N3239818Q0600 Technical Specification Requirements
Requirements:
General Request Summary:
Two fully mobile, stainless steel altitude simulation chambers with programmable rate controls with the ability to rapidly ascend and descend at a rate of 1.5 psi/second (~4000 ft/sec) minimum with an overall maximum altitude of 60,000ft (53.8 Torr) and minimum of -5000 ft (908 Torr). Typical studies will run from ambient pressures at 830 ft to 30,000 ft (~738 to 226 Torr). The chambers will be required to run as a flow-through system in which the enclosed volume will be exchanged at a rate of a minimum of 12 air changes per hour at altitudes up to 60,000 ft (53.8 Torr). The chambers must have a minimum of 14 mixed sized ports that will accommodate various future electrical connections for equipment testing at altitude and allow for analog internal/external sensor connectivity through feedthroughs not required upon delivery. Chambers must be able to accommodate external gas sampling (such as from side port) from the chamber atmosphere for separate instrumentation in addition to sampling for Oxygen concentration (0-100%). Chambers must also accommodate multi-level mounting for shelving brackets.
Time Frame:
A best value approach is utilized with the proposed chambers. The time frame in which the chambers are required would be needed would be no later than 20 weeks after date of award with special attention being given to options to decrease lead time at a premium. An engineering design approval process will be required.
Quantity:
Two (2) chambers of the same specifications will be required.
Size:
36"x36"x36" internal vacuum chamber dimensions minimum for a total volume of 27 cubic feet. It is imperative that all other components/add-ons such as lighting or shelving brackets do not encroach on the internal spacing unless items are removable by user. External dimensions requirements include being no larger than 92.5 inches high at its fully assembled (on cart with casters) height and no wider than 70.5 inches to fit into the building.
Chamber Door The chamber door should be on the front-facing side of the chamber and have a minimum opening of 36“ x 36“, hinged on the side with at least two locking latches. Door should have at least one window or viewport of 6” x 6” inch minimum.
Windows/View Ports:
The chamber must able to accommodate large (10” x 10” inch minimum) windows on a minimum of 3 sides of the chamber with preference being one on the front(door), and one on each side to allow for adequate lighting within the chamber. Windows should be large enough to have fields of view to monitor animals within the chamber.
Mobility:
Chamber must be contained in a rugged mobile unit such as a cart with casters in order to move it as needed between rooms and/or from building to building.
Altitude Range:
Chamber must be able to reach and maintain -5000 to 60,000 ft for minutes to hours at a time. Ninety percent of uses will occur at ambient pressures in Dayton, OH (roughly 830 ft) to 30,000 ft range. The chamber must be able to function as a flow through system with 12 air changes per hour once achieving an altitude. Air change rate may be reduced at altitudes greater than 30,000 ft. Some special use cases would include -5000ft (~908 Torr) and should be certified with data indicating the chamber can safely reach the entirety of its range in addition to indicating evidence of up to 15 air changes per hour from ambient pressure to 60,000 ft.
Altitude change rates/Profiling:
The system should be able to rapidly increase or decrease at a rate of up to ~1 -1.5 psi (~2000 to ~4000 ft/sec) of pressure per second for extended periods of time with the ability to program/customize this rate as needed. Most use cases would be no more than 1 psi per second. The system must be capable of reaching and maintaining an altitude of 8,000 ft hour for minutes to hours, and then rapidly climbing at 1.5 psi/sec to 14,000 ft in under a minute, and holding at this altitude for an extended period of time. Then the chamber must be capable of a controlled dive of 0.17 psi/sec until back to 8,000 ft. The chamber must be able to climb up to 60,000 ft and maintain for minutes to hours as needed.
Pump:
The system will be utilized as a "flow through" system in which the entire volume of the chamber will need to be changed 15 times or more per hour while maintaining or manipulating altitude up to 60,000ft for extended periods of time such as hours or days. The chamber should have an inlet on one side with an exhaust on the opposite side such as top and bottom to ensure the gas environment within the chamber is equally distributed or can be mixed within the entire volume before exiting the chamber.
Gas Sampling:
The chamber must include the ability to sample gas from the inner chamber volume utilizing a port on the chamber to sample from using a GCMS or other gas analyzers in house.
Gas contaminants/additions:
The chamber must be able to accommodate a 1/2 inch port on the inlet of the chamber to add alternative gasses to mix with incoming air.
Electrical Feedthrough/Other Ports:
A minimum of 14 ports total for feedthrough to be used simultaneously, while 16 would be preferable. Chamber will be delivered with ports capped/plugged with blanks. The chamber must have the future ability to feedthrough electrical (110V 15amp and low voltage), gas sampling ¼” Gyrolok or Swagelok, fiber optic, etc. as needed through chamber side ports. Feedthroughs should be interchangeable when possible with the same port sizes in the chamber wall for each feedthrough (e.g. all NW50 KF flange sizes). However, a mixture of sizes is acceptable assuming the following list can be accommodated simultaneously:
(4) 110 Volt, 60Hz 15 amp 3 conductor wires
(4) USB 3.0 cables/femaile adapters
(1) off the shelf ultrasound probe
(2) ¼” inch gas sampling lines
(1) temperature/humidity probe
(1) 50 pin D-sub
Shelving:
Chamber must accommodate multi-level, adjustable mounting options for shelving brackets to be bolted. Shelving (e.g., a metal grate) must allow the test atmosphere to pass freely through the chamber without disrupting the test atmosphere distribution.
Monitoring/Control:
Ability to manually control, modify, or run/stop a profile from controller. Ability to log pressure/altitude data, and access data files from controller or via USB drive or computer via data outputs. Ability to modify profiles. Ability to view current chamber status and display real-time data. Chamber must have real-time analog or digital output of current status including altitude.
Safety:
Chamber must include a main power disconnect. Chamber should include positive pressure relief valve for prevention of over-pressurization. Over-pressurization relief valve must be capable of plumbing a relief vent in event of failure. Chamber must include access all components of the chamber, environmental systems, controllers, and sensors/instruments.
