire load of the Unit

(with the force magnifying affects of sling angles being considered) without infringing on the safety factors stipulated herein. See Figure 4 below.

5.4. ILAs shall be designed using an allowable stress which is the lower of the two values resulting from a safety factor of 3.0 with respect to yield strength (FY) or 5.0 with respect to ultimate strength of the material (FU). Further, a 60% reduction in the allowable stress shall be applied to any modes of failure involving shear as the failure mechanism. For example, the allowable stress for double shear plane tear-out of a padeye hole would be either (0.6)(FY)/3.0 or

(0.6)(FU)/5.0, whichever is more restrictive.

5.4.1. Any welds shall be designed per American Welding Society Specification AWS D1.1 with the following exceptions: Welds shall be designed with a safety factor of 5.0 with respect to the ultimate strength of the weld metal or base metal as applicable, and with a 60% reduction being further applied to any failure modes involving shear as the failure mechanism. For example, the allowable stress of a fillet weld shall be (0.6)(Fu)/5.0, since fillet welds are generally assumed to fail in shear, where Fu is the ultimate strength of the weld filler material or the base metal as applicable. The allowable stresses provided here apply only to the failure modes which directly relate to the ILA and the connecting weld joint. These allowable stresses do not apply to any adjacent surrounding structure, however such surrounding structure may be required to resist a one-time applied load equal to 210% of the WLL of the ILA in the cases where 200% load tests are required as provided herein.

5.5. Any ILAs (excluding threaded or through-holes in a structural element of the Unit) are to be connected to the Unit using a welded joint which meets the requirements of paragraph 5.3 above. Welded joints connecting ILAs to the Unit structure shall be designed using a continuous weld around the exterior of the joint (as a minimum) in order to prevent the entry of moisture into any interior un-bonded portion of the joint that may exist. Bolted joints that directly connect an ILA to the Unit are not permitted. This does not apply to bolted joints placed elsewhere in the structure of the Unit that do not serve as a structural connection directly between the ILA and the Unit.

5.6. Threaded holes used as ILAs may only be installed on Units which are primarily intended for in-door use. Where threaded holes are used as the ILA (for use with swivel hoist rings), the length of threaded holes must be at least 1.5 times the nominal thread diameter for steel, or 2.0 times the nominal thread diameter for aluminum.

5.6.1. Only standard imperial (non-metric) UNC - Class 2B threads may be used as threaded holes intended for use as ILAs.

5.6.2. Threaded holes intended for use as an ILA must be located to allow for 360 degree rotation and 180 degree pivot of a swivel hoist ring bail.

5.6.3. Threaded holes intended for use as an ILA must be located on the structural element so that the seating surface of a mounted swivel hoist ring does not overhang the edge of the structural element.

5.7. All surfaces of an ILA (including hinges, pinned connections, or linkages) which could be subjected to moisture, corrosion, or wear due to movement must be accessible for inspection without disassembly or special equipment.

5.8. Any ILA with a capacity greater than 6000 lbs must receive a one-time 200% load test, which shall be administered by the Contractor prior to delivery of the Unit.

5.8.1. The applied test load shall be 200% (+5%/-0%) of the design capacity (WLL) of the ILA and the test load shall be maintained for a period no less than 2 minutes.

5.8.2. The test load can be applied to each ILA individually or to multiple ILAs at once provided it can be shown through basic mechanics that each tested ILA received the proper test load value. The direction of the applied test load does not necessarily need to be in the as used/as designed direction, provided the alternate direction is approved by the Designer.

5.8.3. Written documentation shall be provided by the Contractor which documents the completion of this test for each ILA listing the ILAs tested, actual applied load, test date, test duration and signature of person performing the test.

NOTE: This requirement for load test does not apply to threaded holes or through holes which are intended for use as ILAs regardless of design capacity (WLL).
