Statement of Work
High Pressure Air Compressor Replacement
1. Background:
1.1 PNSY has the requirement to remove and install two (2) high pressure air compressors in a in accordance with (IAW) technical requirements of reference (a) and reference (b).
2. References:
(a) Technical Manual NAVSEA S9550-CR-MMA-010
(b) Technical Manual NAVSEA S9550-CB-MMA-010
(c) HM&E Test Procedure (55150-3-7686, latest Rev/Chg)
3. Work Requirements:
3.1 High pressure air compressor replacement shall be performed at the Portsmouth Naval Shipyard.
3.2 Contractor shall remove the two existing high pressure air compressors, , and replace with two Advanced Equipment Replacement Program (AERP) provided .
3.3 Contractor shall also provide technical recommendations to Code 260 Mechanical Engineers associated with shipyard work to tie in electrical and mechanical/piping services from ships support systems and for conduct of testing per reference (c).
3.4 Contractor to provide necessary repair services and repair parts to correct deficiencies identified during testing of newly installed high pressure air compressors.
3.5 Contractor representatives must be US citizens able to obtain shipyard confidential security clearance to work in the Controlled Industrial Area (CIA) and in the
3.6 Contractor personnel assigned to this work must be briefed on all procedures, safety precautions, and technical aspects of applicable Shipyard instructions such as the Work and Test Manual.
4. Period of Performance:
4.1 Rip-out 5/30/17 to approximately 6/30/17 and Re-installation and Testing at approximately 10/20/2017 to 11/20/2017.
4.2 Work hours will consist of eight (8) hour work days (Mon – Fri).
5. Additional Shipyard Information:
5.1 The Shipyard shall provide a copy of the HM&E Test Procedure (55150-3-7686, latest Rev/Chg) to the contractor for review. A non-classified system diagram of the ships high pressure air system shall be provided to the contractor by the shipyard for information.
5.2 The shipyard shall de-energize, de-pressure and lock out/tag out the HPAC’s prior to contractor commencing shipboard work.
5.3 The shipyard shall provide necessary fluids required to refill and operate the HPAC’s, such as lubricating oil, closed coolant and additives, etc.
5.4 The shipyard shall dispose of all hazardous materials generated by the contactor during execution of this contract.
5.5 The shipyard shall cut and refabricate all ships systems components welded piping joints required to permit rigging and removal/installation.
5.6 The Shipyard shall provide services to verify setpoints and calibrate HPAC instrumentation as required by the contractor.
5.7 The Shipyard shall provide calibrated test instruments required by HM&E Test Procedure (55150-3-7686, latest Rev/Chg) for use by the contractor.
5.8 The shipyard shall provide all off hull and in hull rigging services
5.9 The shipyard shall make all connections and removals from the Ship’s System as required.
5.10 The Shipyard shall break and remake all ship’s systems connections.
5.11 The shipyard shall complete all associated tests prerequisite to HM&E Test Procedure (55150-3-7686, latest Rev/Chg).
5.12 The Shipyard will accomplish valve lineups of Ship’s System Valves.
5.13 The shipyard shall replace any associated machinery mounts as required by the Availability Work Package.
5.14 The shipyard shall accomplish all insulation resistance checks between the interconnected motors and controllers in accordance with the HM&E Test Procedure (55150-3-7686, latest Rev/Chg).
5.15 The shipyard shall establish, maintain, and adjust Propulsion Plant Freshwater System (PPFW) flow to the HPAC’s as required by the HM&E Test Procedure.
5.16 The shipyard shall provide a source of 700 psig high pressure air required for HPAC starting.
5.17 The shipyard shall establish and maintain proper ships ventilation and hull openings To prevent pulling vacuum in the engine room during HPAC operational testing.
5.18 The use of mercury, mercury containing compounds, or equipment and instruments containing mercury is prohibited.
6. Additional Contractor Information:
6.1 The contractor shall provide all consumables such as rags, gloves, etc for use by the contractor.
6.2 The contractor shall drain and refill all fluids from the offload (existing) and onload (new AERP) HPAC’s as necessary to safely handle and transport.
6.3 The contractor shall ensure that all hazardous materials generated are turned over to the shipyard for disposal.
6.4 The contractor shall break and remake all HPAC component mechanical piping joints required to permit rigging and removal/installation. The contractor shall identify any such joints to the shipyard in writing.
6.5 The contractor shall disconnect and reconnect all HPAC wiring and cable connections required to permit rigging and removal/installation. The contractor shall identify any such wiring and cable connections to the shipyard in writing.
6.7 The contractor shall provide all necessary tools and handling fixtures
6.8 The contractor shall dispose of all contractor generated trade litter.
6.9 The contractor shall provide communications equipment between off hull and in-hull work locations.
6.10 The contractor shall accomplish valve lineups of any temporary systems and operate these valves as directed by the Shipyard approved procedure.
6.11 The contractor shall provide equipment to contain mechanical joints to avoid leakage onto or into the ship or the environment.
6.12 The use of mercury, mercury containing compounds, or equipment and instruments containing mercury is prohibited.
6.13 Contractor personnel assigned to accomplish this work must participate in pre-shift briefings as directed by the Shipyard. Contractor operating and work procedures are subject to review by the Occupational Safety and Health Office, Code 106.
Contractor shall provide and wear Personal Protective Equipment (PPE) (hard hat, safety shoes, safety glasses) in industrial areas.
