Section C - Descriptions and Specifications
STATEMENT OF WORK
Statement of Work Line Item 0001-0003 to be in accordance to the Statement of Work listed below:
1. Background:
1.1. PNSY has the requirement to shot peen the Inconel 625 clad surfaces of 774 Class Propeller Shafts. All work to be performed in accordance with Mil-S-13165C, Shot Peening of Metal Parts or Mil-S-81841 Rotary Flap Peening of Metal Parts. No substitution of peening spec is authorized.
2. References:

3. Work Requirements:
3.1. Vendor is to provide proof of experience performing shot peening on 774 Class submarine shafts. Proof is to consist of Class of shaft peened and shaft serial numbers.
3.2. Vendor is to provide proof that they are capable of performing flapper peening repairs on Inconel 625 as authorized by Electric Boat Corporation EB VIR SVX012-005 or equivalent.
3.3. For work performed lAW reference (a), paragraph 6.2., the following acquisition requirements are outlined:
a. Specification to be used is reference (a).
b. The issue of OODISS is to be cited in the solicitation, and if required, the specific issue of individual document referenced.
c. Ceramic shot is to be used when peening per reference (a). Shot must adhere to. reference (d) specifications.
d. Shot size to be 0.033 inches nominal.
e. Automatic shot peening is required for use with reference (a). The peening gun shall not be manually manipulated and will comply with the requirements of reference (a), paragraph 3.2.1.
f. PNSY will be responsible for the surface cleaning prior to peening. The locations of the area to be peened will be provided by PNSY and masked off on the shaft after the vendor has arrived on site.
The total area to be peened is approximately 325 ft2.
g. No NOT will be required during the peening operation. Any NDT will be performed by PNSY after peening operations.
h. No externally applied forces are permissible during peening.
i. Peening intensity to be 0.008-0.012 A.
j. No over performance of peening coverage is required.
k. The vendor may use either coverage method as described in reference (a), paragraph 6.11.(a), or
6.11.(b) when peening lAW reference (a).
l. Method of coverage verification required.
m. Shot size limitations are not applicable for obstructed areas.
n. A specific cleaning procedure is not applicable.
o. Protection of peened surface from corrosion is not applicable.
3.4. For work performed lAW reference (b), the following acquisition requirements are outlined:
a. Specifications to be used are references (b).
b. The issue of DODISS is to be cited in the solicitation, and if required, the specific issue of individual document referenced.
c. Tungsten Carbide, Type II, flapper wheels are to be used when peening per reference (b). Flapper wheels must adhere to reference (c) specifications.
d. Shot size to be 0.033 nominal inch diameter nominal.
e. PNSY will be responsible for the surface cleaning prior to peening. The locations of the area to be peened will be provided by PNSY and masked off on the shaft after the vendor has arrived on site.
The total area to be peened is approximately 325 ft2.
f. No NOT will be required during the peening operation. Any NOT will be performed by PNSY after peening operations.
g. No externally applied forces are permissible during peening.
h. Peening intensity to be 0.008-0.012 A.

4. Quality Assurance Provisions:
4.1. The vendor is to provide the following quality assurance (QA) in a Certification of Shot Peening. This certification will be provided to PNSY Engineering (Code 260.9) for review upon completion:
a. Shaft serial number.
b. Date peening was performed.
c. Peening standard used for work performed (reference (a) or (b).
d. Shot peening machine used (if applicable).
e. Machine settings used during peening (if applicable).
f. Shot/flapper size used.
g. Type of shot/flapper used.
h. Hardness of shot used (if applicable).
i. Standoff distance of nozzle from shaft (if applicable).
j. Length of exposure time to shot stream.
k. Shot flow rate (if applicable).
l. Air pressure used (if applicable).
m. Specified peening intensity.
n. Actual peening intensity by Almen test strip identification numbers per reference (a) paragraph
4.2.4. or paragraph 4.2.2. of reference (b).
o. Saturation curves per reference (a), paragraph 4.2.3. with test records per paragraphs 4.2.5. (a) thru
(i), if reference (a) is used.
p. Mounting equipment used (if peening per reference (b)).
q. Percent coverage.
r. Specification of peening method used for each area peened.
4.2. For each lot of peening media used, the vendor shall provide a report per reference (d). The report shall contain the following (if applicable):
a. Purchase order number of the media
b. Lot number
c. Code letters
d. Size
e. Quantity
f. Sampling per paragraph 4 of reference (d)
g. Media size distribution
h. Media shape
i. Density
j. Composition
k. Magnetic particles
l. Hardness
m. Specific gravity
n. Shape
4.3. Vendor to provide all Almen strips used to determine actual intensity. The strips shall be numbered to identify an individual test strip to a specific Certification of Shot Peening document.
4.4. Vendor to provide a report for each lot of shot peening media/flapper wheels used, per paragraph 4.2.
4.5. Vendor to provide OQE that peening media maintenance has been performed and accomplished per reference (a), paragraph 3.3.9., if applicable.
4.6. Vendor to provide OQE indicating serial number and calibration date of Almen strip measuring equipment.
4.7. Vendor to provide a process control procedure after contract award for review by PNSY. The procedure wili be provided a minimum often (10) days prior to the commencement of shot peening operations.
4.8. PNSY to mask off areas to be shot peened after arrival of contractor and discussion of extent of peening required.
4.9. PNSY to provide engineering oversight as part of objective quality assurance for work performed.
4.10. PNSY shall provide personnel for observation of shaft roller operations whiie shot peening is being accomplished to ensure safety of personnel, the shaft and the rollers.

e. Personnel for observation of shaft roller operations while shot peening is being accompiished to ensure safety of personnel and to reduce risk of damaging the shaft and the rollers.
f. Masking of shaft areas to be peened and protective covering over surfaces not to be peened.

VENDOR ACCESS TO SHIPYARD
No person not know to be an American citizen in good standing and repute shall be eligiable for access to Portsmouth Naval Shipyard and adjacent areas. Proof of citizenship may be required. Entrance of foreign nationals requires approval.
SAFETY/SECURITY
SAFETY/SECURITY
SAFETY: All representatives who have a need to enter the Controlled Industrial Area, or other areas specifically designated as safety hazardous, should provide themselves with safety head wear to be worn while in the area.
Vendors and/or subcontractors performing work on vendor-owned or government-owned plant facilities and equipment shall ensure that all OSHA safety regulations are followed. Prior to working on the Portsmouth Naval Shipyard, all vendors shall view the Code 106 safety video.
SECURITY: Commercial vehicles (automobile) must have conspicuous contractor (company) identification (such as magnetic door-type signs) affixed to the outside of the vehicle if it is to enter the Controlled Industrial Area.
RESTRICTIONS ON USE OF YELLOW
RESTRICTIONS ON USE OF YELLOW MATERIAL
Yellow colored items such as those described below are of special significance within the Portsmouth Naval Shipyard and are subject to strict controls. Accordingly, contractors shall not use yellow or orange-yellow colored materials for the following purposes: protective clothing, hoods, sheeting, tarpaulins, polyethylene bootles or other containers, tapes, bags, banding, identification marks on tools, boundary markers, ribbons, vent ducts, etc.
Contractor generated yellow colored waste shall be disposed of by the Contractor off-yard. Portsmouth Naval Shipyard refuse containers shall not be used for disposal of yellow colored waste materials. Yellow colored contract generated debris shall be bagged in non-translucent containers, and promptly removed from the Portsmouth Naval Shipyard.
RADIOLOGICAL INDOCTRINATION
RADIOLOGICAL INDOCTRINATION
All Contractor employees performing work within the Portsmouth Naval Shipyard must view a radiological video.
Contractor employees who are expected to be on the Portsmouth Naval Shipyard for greater than thirty (30) calendor days must attend a one-half hour indoctrination briefing. Attendance at the briefing will be required prior to being issued a permanent Portsmouth Naval Shipyard badge. The indoctrination briefing will provide radiological fundamentals and information on radiological postings and controls at the Portsmouth Naval Shipyard.

Any contractor employees who disregards, alters, moves or otherwise tampers with a radiological posting, or who disobeys a radiological instruction, will not be allowed to continue working at the Portsmouth Naval Shipyard.

All contractors, vendors or repair personnel shall be responsible for removal from the Portsmouth Naval Shipyard, any appliances, bulbs, lamps or other devices which they replace that contain hazardous chemicals or materials.

Mercury or mercury containing compounds shall not be intentionally added or come in direct contact with hardware or supplies furnished under this contract.
HQ C-2-0016 DEPARTMENT OF LABOR SAFETY AND HEALTH STANDARDS FOR SHIP REPAIR
(NAVSEA) (SEP 1990) (MODIFIED) (SEP 2012)
Attention of the Contractor is directed to the Occupational Safety and Health Act of 1970 (29 USC 651-678), and to the Safety and Health Regulations for Ship Repairing (29 CFR 1915), promulgated under Public Law 85-742, amending Section 41 of the Longshoremen's and Harbor Workers' Compensation Act (33 USC 941), and adopted by the Department of Labor as occupational safety or health standards under Section 6(a) of the Occupational Safety and Health Act of 1970 (See 29 CFR 1910.15). These regulations apply to all ship repair and related work, as defined in the regulations performed under this contract on the navigable waters of the United States including any dry dock and marine railway. Nothing contained in this contract shall be construed as relieving the Contractor from any obligations which it may have for compliance with the aforesaid regulations.

Section D - Packaging and Marking
HQ D-2-0006 MARKING AND PACKING LIST(S) (NAVSEA) (NOV 1996)
(a) Marking. Shipments, shipping containers and palletized unit loads shall be marked in accordance with best commercial practice.
(b) Packing List(s). A packing list (DD Form 250 Material Inspection and Receiving Report may be used) identifying the contents of each shipment, shipping container or palletized unit load shall be provided by the Contractor with each shipment. When a contract line item identified under a single stock number includes an assortment of related items such as kit or set components, detached parts or accessories, installation hardware or material, the packing list(s) shall identify the assorted items.
Where assortment of related items is included in the shipping container, a packing list identifying the contents shall be furnished.
(c) Master Packing List. In addition to the requirements in paragraph (b) above, a master packing list shall be prepared where more than one shipment, shipping container or palletized unit load comprise the contract line item being shipped. The master packing list shall be attached to the number one container and so identified.
(d) Part Identification. All items within the kit, set, installation hardware or material shall be suitably segregated and identified within the unit pack(s) or shipping container by part number and/or national stock number.

All supplies hereunder shall be delivered with all transportation charges prepaid, in accordance with the clause hereof entitled "F.O.B. DESTINATION" (FAR 52.247-34) in accordance with the delivery instructions specified herein.
The Contractor shall not ship directly to a military air or water port terminal without authorization by the cognizant Contract Administration Office.
Except when the Material Inspection and Receiving Report (MIRR) (DD 250) is used as an invoice, the Contractor shall enter unit prices on all MIRR copies. Contract line items shall be priced using actual prices, or if not available, estimated prices. When the price is estimated, an "E" shall be entered after the price.
All data to be furnished under this contract shall be delivered prepaid to destination(s) at the time(s) specified on the Contract Data Requirements List(s), DD Form 1423.

The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Portsmouth Naval Shipyard via a secure data collection site.

(a) Definitions. As used in this clause--
Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.
Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall--https://www.ecmra.mil/
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order: N3904019P

(4) Payment request and supporting documentation. The Contractor shall ensure a payment request includes appropriate contract line item and subline item descriptions of the work performed or supplies delivered, unit price/cost per unit, fee (if applicable), and all relevant back-up documentation, as defined in DFARS Appendix F, (e.g. timesheets) in support of each payment request.
(5) WAWF email notifications. The Contractor shall enter the email address identified below in the “Send Additional Email Notifications” field of WAWF once a document is submitted in the system.

HQ G-2-0009 SUPPLEMENTAL INSTRUCTIONS REGARDING INVOICING (NAVSEA) (APR 2015)
(a) For other than firm fixed priced contract line item numbers (CLINs), the Contractor agrees to segregate costs incurred under this contract/task order (TO), as applicable, at the lowest level of performance, either at the technical instruction (TI), sub line item number (SLIN), or contract line item number (CLIN) level, rather than on a total contract/TO basis, and to submit invoices reflecting costs incurred at that level. Supporting documentation in Wide Area Workflow (WAWF) for invoices shall include summaries of work charged during the period covered as well as overall cumulative summaries by individual labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of other direct costs (ODCs), materials, and travel, by TI, SLIN, or CLIN level. For other than firm fixed price subcontractors, subcontractors are also required to provide labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of ODCs, materials, and travel invoiced. Supporting documentation may be encrypted before submission to the prime contractor for WAWF invoice submittal. Subcontractors may email encryption code information directly to the Contracting Officer (CO) and Contracting Officer Representative (COR). Should the subcontractor lack encryption capability, the subcontractor may also email detailed supporting cost information directly to the CO and COR; or other method as agreed to by the CO.
(b) Contractors submitting payment requests and receiving reports to WAWF using either Electronic Data Interchange (EDI) or Secure File Transfer Protocol (SFTP) shall separately send an email notification to the COR and CO on the same date they submit the invoice in WAWF. No payments shall be due if the contractor does not provide the COR and CO email notification as required herein.
Section H - Special Contract Requirements
EXPOSURE TO HAZARDOUS MATERIAL
INFORMATION ON EXPOSURE TO HAZARDOUS MATERIAL
As required by 29 CFR 1910.1200, The Hazard Communications Standard, the shipyard must inform you (as a contractor employer with employees working in the shipyard) of the hazardous materials used at the Shipyard which your employees may be exposed to while working here and also to suggest appropriate protective measures. This section informs you as required. Your own responsibilities as an employer, if any, are given in 29 CFR 1910.1200.
1. Hazardous materials your employees may be exposed to. Hazardous materials are materials which are cancer causing agents, toxic or highly toxic agents, reproductive toxins, irritants, corrosives, sensitizers, liver toxins, kidney toxins, agents which act on the blood forming system, and agents which damage the lungs, skins, eyes or mucous membranes. There are many potentially hazardous chemicals present at Portsmouth Naval Shipyard which, unless controlled properly, could present a safety and health problem. The presence of many potentially hazardous materials may be apparent from the manufacturer’s warning label on the hazardous material containers. These hazardous materials range in type and quantity. Typical hazardous materials are:
a. Metals, e.g., mercury, lead, chromium
b. Solvents, e.g. , disinfectants, cleaning and polishing compounds and preparations, dopes, thinners, flammable inks
c. Paints and adhesives, e.g., varnishes and related products, sealing compounds, asphalt, deck and floor coverings, deck compounds
d. Corrosives, e.g., acids, alkalis
e. Compressed and liquefied gas, e.g., nitrogen, argon, oxygen, acetylene
f. Lubricants and oils, e.g., greases, cutting oils, hydraulic oils, miscellaneous waxes and fats
g. Fuels, e.g., liquid propellants, fuel oils, oxidizers, solid fuels
h. Particulates, e.g., asbestos fiberglass, dust, fumes, mist Depending on the material involved, materials such as these can present physical hazards and or health hazards. The presence of many potentially hazardous materials may be apparent due to their physical characteristics, such as the visual appearance of abrasive blasting dust or the distinctive smell of many solvents.
2. Labeling of Hazardous Material. Containers of potentially hazardous chemicals bear manufacturer’s labeling, which identifies the chemical and it manufacturer, and provides appropriate hazard warnings. In addition, some materials may be labeled with the National Protection Association (NFPA) 704 label. This label uses a system of color coded symbols and numbers to convey the potential hazard of the material. The contractor should obtain information from NFPA concerning the interpretation of the 704 label.
3. Material Safety Data Sheets (MSDS). The Occupational Safety and Health Office at the shipyard maintains copies of manufacturers’ Material Safety Data sheets for potentially hazardous chemicals/materials that are known to be present in the shipyard. The contractor may, upon request to the Occupational Safety and Health Office, review Material Safety Data Sheets for any specific materials to which contractor employees may be exposed while performing work in the shipyard workplace. This information may be reviewed in the Occupational Safety and Health Office.
4. Appropriate Protective Measures. Exposure to potentially hazardous material may occur from inhalation, ingestion or skin contact with the material: therefore, the following precautions should be taken:
a. Obey signs, directions and warning labels;
b. Do not use unknown or labeled materials;
c. Only operate shipyard equipment that you are authorized to operate, familiar with, and qualified to operate;
d. If any health effects (skin rash, trouble breathing, etc.) occur, which you feel are caused by exposure to shipyard hazardous material, contact Code 106.1.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
